REFLECTION 2 : Recruitment, Selection, Hiring, Retention,
Transfer and Reassignment

RECRUITMENT, SELECTION, HIRING, RETENTION, TRANSFER AND REASSIGNMENT

Being a teacher is an honor with great responsibilities. Teachers obligations is to teach


learners on how to become successful, good and better person. In my own perspective, the teacher’s
guidelines, selection and appointment are significant to be able select the most qualified teachers
because without this process we will not be able to create/mold good and quality learners for future
success of society. The value of having selection committee during hiring of new teachers’
application is vital because they will become the next mentor and sensei in teaching with quality
output.’
Transfer and reassignment are in need to be able to be with our family. In line with this., the
teachers have the right to transfer near by his/her town to provided that all stated under (RA 8190,
Localization Law) The teacher is a bonafide resident of the barangay, municipality, city, or province
where the school is located. I believe that the under (RA 8190, Localization Law) it will benefit all the
teacher’s applicant within the municipalities and barangays which the teacher’s home are near at the
school station. The only I disagree with this Law is that the value of ranking didn’t follow meaning if
there is no available item to your municipality and barangay even if you got the top spot in the RQA
still you be the least priority to get the item. In cases that in the RQA whether you are rank lower than
the others you are priority to be in if you are a bonafide resident of the barangay and municipality.
However, the good side I can see with this Law is for the teachers who wants to transfer near to their
home. If you meet the requirements including 3 years of service to your current station you have the
right to apply for transfer near at your home. I also commend that with this Law the transferring
teacher will be priority than to the new applicant if both are in the same area or station.

RA 8190 Law - "An Act Granting Priorities to the Residents of the Barangay, Municipality, or City Where the School is
Located in the Appointment and Assignment of Public-School Teachers")
April 17, 2013 DO 22, s. 2013 – Revised Guidelines on the Transfer of Teachers from One Station to Another
DepEd Order No. 7, s. 2015 which says that “Upon a teacher’s appointment, assignment to station, and acceptance of the
position, he or she shall not be transferred to another school until after rendering at least three (3) years of service in that
school. ”
