1.0 SCOPE

This procurement checklist furnishes the guidelines for the following:


(a) Preparation of enquiry specification
(b) Bid analysis and purchase recommendation
(c) Preparation of purchase order

It is to be noted that this checklist only outlines certain specific items


and for other details, the same shall be as per the guide lines furnished
in the reference documents.

2.0 REFERENCE DOCUMENTS

3.0 PREPARATION OF ENQUIRY SPECIFICATION

Check the following major items are covered in the enquiry


specification.

3.1 Scope of Enquiry

Check the following points:

(a) Whether the enquiry is for supply only or


erection/commissioning are also to be included.

(b) In case Purchaser intends to split the contract into supply and
erection, the same shall be defined identifying the scope to be
covered in each contract.

(c) Equipment supply and completion period is defined.

3.2 Section - C

Generally, no enquiry specification is prepared separately for closed


feed water heaters as it forms part of steam turbine generator (TG)
package. Therefore, sub-section details as used for the main
equipment is to be followed. Check the following items are covered
either in this section or in any other part of the specification such as
standard specification, Data Sheet-A etc.

3.2.1 Scope of Supply

Check the following points and ensure they are included:

(a) It is preferable to specify number of HP/LP feed water heaters,


even if turbine cycle optimisation is left on the Bidder. The
performance parameters of each heater can be optimised by the
Bidder, in case TCE has not done the optimisation study.

(b) Check whether any feed water heater is to be mounted in the


condenser neck. For such heater, check whether tube bundle
removal fixture and temporary intermediate tube bundle
supports required to be used during heater maintenance are
included.

(c) Flow diagram/sketches wherever necessary to define scope.

(d) In case feed water heaters are procured separately and not as a
part of TG package, ensure General Arrangement drawing for
each feed water heater indicating nozzle schedule and scope of
supply is attached.

(e) Vent valve and orifice plate.

(f) Companion flanges with gaskets and fasteners for flanged


connections.

(g) Vent and drain connections.

(h) Thermal insulation and lagging.

(i) Scope of instruments including stand pipes.

(j) Start-up spares.

(k) Essential spares.

(l) Maintenance tools such as manhole cover removal/support


devices, necessary wrenches, jigs etc. lifting tackles, if
required.

3.2.2 System Description

Check the following points are described and included:

(a) Description of condensate and feed water system.

(b) Drain control of feed water heater and drain connection under
normal and abnormal/low load conditions.

(c) Constant pressure and/or variable pressure operations of the TG


unit.

(d) Operation with turbine bypass system.

(e) Abnormal operating condition of each feed water heater. Refer


Design Guide for Closed Feed Water Heater Design Parameters
(TCE.M6-ME-553-103).

(f) Equipment to which feed water heater vent connection will be


connected and operating pressure of that equipment.

(g) Heat balance diagram across each heater, if feed water heaters
are procured separately.

3.2.3 Design Requirements

Standard specification for feed water heater (TCE.M4-101-07) shall be


referred and enclosed. Reference shall also be made to the design
parameters specified in Data Sheet-A. Some of the important points to
be checked and included are listed below:

(a) The design data and construction features shall be as per


approved Basic Study. In case, no such Basic Study has been
prepared, refer Design Guide for Closed Feed Water Heater
Design Parameters (TCE.M6-ME-553-103).

(b) Changes required in design and construction features of the


equipment described in the standard specification, if any.

(c) Specific design features required but not referred in the


standard specification.

(d) Adequacy of hydraulic and mechanical design for off-design


conditions, such as -

(i) Ability to perform satisfactorily upto 150% of the


design flow.

(ii) Continuous part load operation.

(iii) Preceding heater bypass condition.

(iv) TG unit start-up and shutdown condition.

(v) Any other transient condition as applicable.

(e) There shall not be any loss of TG unit capacity due to


outage/bypass of any one HP/LP heater.

(f) Heater design shall not impose any loading/unloading


restrictions due to rapid rate of change of feed water
temperature.

(g) Continuous vent with external flow orifice shall be designed to


pass approximately 0.5% of design extraction steam flow at
normal operating condition. Separate start up vent shall be
provided.

(h) Number, size and relieving capacity of shell side safety relief
valves.

(i) The design shall be able to meet all operating requirements


with 5% of the tube in plugged condition.

(j) Pressure drop limits in tube side.

3.2.4 Layout Requirements

Prepare this section in consultation with Project Group. Check the


following:

(a) Orientation (horizontal/vertical) of feed water heater shall meet


the layout requirement. Indicate the proposed location of feed
water heaters, lifting arrangement and proposed maintenance
space in the bid drawing, if required.

(b) Limitation, if any, on total length and shell bundle removal


length for each heater.

(c) Space restriction in the layout, if any.

(d) In case shell removal space for two horizontal feed water
heaters is common, this shall be mentioned so that the same
wheel spacing for the two heaters is provided by the Vendor.

3.2.5 Performance Guarantees

In case feed water heaters are procured as a part of TG package,


separate performance guarantee for individual feed water heater is not
given by the Bidder as performance parameters are reflected in the
guaranteed turbine cycle heat rate. However, if the feed water heaters
are procured separately, the items for performance guarantee shall be
as follows:

(a) Heater terminal temperature difference (TTD) - Under Penalty.

(b) Drain cooler approach (DCA), if applicable - Under penalty.

