MASTER METHOD STATEMENT

PRIOR TO WORKS COMMENCING ALL METHOD STATEMENTS


AND RISK ASSESSMENTS SHOULD BE REVIEWED BY THE SITE
SUPERVISOR.

ANY ADDITIONAL HAZARDS OR WORKS ARISING MUST BE


INDIVIDUALLY ASSESSED, WITH A SEPARATE METHOD
STATEMENT AND RISK ASSESSMENT BEING GENERATED BY
THE SITE AGENT AND INCLUDED IN THE SITE FILE.

DURATION OF WORKS

Works will commence on : FEB 2015


And by completed by : AUGUST 2016
The hours of work will be : 07:00 to 21:00 Monday – Saturday

SITE CONTROL MEASURES

• Strict monitoring of health and safety will be carried out throughout


the works.
• A strict no smoking rule is to be imposed on site, smoking is to be in
a designated safe area only, as assessed by the site manager.
• A general inspection f the site will take place prior to work
commencing each day, to identify any additional hazards that may
have arisen subsequent to the initial risk assessments.
• All persons will undergo a site safety induction before allowed to
commence work.

• Continual health and safety monitoring will take place throughout the
working day to ensure the works are carried out safely and in line
with all method statements/risk assessments.
• At all times during the works good levels of communication should
be upheld, with daily safety meetings to agree work areas and any
additional control measures to be implemented.

DETAILS OF ANY ISOLATION

• The site is a new development, so all services will be connected in at


the appropriate time by trades’ professionals.
• No existing services are present on the site.

FIRST AID AND EMERGENCY

• A trained first aider will be in attendance at all times.


• A first aid and fire point will be set up on site.
• A site emergency plan will be on display detailing the fire and first
aid point and the emergency escape routes.
• Included in the folder are the directions to the nearest hospital
accident and emergency, along with details of the local police.
• A minimum of 2 certified ABC category dry powder fire
extinguishers to be made readily available for use, at designated fire
points.
• A fire and first aid point and emergency muster point will be
established.

SET UP SITE

Employees MUST wear the appropriate PPE at all times.

• The site is to be fenced off all round the external boundary with
wooden hoarding/Heras panels.
• Conspicuous safety signs will be mounted, detailing site rules and
required protective equipment and other specific safety precautions.
• Adequate access/egress must be provided; site routes and routes
around the surrounding facilities should not be compromised.
• Watch the delivery vehicles onto site and check their method
statement is adequate for the positioning and stacking of the cabins.
• The cabins are to be placed on site as required.
• Clear the area during installation to avoid potential accidents.
• Setup welfare facilities, running water, potable water, drainage,
power etc,.
• All site personnel are required to undertake a safety induction before
commencing any work.

WORKS

The project is for the re-development of a petrol filling station.

There are separate method statements and risk assessments for each task in
the works that should be read in conjunction with this master method
statement, these are contained within this section of the file indexed.

Safe systems of work must be issued for extra tasks, identifying any
additional hazards and the precautions necessary to reduce their risk.

All sub contractors are to have their safety paper work approved prior to
commencement and it must be present and signed off on site for inclusion in
the Construction Phase Plan at the earliest convenience.

• The site entrance will be via existing access.

• The project is phased, ensure the correct welfare and arrangements


are in place before commencing at each stage.

• Make sure that there is an area of hard standing for pedestrian and
vehicle access and egress. These routes must be separated and clearly
defined.

• Keep a check at all times on levels of noise, dust, vibration and fumes
and any others that may cause nuisance to the public, take all
practicable measures to reduce these.

METHOD STATEMENT FOR DECOMMISSIONING

FIRST AID AND EMERGENCY

• A fire and first aid point and emergency muster point will be
established.

• Included in the file is a map detailing the route to the nearest


hospital accident and emergency.

DETAILS OF ANY ISOLATION

• The site has undergone closure; all tanks are filled or made safe.

• Confirm that all services have been disconnected.

WORKS

SET UP SITE

• Employees MUST wear the appropriate PPE at all times (A


minimum of hard hat, hi-vis vest/jacket and protective boots).

