SEMESTER 1 – FINAL EXAMINATIONS

COURSE: BEF 141 - DEVELOPMENT STUDIES

TIME ALLOWED: THREE HOURS (plus 5 minutes to read through the paper)

INSTRUCTIONS:

1. Section A: Question One in Section A is compulsory.

2. Sections B: Answer THREE questions from this section.

3. This examination paper carries a total of 100 marks.

4. Candidates must not turn this page until the invigilator tells them to do so.
SECTION A: This Section is Compulsory and it carries 40 Marks.

Q 1. Describe and comment very briefly on each of the following education-development


relationships:

(a) Education and economic growth: Does education promote growth?

(10 Marks).

(b) Education, inequality and poverty: Do educational systems typical of most


developing countries tend to reduce, exacerbate, or have no effect on
inequality and poverty? Explain with specific reference to a country with
which you are familiar or investigate.

(10 Marks)

(c) Education and fertility: Does the education of women tend to reduce their
fertility? Why?

(10 Marks)

(d) Education and the brain drain: What factors cause the international
migration of high-level educated workers from developing to developed
countries? What do we mean by internal brain drain? Explain, giving
examples.

(10 Marks)

SETION B: There are four questions in this section. You are expected to ANSWER ANY
THREE.

Q 2. What are the principal economic characteristics of high-poverty groups? What do these
characteristics tell us about the possible nature of a poverty focused development strategy?

(20 Marks)

Q 3. Why is the study of development economics or development studies becoming so


significant in the 21st century? Describe at least ten (10) critical questions that development
experts in Zambia should attempt to answer.

Q 4. Zambia goes to the polls on Thursday August 11, 2016. Political parties will be
articulating their manifestos to the Zambian people on how they will develop this country and
lift many people out of poverty. As a student of economic development, describe in depth,
with practical examples, key objectives of development that political parties should
adequately and convincingly articulate in their respective party manifestos if they are to stand
a chance of convincing the electorates and win the forthcoming elections.

Q 5. Discuss the differences between the traditional Human Development Index (HDI) in
comparison to the “new” Human Development Index (NHDI) formulation. In what ways do
you think either one is a better measure of human development?