(c) Tube side pressure drop - Under penalty.

(d) Equipment delivery/installation period – Under liquidated


damage.

2.2.6 Performance Tests

Indicate the requirement of performance tests at site. Performance


Guarantee (PG) test is to be conducted together with TG unit as per
applicable TG performance test codes. Vendor shall provide
measuring points as per the test code requirement.

3.2.7 Tender Evaluation

3.2.7.1 The items for tender evaluation shall be clearly identified and listed.
The following shall be mentioned:

(a) Bidder shall comply with performance parameters specified in


Data Sheet-A.

(b) No credit will be given during tender evaluation, if parameters


better than those specified are offered.

(c) Tube side pressure drop will be evaluated.

(d) TTD and DCA are to be evaluated if heaters are procured


separately.

3.2.7.2 Ensure that evaluation/penalty factors are as per the approved design
calculations.

3.2.7.3 Essential spares will be considered for evaluation. Start-up spares shall
be included in the basic scope.

3.2.7.4 Maintenance tools will be considered for the evaluation.

3.2.7.5 Include in the specification, details of commercial evaluation to be


carried out, if any, after discussing with Project Group.

3.2.8 Specific Erection Requirements (if applicable)

Check the following are included:

(a) List of all the erection activities to be carried out by the Bidder.

(b) TCE standard specifications as applicable for equipment


erection.

(c) Site facilities to be provided by the Owner.

3.3 Data Sheet-A

Ensure the following:

(a) Standard Data Sheet-A format for closed feed water heater
(TCE.M4-101-07) is used and all data are filled in.

(b) The following design parameters are as per the Design Guide
TCE.M6-ME-553-103.

(i) Shell side design pressure.

(ii) Tube side design pressure.

(iii) Shell side design temperature

(iv) Tube side design temperature.

(c) Material of construction of shell, tube and tube sheet are as per
design requirement.

(d) Minimum inspection requirement are as per TCE.M4-185-


23.

(e) Spare parts and maintenance tools are specified.

3.4 Section-D

3.4.1 This section consists of standard TCE specification modules


covering detailed technical specification of equipment. TCE.M4-
101-07 shall be used.

3.4.2 Ensure that all the standard specification modules referred in Data
Sheet-A or in any other part of the specification are enclosed.

3.5 Section-F

3.5.1 The schedule of price and delivery has to be prepared taking into
account Client’s specific requirements, whether equipment is being
indigenously procured or whether global tendering is being adopted
and other requirements, if any. Check with Project Group in this
regard.

3.5.2 Ensure that the schedule of prices and delivery calls for separate prices
for supply, transport, erection, taxes and duties, unit prices, take
off/optional prices (if required), etc.

3.5.3 Prepare the schedule of performance guarantee based on the specified


guarantee performance parameters.

4.0 BID ANALYSIS

4.1 General

Check the following:

(a) Prequalification requirements, if any, to check whether the


Bidder meets the specified prequalification requirements.

(b) Bidder's manufacturing facilities and quality control plans.

(c) Whether quoted delivery/completion period meets the project


schedule.

(d) Whether all the data/drawings/information has been furnished


by the Bidder.

4.2 Technical

Check the following:

(a) Scope of supply of all equipments, systems, and accessories


and other services offered by the Bidder with reference to the
specification requirements.

(b) Data Sheet-B for all the equipment covered in the specification.
If any major data which may affect the bid evaluation is
missing, the same shall be requested.

(c) Essential spares list to check whether all the specified essential
spares have been included.

(d) Maintenance tools as per the specification requirement.

5.0 PURCHASE RECOMMENDATION

5.1 Tabulation: Technical

Check the following:

(a) All important technical particulars, of the equipment required to


judge technical acceptability are listed.

(b) Technical particulars of all the acceptable bids are tabulated.


Data/information obtained during the technical clarifications
stage and bid discussion stages are to be looked into.

(c) Performance parameters guaranteed by the Bidders are


tabulated.

(d) Cost loading for performance parameters.

5.2 Recommendation

5.2.1 Check whether the following points are covered in the Purchase
Recommendation pertaining to the recommended Bidder:

(a) In case certain cost loading has been done for the items not
conforming to the specification or items not clarified, the same
is highlighted.

(b) All the points on which clarifications and confirmations are to


be obtained from the Bidder before placing order, are listed.

(c) Bidder might have deviated on certain clauses of the


specification and if these deviations are acceptable for the
service conditions without affecting the plant operation, the
same is highlighted with reasons for acceptance and whether
any cost loading has been considered for the deviation for
comparison purpose only.

(d) The reasons for acceptance/rejection of any deviations are


clearly brought out.

5.2.2 In case of a Bidder whose quoted and evaluated prices are the lowest,
but is not recommended for acceptance, the reasons for not
recommending the Bidder is clearly explained to the Purchaser.

6.0 PURCHASE ORDER (P.O)

Check the following:

(a) All necessary clarifications/confirmations asked for in the


purchase recommendation have been obtained.

(b) Data Sheets - A&B are updated incorporating changes made


during bid stage or after clarifications with the Bidder.

(c) Specification is corrected to incorporate all deviations accepted


and clauses are deleted which are now not applicable. The
modified specification will form a part of the P.O.

(d) Copy of the minutes of meeting (if any) with the recommended
Bidder during bid clarifications stage is attached for reference.

(e) List of correspondence shall form part of the P.O.
