Ortega, Jr CITY ORDINANCE NO. 2011-14 “Be it ordained by the Sangguniang Panlungsod in session duly assembled that: Section 1. Declaration of Policy. Reverence and respect shall at all times be accorded the Philippine flag and anthem which embody the national ideals and ‘traditions of the nation and which express the principles of sovereignty and national solidarity. Such heraldic items and devices shall seek to manifest national | virtues and to inculcate in the minds and hearts of the people a just pride in their native land, Section 2, Responsibilities Rules/Regulations A, Responsibilties of the ownerloperatorimanager of the movie house of the City of San Femando shall be as follows: 1 Play the prescribed audio-video clip of the Philippine National ‘Anthem before the inital and final sereenings of fis.City Ord. No. 2011-11, series of 2011, page two of 3 pages, 2. Cause the flashing of a sign before the playing of the National ‘Anthem that all moviegoers shall stand during the playing of the National Anthem. 3. Require all moviegoers to stand during the playing of the National ‘Anthem, B. Responsibility of the moviegoer shall be as follows: 1. Stand at attention and sing with fervor during the playing of the National Anthem. . Responsibility of the City Information and Tourism Section shall be as follows: 1. Prepare the audio-video clip of the Philippine National anthem and provide the same for free to any movie house upon request and shall Update the same from time to time, . Responsibility ofthe Office of the City Treasurer shall be as follows: 1. The ticket checker from the Office of the City Treasurer shall monitor ‘compliance to the Ordinance. Section 3. Penalty Clause. A penalty of Five Thousand Pesos (PhPS,000.00) shail be imposed for every violation of the Ordinance committed by the moviegoer/owner/ operatorimanager of the movie house, Section 4. Separabilty Clause. If for any reason, any portion or provision of this Ordinance is declared unconstitutional or invalid, the other sections or Provisions hereof which are not affected shall continue to be in full force and effect. Section 5. Repealing Clause. Any ordinance of the City or portions thereof inconsistent with the provisions of this Ordinance are hereby deemed repealed or modified accordingly. Section 6. Effectivity Clause. This Ordinance shall take effect upon approval, APPROVED”City Ord.