• The site is already hoarded off; secure any areas with Heras
fencing if needed.
• Conspicuous safety sign will be mounted with site rules,
petroleum precautions and details of protective equipment needed.
Deep excavation signs should be displayed where appropriate
around the dig area.
• The area of the excavation is to be cordoned off and clearly
marked; no personnel are to work within close proximity of the
pit.
• Adequate access/egress must be provided.
• A minimum of 2 certified ABC category dry powder fire
extinguishers are to be made readily available for use at
designated fire points.
• An emergency muster point must be established.
• An adequate fully stocked first aid kit and eye wash station must
be made available at a designated point.

Site drawings are included in the file.

Ensure that all services have been disconnected and the site is gas free.

KIOSK

• The site manager will advise as to specific technique for demolition if


any difficult situations are encountered and this safe working
procedure cannot be followed.
• Strip out materials from the kiosk and dispose of in separate skips,
taking out only what it is safe to do so. Keep a clean and tidy site.

o Minimise the risk of any trip hazards by correct storing of


materials. Out of the way, and stacked properly and stable.
o Strip out materials from building for disposal in skips using
hand tools (be sure to wear protective gloves when handling
waste as it may contain sharp).
o Warn others inside the building when you are pulling apart or
demolishing structures, keep good levels of communication at
all times with regards to work areas and work tasks.
o Keep a check at all times on levels of dust and fumes and any
others that may cause nuisance to the public, take all practicable
measures to reduce these.
o Don’t block up routes with discarded debris maintain
emergency escape pathways at all times.
o Dust masks will need to be worn at times when levels of dust
are likely to be high.
o Survey all areas before removing waste, there is always a
possibility of needles being contained in waste piles or other
sharps that may cause injury. Use a shovel to bin waste into
bags for disposal in the skips provided.
o If any hypodermic needles are found the local council
environmental health must be contacted for their removal.
o Assess each situation as you come to it during the stripping out,
ask advice if you are unsure how structures will be affected.
o When removing suspended ceilings take down the tiles before
pulling down the bracings. Make sure you can see what is
above and can plan accordingly when pulling down.

• Demolish the building using 360 degree tracked excavator.

o Keep workers clear while the machine nibbles down the kiosk.
o The machine I to work its way around the outside of the
building, stripping down the shutters, windows and brick work.
o Store all materials separately for disposal/re-use, safely and out
of the way.
o Once the sides are exposed use the excavator to pull down the
roof. Pull the roof gently and try to take in 1 section.
o Anchor in with the machine bucket and track back gently,
easing the roof to the floor. Lift into the waste skip and
compact.
o Move around the building and repeat if necessary.
o Work the excavator into the widest part of the building, pulling
out the walls and any remaining waste, storing in separate piles.
o Clear back all materials to leave a clean base.

• Where there is steel in the structure the machine should be able to de-
link and bend over supports for cutting off at ground level with the
gas gear if necessary.
• Any hot cutting to be done must be done only when any flammable
debris has been cleared from the area.
• Clear back the building floor leaving no obtrusions that may be
hazardous to trespassers, make sure the whole area is flat and debris
free and any holes, pits or trenches have been filled in.
• Match the remaining level with the level of the ret of the site,
eliminating as is possible slip, trip and fall hazards.
• Separate materials and dispose of in skips and wagons through
recognised hauler to registered waste transfer station.
• Foam fill the drainage pipe to the soak away from the canopy leg.

METHOD STATEMENT FOR DRAINAGE, DUCTING AND
PIPES

FIRST AID AND EMERGENCY

• A first aid, fire point and emergency muster point will be


arranged, with staff being aware of existing equipment and
procedures.

SET UP SITE

• Sign in on site and introduce yourself to the site manager.


• Present this method statement and the risk assessment and explain the
works involved.
• A skip should be ordered for disposal of materials.
• The site is to be fenced off with extra fencing to protect from falls.
• Conspicuous safety signs are to be mounted around the fencing.
• Adequate access/egress must be provided, site routes should not be
blocked. If this is unavoidable then it should be done in consultation
with site manager with traffic management measures employed.

