AN ORDINANCE GRANTING FINANCIAL AID AND ASSISTANCE TO ALL BARANGAY OFFICIALS WHO

INCURRED SEVERE ACUTE RESPIRATORY INFECTIONS (SARI) AND INFLUENZA LIKE ILLNESS (ILI)
WHILE RENDERING EXTRAORDINARY AND OVERTIME SERVICES DUE TO CORONA VIRUS
DISEASE - 2019 (COVID19) PANDEMIC IN THE MUNICIPALITY OF _________________AND
APPROPRIATING FUNDS THEREFORE.

WHEREAS, under Section 15, Article II of the Philippine Constitution, it is the State’s Policy to protect and
promote the right to health of the people;

WHEREAS, Proclamation No. 922, s. 2020, was issued on March 8, 2020 declaring a State of Public
Health Emergency throughout the Philippines due to Corona Virus Disease 2019 (COVID19), enjoining all
government agencies and local government units (LGUs) to render full assistance and cooperation and
mobilize the necessary resources to undertake critical, urgent and appropriate response and measures in a
timely manner to curtail and eliminate the threat of COVID 19;

WHEREAS, on March 16, 2020, Proclamation No. 929, s. 2020 was issued declaring a State of Calamity
throughout the Philippines for a period of six (6) months, unless earlier lifted or extended as circumstances
may warrant;

WHEREAS, Executive Order No. 8, s. 2020 was issued by the Provincial Government of Bohol placing the
entire province under community quarantine due to COVID 19 pandemic;

WHEREAS, the ___ (if there is an EO from the Municipality declaring a State of Calamity);

WHEREAS, to fully implement the strict directives, measures and steps towards containing and reducing
the spread of COVID 19, Barangay Officials were encouraged to implement check points, regular roving,
monitoring of incoming/outgoing residents, and to report new arrivals or suspicious individuals to the
Barangay Health Emergency Response Team in close coordination and cooperation with the Municipal
Police Force;

WHEREAS, the total implications of the law and issuances aforementioned is to come up with strict
directives and measures to restrict the movement of individuals outside of their homes in order to reduce
and contain the spread of COVID 19;

WHEREAS, concrete and proactive steps had already been taken by the municipality to prevent, contain,
and restrict the possibility of spreading the COVID 19 pandemic within the territorial jurisdiction of the
Municipality of _________________;

NOW THEREFORE, Be it ordained, as it is hereby ordained by the __________ Sangguniang Bayan,


Municipality of Tubigon in session duly assembled that:

SECTION 1. TITLE. This ordinance shall be known as “Financial Aid and Assistance for Barangay Officials
who incurred SARI and ILI Ordinance of 2020”

SECTION 2. DECLARATION OF POLICY AND OBJECTIVES. –

It is the adopted policy of the Municipality of Tubigon to promote and ensure protection of the health and
safety of its residence especially the public officials in the barangay levels who is at risk and whose efforts
are considerably important in the implementation of the directives and measures ordered by the local,
provincial and national government.

The Municipality of Tubigon also recognizes the right of every Barangay Officials to health, and shall
protect their lives and limbs from any form of danger especially in combating against the COVID 19
pandemic.

SECTION 3. DEFINITION OF TERMS. For purposes of this Ordinance, unless the contrary is indicated, the
following terms mean and shall be construed as follows:

a. COVID 19 - is an infectious disease caused by a newly discovered coronavirus.


b. PERSONS UNDER INVESTIGATION (PUI) – this refers to persons with either travel history in past
14 days to areas with issued travel restrictions and/or history of exposure and showing signs and
symptoms of the corona virus. They are mandated to undergo hospital admission.

c. PERSONS UNDER MONITORING (PUM) – this refers to persons who have travel history in the
past 14 days to areas with issued travel restrictions and/or history of exposure and not showing
signs and symptoms of the corona virus. They are mandated to undergo 14-day self-quarantine.

d. SEVERE ACUTE RESPIRATORY INFECTIONS (SARI) –

For ages above five (5) years old - An acute respiratory infection with history of fever or measured
fever of at least 38 C° and cough with onset within the last 10 days and requires hospitalization.
With difficulty of breathing or a suspect case of severe undiagnosed pneumonia, Acute Respiratory
Distress Syndrome, Severe Respiratory Disease due to Novel Respiratory Pathogens.

e. INFLUENZA LIKE ILLNESS (ILI). – also known as flu-like syndrome/symptoms is a medical


diagnosis of possible influenza or other illness causing a set of common symptoms.

