1. Highway Design Report

National Highways Authority of India acting through the Project Director (NHAI) is
engaged in the development of the State Highways. As part of this endeavor, NHAI
has invited bidders for the project namely “Consultancy services for Feasibility study
and Preparation of Detailed Project Report for four laning of Hyderabad-karimanagar-
Chanda road (Mancherial to Maharashtra state border) in the state of Telangana”.

National Highways Authority of India has awarded the Design Consultancy Services
for “Consultancy services for feasibility study and preparation of Detailed project
report for four laning of Hyderabad-karimanagar-Chanda road (Mancherial to
Maharashtra state border) in the state of Telangana” to M/s Aarvee Associates
Architects Engineers & Consultants Pvt. Ltd. The Consultancy Agreement was signed
on 28th Nov 2015.

The package-II of project stretch starts at Km 288.510 located at Repallewada and


ends at Km 342.00 on Hyderabad – Karimnagar – Chanda road.

1.1 PROJECT OBJECTIVE


The primary objective of this study is to prepare a proposal to retrofit a Four lane
cross-section with service road in open areas on to the existing highway in a manner
which ensures

• Enhanced safety and level of service for the road users

• Superior operation and maintenance enabling enhanced operational efficiency


of the Project Highway

• Minimal adverse impact on the local population and road users due to road
construction

• Minimal adverse impact on environment

• Minimal additional acquisition of land; and

• Phased development of the Project Highway for improving its financial viability
consistent with the need to minimize frequent inconvenience to traffic that
may be caused if additional works are undertaken within a period of seven
years from the commencement of construction of the Project Highway.

1.2 PROJECT ROAD

The details of the project road are as follows:

The Package-II of Project road passes through the built up areas of Puli Kunta,
Rebbena, Kharigaon, Motiguda, Burgada, Asifabad, Wankadi, Neemgaon, Bambara,
Gaogaon, Boyapally.

The stretch is having two lane configuration for about 52.59 km and four lane
configuration for 0.9 km. The existing lane configuration is as given below:

The location map of the project stretch is shown in Fig. 1.1.

1.3 EXISTING FEATURES OF THE PROJECT

The existing project road is having both four lane and two lane carriageway
configuration. The existing two-lane carriageway width is 7.0m with earthen
shoulders of about 0.3 – 2.0 m width on either side. The following are some of the
deficiencies in existing Project highway.

1. The level of service is going to deteriorate in coming years in some of the


sections.

2. Congestion and delays in built-up areas since the local traffic is not
segregated from through traffic.

3. No access control.

4. Fast moving vehicles competing with slow moving vehicles for the pavement
space in habitations.

5. Inadequate provisions for pedestrians such as footpath, pedestrian crossings


etc.

6. Horizontal alignment and vertical profiles are sub-standard at few locations.

1.3.1 Terrain
Terrain is classified by the general slope of the country across the highway alignment.
Based on this criteria, it is observed that 64.40% of the project stretch traverses
through plain terrain, 34% passes through rolling terrain and 1.6% passes through
hilly areas.. Fig. 1.2 shows the typical plain & rolling terrain along the project stretch.

1.3.2 Land Use

The majority of adjoining land is observed to be built up sections and Barren land.
The Project stretch passes through major built up areas of Puli Kunta, Rebbena,
Kharigaon, Motiguda, Burgada, Asifabad, Wankadi, Neemgaon, Bambara, Gaogaon,
Boyapally. The type of land use pattern that exists along the project stretch is
presented in Table – 1.3. The Fig. 1.3 depicts the prevailing land use pattern.

1.4 DESIGN STANDARDS

1.4.1 General

Geometric design of the highway, except for cross sectional requirements, shall be in
accordance with four lane manual IRC:SP:84-2014. Design standards will be
maintained throughout the length of Project Highway in accordance with Manuals. All
deficiencies in the existing highway geometry will be rectified to meet the minimum
standards.

1.4.2 General cross-sectional requirements

The design of cross section of the four lane highway will take into account the
following general requirements:

(i) The new four lane highway, as far as possible, shall fit into the existing
section without rendering the existing road facilities, unless essential or
required to fulfill other functional requirements.

(ii) The developed cross sections for the carriageway as well as the service
road will have operational safety in focus such as segregation, separation,
turning radii, gradients, etc and provisions for various types of movements
and maneuvers like merge, diverge, weave, etc will be comprehensively
considered and provided for.

(iii) Provisions will be made in the cross-section for accommodating utilities


both over as well as underground as the case may be. A 2.0 m wide strip
of land at the extreme edge of ROW may be kept for accommodating

utility services. Provisions contained in IRC:98-1997 will be followed to


accommodate utility services for Project Highway in built up areas.

