A. REVIEW

In the previous lesson, you learned how to


perform a cursory review of the Formal
Application Package to accept it and proceed with
the certification process.

B. PURPOSE

This lesson will cover an in-depth review of some


of the sections of the AMO Procedure Manual that
is required in the Document Evaluation Phase of
the certification process.

Statement of Compliance

6.3.1.3 (e) AMO designates in writing a procedure for compliance with


the regulation for control and calibration of precision test
equipment. See MPM, Section II, pages 15-22.

(a) In accordance with MCAR Part 6, all precision inspection and test
equipment used in this AMO shall be checked at regular intervals and
reset, re-calibrated, or reworked as necessary to assure correct
calibration, and no personal precision measuring equipment is
allowed. Procedure is located in secondary level manual, MOE
section 1.2.2.

Now that you are in the Document Evaluation


Phase, the applicant would have provided you
with a corrected or completed copy of the
Statement of Compliance.

The Statement of Compliance must be used as a


tool for the in-depth review of the MPM.

In this way, you can assure that all regulatory


requirements are addressed in the applicant’s
manual or document.

Maintenance Procedures Manual

MCAR Part 6.5.1.1

The purpose of the Maintenance Procedures Manual is to set forth the


procedures, the means, and methods of the AMO. Compliance with its
contents will assure compliance with Part 6 requirements, which is a pre-
requisite to obtain and retain an AMO certificate.

An AMO MPM and any subsequent amendments


thereto shall be approved by the Authority before
it is used.

An MPM is a manual containing procedures,


instructions, and guidance for all personnel in the
daily operation of the AMO to use. The MPM
provides the means by which an AMO can
standardise its organisation.

An appropriately written MPM would allow an


AMO to promote or change personnel positions
without changing the integrity of the AMO. A well-
written MPM brings all of the elements of an AMO
together with detailed and easy-to-use
procedures.

Applicants and holders of an AMO certificate must


develop their MPM in accordance with regulatory
requirements that apply to the manual content.

MCAR Part 5 (Airworthiness) and Part 6 apply to


an AMO. Model Regulations 6.5.1.1 and 6.5.1.2
are used for manual content and format.
Implementing Standards 6.5.1.1 and 6.5.1.2 are
used for guidance purposes.

The MPM is developed as appropriate to the


ratings authorised. Duties, responsibilities, and
procedures must be consistent throughout the
MPM.

If combined with other existing manuals, ensure


that the CAA required procedures and standards
fully comply with the current Civil Aviation
Regulations—for this course, the MCARs.

If the MPM references other existing company


manual(s), there must be a corresponding cross-
reference list. This list must reference the MCAR
sections to the corresponding manual pages.

The MPM should specify the scope of work.

The MPM and any other manual it identifies must:

The MPM shall address six main areas:

airworthiness release

organisation procedures, certifying staff
qualifications
4. Documentation, e.g., air operator procedures
and paperwork
5. Examples of documents or lists, e.g., list of
subcontractors, list of line maintenance
stations
6. Other, e.g., training programmes

submit and will be covered here.

A Capabilities List is a document that lists, by


make and model, the particular items(s) to be
maintained and the nature of the work to be
performed for any Limited Rating.

The Capabilities List should list each component


by manufacturer or vendor, model, part name,
part number, Air Transport Association (ATA)
code, CAA rating, and model aircraft. The
Capabilities List requires a List of Effective Pages
(LEP).

Purpose:
This Group Activity benefits participant learning
because it:
• Provides a partial review of the AMO formal
application process early in the course.
• Defines the role of the CAA certification team
and the role of the PM.
• Models desired inspector conduct through the
use of material review scenarios.
• Provides practice in conducting a structured
meeting that results in CAA action.

Directions:
• This exercise requires the class to be divided
into two groups.

• Those students who are acting as assistants


and who have not acted as a PM or inspector
in previous exercises should take a more active
role as a PM or inspector in the next exercise.
• Tell students that each group represents a CAA
certification team that is assigned to review the
Table of Contents of an applicant’s MPM.

• Tell students to select a project manager for


their team. The PM will lead the review of the
excerpts from the Formal Application Package
and present the findings and recommendations
of the certification team.