Symptoms commonly include fever, shivering, chills, malaise, dry cough, loss of appetite,
body aches, and nausea, typically in connection with a sudden onset of illness. In most cases, the
symptoms are caused by cytokines released by immune system activation.

Common causes of ILI include the common cold and influenza, which tends to be less
common but more severe than the common cold. Less common causes include side effects of
many drugs and manifestations of many other diseases.

f. BARANGAY OFFICIALS. – for the purpose of this ordinance the following are considered as
barangay officials. Any Person who are elected to the position of:

i. Punong Barangay;
ii. Sangguniang Barangay Members;
iii. Sangguniang Kabataan Chairperson;

And those officially appointed as:

iv. Barangay Secretary;


v. Barangay Treasurer;
vi. Barangay Health Workers; and
vii. Barangay Tanods.

The enumeration is exclusive.

SECTION 4. APPLICATION AND SCOPE.

The Barangay Officials who incurred Severe Acute Respiratory Infections (SARI) and Influenza
Like Illness (ILI) in discharge of their functions shall be entitled to an amount of THREE THOUSAND
PESOS (Php. 3,000.00) as financial aid and assistance. Provided that the said Barangay Officials during
the Enhanced Community Quarantine were tasked to:

a. Be placed in the check point areas;


b. Conduct check points in order to properly implement the curfew hours;
c. Do roving and monitoring of incoming and outgoing persons within their respective
jurisdictions;
d. Repack, distribute or facilitate in the distribution of the relief goods;
e. Print and distribute house to house, the One Household One Pass (OHOP) in their respective
barangays;
f. Facilitate in the house to house distribution of the Social Amelioration Program form;
g. And all other tasked required in the proper implementation of all laws, orders and issuance
relating to the COVID 19 pandemic;

SECTION 5. BUDGET ALLOCATION:


DISASTER PREPAREDNESS FUND. The Disaster Preparedness Fund shall be the source of the funds to
be utilized for the financial aid and assistance for SARI or ILI persons in the amount of ONE HUNDRED
FIFTY THOUSAN PESOS (Php. 150,000.00).

SECTION 6. EVALUATION OF THE BENEFICIARIES.

The Punong Barangay of each of their respective barangays shall determine the Barangay Officials who
have rendered extraordinary and overtime services during the enhanced community quarantine in order to
qualify for the said financial aid and assistance.

SECTION 7. REQUIREMENTS FOR FINANCIAL AID AND ASSISTANCE FOR SARI / ILI.

After careful evaluation of the Punong Barangay, the following documents shall be attached in the
evaluation:

a. Certification that the said Barangay Official indeed rendered his duty during the enhanced community
quarantine duly issued by the Punong Barangay;

b. Oath of Office;

c. Appointment;

d. Medical Certificate for SARI/ILI issued by the Rural Health Officer.

Section 8. DISTRIBUTION OF FINANCIAL AID AND ASSISTANCE. The distribution of the Financial Aid
and Assistance shall be conducted by the Municipal Treasurer’s Office in coordination with the Barangay
officials concerned or through any of his/her immediate family member.

Section 9. SEPARABILITY CLAUSE – If for any reason, any Section or provision of this Ordinance
is declared unconstitutional or inconsistent with any national law, other section or provisions hereof which
are not affected thereby shall continue to be in full force and effect.

Section 10. EFFECTIVITY CLAUSE – This Ordinance shall take effect immediately upon its
approval.