(iv) As far as possible, uniformity of design standards will be maintained


throughout the length of the Project Highway. In case of any change, it
shall be effected in a gradual manner.

1.4.3 Design Speed

The design speeds shall be adopted for various terrain conditions as per IRC:SP:84-
2014 are given below:

Short stretches (say less than 1 Km) of varying terrain in the project stretch will not
be taken into consideration while deciding the terrain classification for a given section
of Project Highway.

In general, the ruling design speed will be adopted for geometric design of the
highway. Only in exceptional circumstances, minimum design speed may be adopted
where site conditions are extremely restrictive and adequate land width is not
available. Abrupt changes in design speed will be avoided.
1.4.4 Right of Way

A minimum Right of Way (RoW) of 60m shall be made available for development of a
Highway. Since the existing RoW is 45m, It is decided to develop 4 lane within the
RoW.

1.4.5 Lane Width of Carriageway width

The standard lane width of carriageway of the Project Highway shall be 3.5 m.

1.4.6 Median

The median shall be either raised or depressed. The width of median is the distance

between inner edges of carriageway. The type of median shall depend upon
availability of ROW. The minimum width of median, subject to availability of ROW for
various locations, shall be as mentioned below.

*Including Kerb shyness of 0.5m on either side. In existing six lane reaches also
minimum kerb shyness of 0.5m shall be maintained.

• The median shall have suitably designed drainage system so that water does
not stagnate in the median.

• All median drains will be of RCC type. In case of depressed median, a


minimum 0.6 m width adjacent to carriageway in either direction is paved.

• As far as possible, the median will be of uniform width in a particular section


of the Project Highway. However, where changes are unavoidable, a transition
of 1 in 50 will be provided.

• In the case of depressed median, metal beam type (thrie beam-one side)
crash barriers will be provided on either side of the median.

• Suitable anti glare measures such as plastic screens shall be provided to


reduce headlight glare from opposite traffic.

1.4.7 Width of Shoulders

1.4.8 Roadway width

The width of roadway shall depend upon the width of carriageway, shoulders and the
median. On horizontal curves with radius up to 300m, width of pavement and
roadway shall be increased as given below:

1.4.9 Type of Shoulder

The type of shoulder will be as follows:

• In built up sections and approaches to the grade separated structures, the


shoulder will be paved in full width.

• In embankments with height more than 6.0m, kerb with channel shall be
provided at the end of paved shoulder to channelize the drainage as an erosion
control device.

• The composition and specification of the paved shoulder will be the same as that
of the main carriageway.

1.4.10 Cross fall

The camber or cross fall on straight sections of road carriageway and paved
shoulders shall be 2.5% for bituminous surface and 2% for CC pavement.

Cross fall shall be uni-directional for each carriageway sloping towards the outer
edge in straight stretches and towards lower edge on horizontal curves.

The crossfall for earthen shoulder is 0.5% steeper than that of the carriageway
subject to a minimum of 3.0%. On superelevated sections, earthen portion of the
shoulder on outer edge of the curve shall be provided with reverse crossfall of 0.5%
so that earth does not drain on the carriageway.

1.4.11 Geometric Design

Geometric design of the highway, shall be in accordance with IRC: 73-1980, IRC: 38-
1988 and IRC SP: 23-1983. Uniformity of design standards will be maintained
throughout the length of Project Highway. All deficiencies in the existing highway
geometry will be rectified to meet the minimum standards.

1.4.12 Super elevation

Super Elevation shall be limited to 7 percent, if radius of curve is less than desirable
minimum radius. It shall be limited to 5 percent, if radius is more than desirable
minimum.

1.4.13 Radii of Horizontal Curves

The minimum and absolute minimum radii of horizontal curves for various classes of
terrain are given below:

1.4.14 Sight Distance

The safe stopping sight distance and desirable minimum sight distance for four lane
divided carriageway for various design speeds are tabulated below. A minimum of
safe stopping sight distance will be adopted for the improvement of the existing
carriageway.

1.4.15 Vertical Alignment

The vertical alignment will provide for a smooth longitudinal profile. Grade changes
will not be too frequent as to cause kinks and visual discontinuities in the profile. In
this regard, directions given in IRC: SP:23-1983 will be kept in view.

1.4.16 Gradient

The ruling and limiting gradients are tabulated below. Ruling Gradients will be
adopted as far as possible. Limiting Gradient shall be adopted in difficult situations,
and for short lengths.

Long sweeping vertical curves will be provided at all grade changes. These will be
designed as square parabolas.

Design of vertical curves and their coordination with horizontal curves, will be in
accordance with IRC: SP: 23 -1983.

1.5 IMPROVEMENT PROPOSALS

Primarily, the scope of the project is widening of the existing road to four lane with
two lane service road on either side in built up areas. The project corridor is presently
having 2- lane / 4-lane configuration. The various upgradation proposal required for
enhancing the project road to 4 lane configuration as per the guidelines given in the
four laning manual (IRC:SP:84-2014) are brought out in this section.

