Sensing, Volcanology, and Geologic Hazards Mapping and Risk Assessment.
 Most Significant Contribution: He was praised for his role in explaining in plain language the Mt.
Pinatubo eruption’s implications in 1991. He, his staff, and American colleagues correctly forecasted
the massive eruption, balancing the need not to panic people with premature and unnecessary
evacuations with the need to remove people from the danger zone before the volcano exploded. Dr.
Punongbayan’s skills in working with civil defence leaders, public works engineers, legislators, and the
news media saved an estimated 10,000 lives.

2718). He was also a co-author of the Climate Change Act (RA 9729) and the Expanded
Senior Citizens Act (RA 9994). He is an environmentalist and a non-government organization
worker. Alcala pursued relentlessly his advocacy for and dedication to agricultural
development, particularly organic agriculture in the Congress….
