APPROVAL TO RE-PLAN AND
TNM-RAN-NOV-2019 RECONFIGURE LAC,RAC,TAC FOR 2G 3G
AND 4G SITES

Objective
This motivation seeks the approval of the CTO to allow for planning and reconfiguration 2G,3G LAC and
4G TAC in all BSCs, RNCs and 4G sites so that the same LAC and TAC share same geographical
coverage location to facilitate CSFB ,handover and cell selection and reselection processes.

Background
As part of network planning check and optimization, RAN team has embarked on an exercise to
consolidate the 2G,3G and 4G LAC, RAC and TAC. The consolidation exercise aims at ensuring that there
is matching of LAI and TAI in coverage areas which will help in assisting the CORE network elements
and BSC/RNC in TAC/LAC resolution during CSFB procedures and handovers.

Plan
The plan is to re-align the LAC, RAC and TAC such that each 2G LAC has corresponding 3G LAC and
4G TAC covering the same geographical area.
Hence new LACs, RAC and TACs have been created in order to align properly between 2G,3G and 4G

Implication
The reconfiguration will involve configurations in both the CORE network and the wireless network. No
downtime is expected but the cells will refresh after the activation of new LAC or TAC.
The activity will be implemented by TNM and Huawei team during the maintenance window to ensure no
major impact on service.
The exercise will start with 2G,3G and 4G nodes connected to Lilongwe USN this week, then Blantyre
USN will be done next week after observation for Lilongwe network performance

Justification
The LAC, RAC, TAC alignment will assist in ensuring that the USN and BSC/RNC easily resolve the
combinations hence assisting in reducing frequent Location area updates which delay and affect CSFB
handover performance.
It is expected that once the LAC and TAC are aligned, CSFB preparation will be faster and UEs will easily
reselect back to 4G once the voice call is completed.

Approval
Approval is hereby sought to implement the LAC, RAC, TAC realignment for 2G,3G and 4G cells across
the network