WORKS

The works are for drainage and duct trenches and installation.

• Set out for the drainage/service ducting/pipe work trenching as per


the site drawing and sub contractor guidance, marking any areas
where they will enter the shop.
• Excavate the area with 300 machine to the required depths and falls
as per site drawing and guidance.
• Dependant on ground conditions and trench depth, the site manager
will advise whether or not the sides need shoring, stepping or
battering back and the angle at which to do so.
• Line the bottom of the trenches with a 15mm pea shingle base.
• Lay drainage ducts to the required fall levels (as per drawing).
• Connect all fitting as per the manufacturer’s instruction (for example
push fit, screw fit with sealant or push fit with sealant) or ensure sub
contractor has laid and tested.
• BACKFILLING: When the ducting and pipe work ahs been laid it is
to be covered with 150mm of pea shingle.

• The trench can then be brought up to formation levels with the
appropriate materials all 9iin accordance with drawing and design
standards,.
• Use a compactor as the level is brought up.

SITE SET UP

• The working area will be arranged.

• A safe path of hard standing material will be arranged for the passage
of the mixer.
• Site operatives will be made aware of heavy plant movement.

Procedure

• Area is to be set out as per site drawings.


• Reduce dig the area with the 360º excavator.
• Protect from falls by means of barriers.
• Clear safe route to bring mixer wagon onto site.
• Back mixer into positions to pour, using a safety man with pre
arranged hand signals for manoeuvring and agreed verbal instruction.
• Ensure the operator has the correct PPE before setting the mixer
ready to pour.
• Pour concrete into position.
• All operatives must wear the appropriate protective gloves.
• Tamp and screed the surface to bring any air to the to-p and achieve
the desired finish.

Additional Notes

• Should site conditions change, the site manager may consider that on
safety grounds, the above method statement cannot be adhered to. In
this situation all work must cease and guidance must be sought from
the contract manager.

• Reference the COSHH assessment for cement based products in the


site file and the concreting risk assessment.

• All operators are to be made aware of the close proximity of the


operational petrol filling station and the safety fo members of the
general public.

METHOD STATEMENT FOR INSTALLATION OF BELOW


GROUND FUEL PIPEWORK

SITE SET UP:

• Works supervisor to inform site manager of arrival and sign the site
register.

• Works supervisor will explain to site manager the programme and
scope of works.

• Works will conform to all Health and Safety legislation.

• The designated works area will be cordoned off with the appropriate
fencing. Fire extinguishers and on smoking signs to be deployed
around the site.

• The trench excavation is required to be a minimum of 750mm deep


from FFL. The width of the trench shall be wide enough to enable
150mm of pea shingle on either side of the pipe lines. Changes in
levels should be avoided.

• The bottom o the trench shall be covered with a layer of 150mm of


pea shingle. The trench shall be lined with a geotextile membrane.

Procedure:

• Inspect the trench for any soft spots, with, depth, stability of sides and
any sharp objects or fragments of masonry etc.

• Install pipework in accordance with the manufacturer’s instructions


(attached), the site specific drawings and the clients H&S
requirements.

• Avoid any loops or dips in the pipe lines as this can lead to air locks.

• Observe manual handling techniques when moving rolls of pipe, be


aware of the spring action of the ends of the rolls locate a man on the
end to avoid possible injury to personnel.

• BACKFILING. When the pipe work has been laid and tested the
specialist contractor must cover the pipe work with 150mm of pea
single.

• The trench can then be brought up to formation levels with the
appropriate materials all in accordance with dwg. No. (awaiting
drawing).

Additional Notes:

• Should site conditions change the site manager may consider that on
safety grounds the above method statement cannot be adhered to. In
this situation all work must cease and guidance sought from the
Contract Manager.

• Reference the pipe work and ducting risk assessment and the COSHH
information for the heldite jointing compound in the site file.

METHOD STATEMENT FOR LAYING ACO DRAINS

EQUIPMENT USED:

• Gloves (appropriate to the task)

hard hat, Hi-vis vest/jacket and protective boots).

