1.0 SCOPE
(b) In case Purchaser intends to split the contract into supply and
erection, the same shall be defined identifying the scope to be
covered in each contract.

(d) In case feed water heaters are procured separately and not as a
part of TG package, ensure General Arrangement drawing for
each feed water heater indicating nozzle schedule and scope of
supply is attached.
(b) Drain control of feed water heater and drain connection under
normal and abnormal/low load conditions.
(g) Heat balance diagram across each heater, if feed water heaters
are procured separately.

(h) Number, size and relieving capacity of shell side safety relief
valves.

(d) In case shell removal space for two horizontal feed water
heaters is common, this shall be mentioned so that the same
wheel spacing for the two heaters is provided by the Vendor.
3.2.7.1 The items for tender evaluation shall be clearly identified and listed.

3.2.7.2 Ensure that evaluation/penalty factors are as per the approved design
calculations.
3.2.7.3 Essential spares will be considered for evaluation. Start-up spares shall
be included in the basic scope.
(a) List of all the erection activities to be carried out by the Bidder.
(a) Standard Data Sheet-A format for closed feed water heater
(TCE.M4-101-07) is used and all data are filled in.
(b) The following design parameters are as per the Design Guide
TCE.M6-ME-553-103.

(c) Material of construction of shell, tube and tube sheet are as per
design requirement.
3.4 Section-D
3.4.2 Ensure that all the standard specification modules referred in Data
Sheet-A or in any other part of the specification are enclosed.
3.5 Section-F
3.5.1 The schedule of price and delivery has to be prepared taking into
account Client’s specific requirements, whether equipment is being
indigenously procured or whether global tendering is being adopted
and other requirements, if any. Check with Project Group in this
regard.
3.5.2 Ensure that the schedule of prices and delivery calls for separate prices
for supply, transport, erection, taxes and duties, unit prices, take
off/optional prices (if required), etc.

(b) Data Sheet-B for all the equipment covered in the specification.
If any major data which may affect the bid evaluation is
missing, the same shall be requested.
(c) Essential spares list to check whether all the specified essential
spares have been included.

5.2 Recommendation
5.2.1 Check whether the following points are covered in the Purchase
Recommendation pertaining to the recommended Bidder:
(a) In case certain cost loading has been done for the items not
conforming to the specification or items not clarified, the same
is highlighted.
5.2.2 In case of a Bidder whose quoted and evaluated prices are the lowest,
but is not recommended for acceptance, the reasons for not
recommending the Bidder is clearly explained to the Purchaser.

(d) Copy of the minutes of meeting (if any) with the recommended
Bidder during bid clarifications stage is attached for reference.