1.5.1 Cross sections

It is proposed to widen the existing road to four lane with two lane service road on
either side in built up areas and ROW of 45m will be followed throughout the stretch.
The existing ROW varies from 30 to 45 m for the project stretch. Considering the
stretch, total nine cross sections have been proposed. Description of each type of
cross section is listed in the Table – 1.11 below.

1.7 JUNCTION IMPROVEMENTS

In addition to the above improvements, all the major and minor junctions will be
improved as per MORTH and IRC standards. As per the pedestrian movement at
junction locations, pedestrian crossings and footpaths will be provided as per
IRC:103-2012. The following Table – 1.13 & Table – 1.14 gives the list of junctions in
the existing project road.

1.9 PROPOSED BYPASSES

The Project stretch starts from Repallewad to Maharashtra border is proposed to be


4-laning of existing road.The major built-up locations along the stretch are Tandur,
Rebbana, Asifabad and Wankidi. Project road passes through some congested
locations and built-up areas which may require further study of alternative
alignment/Bypasses. Identified town, which require bypass is Asifabad.

Asifabad Bypass

Asifabad is the second most important town in the entire stretch. The existing road
which is passing through Asifabad starts from Km 315.500 to Km 318.200. Asifabad
is full of built up area consisting of residential and commercial buildings. There is lot of
congestion within the city due to local traffic and commercial activities are being taken
place on adjacent to road. The geometrics and condition of existing road in Asifabad
is poor and available RoW is 20-40m. Congestion of traffic is observed due to presence
of industries on surrounding places of the Asifabad and local traffic generating and
terminating in these industries, mainly the cotton industries. To acquire the land in
Asifabad, huge demolition of structures will be needed. Considering above constraints
Bypass is proposed around the existing habitant which is of length 3 km from Km.
304.440 to Km. 307. 800.

1.10 EXISTING STRUCTURE AND IMPROVEMENT PROPOSALS

1.10.1 Existing Structures

The Structures inventory has been prepared based on the condition survey, which
consists of identification of physical features of each structure such as name,
location, technical data (foundation, substructure and superstructure type) length,
type of material, carriageway width, type of structure, etc.

The survey revealed that there are altogether 30 Minor bridges, 2 Major bridges, 24
Slab culverts and 56 Pipe Culverts were observed.

1.10.1.1 GENERAL CONDITION OF STRUCTURES

1. Cross drainage structures

The following types of distress have been observed during visual inspection in the
cross drainage structures:

• Exposure of reinforcement, Corroded reinforcement and cracks in RCC


components.

• Choked drainage spouts.

• Parapet / RCC railings either broken or cracked in few cases.

1. Pitching failure and sliding of embankment slopes along approaches.

2. Buried / filled up expansion joints.

3. Missing parapet in culvert & bridges.

2. Bridges

The condition of the following components is observed:

a) Bearings, where accessible.

b) Expansion joints.

c) Back wall and bearing shelf of piers & abutments.

d) Drainage system of decks.

e) Railings / Parapet.

f) Footpaths and kerb.

g) Wearing coat.

h) Apron flooring, cut-off walls, wing walls etc

i) Protection work, if provided.

5. Railings/Parapet walls either broken or cracked.

6. Settlement of approach slabs.

b) Masonry Elements

• Lateral and diagonal cracks.

• Cracks in Abutment, Parapet wall & Return walls.

• Loosening of mortar at joints.

• Longitudinal joints between concrete and masonry where widening has


already been done, are not water proofed.

1.10.2 Improvement of Structures


Recommendation of structure improvements, including widening, repair and
reconstruction / new construction of bridges, other cross drainage structures and the
proposals can be as per Bridge Design report. Where Minor bridges are proposed
to be widened, it is recommended that the existing railing to be replaced with RCC
crash barrier by chipping the edge of deck and exposing the reinforcement and then
casting the RCC crash barrier.

Widening of existing pipe culverts smaller than 900 mm shall be replaced with 1200
mm dia Pipe Culverts. Existing 900 mm dia pipe culverts can be widened using 900
mm dia pipes.

1.11 REHABILITATION SCHEME FOR EXISTING STRUCTURES

Rehabilitation measures for existing bridges & other structures are described briefly
below:
The basic measures to be taken into account are:

• Repair of existing scour protection/bed protection or slope protection


(wherever necessary).
• Replace existing wearing coat on all structures
• Replace expansion joints in all bridges.
• Replace bearings for bridges.
• Repair corroded reinforcement.
• Repair of cracks by epoxy injection – RCC elements.
• Repair of cracks by PMC mortar – Stone masonry elements.
