The following Junior Superintendents/ Assistant Secretaries from

the Departmental Promotion Committiee Select list noted in Col.No.I are
promoted to the cadre of Grama Panchayat Secretary/ Senior Superintendent/
Performance Audit Supervisor in the Scale of Pay of Rs. 18,740-33,680/- and
posted as Grama Panchayat Secretaries in the Grama Panchayats noted in
Col.No.II with immediate effect.

The promotees should exercise their option within one month from the
date of joining as per Rule 28 A of Part I KSR before the Head of Office
concerned as provided for in the GO (P) 85/2011/Fin dated 26.02.2011.
All the above promotions are purely provisional subject to the final
judgment of the Hon’ble High Court of Kerala in OP(KAT) Nos. 144/15,
145/15, 129/15, 120/15 & 123/15.
The Assistant Secretary/Junior Superintendent/Head Clerk is put in full
additional charge of the Secretaries in the Grama Panchayats concerned. The
Deputy Director of Panchayats concerned will give effect to this order
immediately and report the date of relief and joining duty of the incumbents to
this office and to all concerned promptly.

The promotees and transferies are not allowed to get joining time
due to the contingencies in connection with preparation of electoral roll
and other works related to the General Elections to Grama Panchayats.

Those Grama panchayat secretaries who were transferred from the

Bifurcated Panchayats should render their service to concerned Panchayats as
and when needed.

This order will be available in the Website of Local Self Government

Department (www.lsg.Kerala.gov.in) and the transferees/ promotees/ Head of
office are free to use the downloaded copy for all purposes.