• Sign in on site and introduce yourself to the site manager.

• Present this method statement and the risk assessment and explain the
works involved.
• A skip should be ordered for disposal of materials.
• The site is to be fenced off with heras fencing.
• Conspicuous safety signs are to be mounted around the fencing.
• Adequate access/egress must be provided, sit routes should not be
blocked. If this is unavoidable then it should be done in consultation
with site manager with traffic management measures employed.

WORKS:

The job is to install new aco drainage channels.

Last minute risk assessment must be conducted identifying any additional


hazards and the precautions necessary to reduce their risk.

• Remove debris, disposing of as per identification in the waste


management plan.
• Prepare channels and insert the new drainage sections, stepped down
to the gully, fixing the gratings.

o Set a string line along the installation path.


o Lay concrete.
o Install channels and bed to level.

• Finish area and edges as needed with concrete once site is brought up
to finished level.
• Clean up all materials and tidy up, protecting the drainage with
visqueen and boards or similar whilst concrete dries if needed.
• Move the works around safely to next area, managing the site traffic
in a safe manner.
• The rest of the job should be handled in the same manner, being aware
of the site staff at all times and making their safety a priority.

• Sign everybody in on site and introduce yourself to the site manager.

• Arrange suitable parking.
• Present this method statement and the risk assessment and explain the
work involved.
• A skip or wagon should be ordered for disposal of materials where
needed.
• The site is to be fenced off with heras fencing.
• Conspicuous safety signs are to be mounted around the fencing.
• Adequate access/egress must be provided; site routes should not be
blocked. If this is unavoidable then it should be done in consultation
with the site manager with traffic management measures employed.

WORKS:

• Liaise with the site manager and arrange for any additional areas
that will need to be cordoned off during the works.
• Site operatives will be made aware of heavy plant movement.
• Reduce levels for the kerb line in accordance with site layout
drawing and set a string line.
• All kerbs are to be delivered along or near the installation line (as
possible), to eliminate any manual handling.
• Ensure that there is an area of hard standing for concrete mixer to
manoeuvre around the site safely.
• Move mixer into its positions with the use of safety man to direct
around the site and make personnel aware of its trajectory.
• Pour lean mix and create level bed for kerbs, wearing the
appropriate gloves for protection. Site manager will advise as to
correct protection to use.
• A grab attached to a machine is to be used to manoeuvre the kerbs
into position.
• Use the grab to raise the kerb.
• Manoeuvre the kerb into position and lower into place with the
grab.
• Use a rubber mallet to level the kerbs along the string line.
• Repeat procedure for all kerbs.
• Fix kerbs into position with the concrete lean mix.
• Demobilise leaving a clean and tidy site.

METHOD STATEMENT FOR LAYING CONCRETE SLABS

• Eye protection (where appropriate)
• Gloves (appropriate to the task)

• Coveralls (appropriate to the job)

WORKS

The works involve resurfacing of the entire forecourt.

• Liaise with the site manager and arrange for any additional areas
that will need to be cordoned off during the works.
• Dig down to level.
• A safe path of hard standing material will be arranged for the
passage of the mixer.
• Site operatives will be made aware of heavy plant movement.
• Ensure sub base is in accordance with design standard for ground
conditions and fully compacted.
• Line the bottom of the bays with 300 micron thick visqueen.
• Set out for slabs using road forms to define the bays, ensuring the
falls are correct in accordance with levels drawings.
• Reference the concrete COSHH assessment and take the prescribed
precautions, operatives are to wear protective gloves.
• Ensure that there is an area of hard standing for concrete mixer to
manoeuvre around the site safely.
• Move mixer into its positions with the use of a safety man to direct
around the site, and make personnel aware of its trajectory.
• Set road forms into place.
• Pour bays with pre-mixed concrete, using the same safety
measures for movement of the mixer.
• The concrete should be C40 air entrained, 175mm thick.

• The top should be tamped with a brush finish.
• Demobilise leaving a clean and tidy site.
