The Constitution is the fundamental law of the land. The present political structure of
the Philippines was defined by the 1987 Constitution, duly ratified in a plebiscite held on
February 2, 1987. There is a move now in Congress which was started at the House of
Representatives to revise/amend the present Constitution. One of the major problems
to be resolved by both Houses of Congress is the mode or method in revising/amending
the Constitution.
The 1987 Constitution provides that the Philippines is a democratic and republican state
where sovereignty resides in the people and all government authority emanates from
them (Article II, section 1).
