23 (1) provide that the County’s Workforce Development Corporation [[must]] should
24 administer a clean energy industry pre-apprenticeship job training program;
25 (2) establish certain criteria for the operation of the pre-apprenticeship job training
26 program; and
27 (3) generally amend County law related to workforce development.

44The County Council for Montgomery County, Maryland approves the following Act:

45 Sec. 1. Section 30B-12 is amended as follows:


46 ARTICLE II. WORKFORCE DEVELOPMENT.
4730B-8. Policy objectives.

48 (a) The success of Montgomery County’s economic development goals is


49 dependent upon a comprehensive and demand-driven system of
50 workforce development that:
51 (1) meets the talent attraction, development, and retention needs of
52 strategic industries;
53 (2) meets the needs of the underemployed and unemployed; and
54 (3) develops career pathways that lead to sustainable wage jobs to
55 support a thriving economy.
56 (b) To achieve these goals, the County Government may designate a
57 nonprofit corporation as the County’s Workforce Development
58 Corporation to implement the County’s workforce development policies
59 established by the Workforce Development Board.

61Sec. 30B-12. Workforce development program.

62 (a) The Workforce Development Corporation’s Board of Directors must


63 recommend workforce development programs and associated
64 performance measures to the Executive, Council, and Workforce
65 Development Board each year to advance the policy objectives listed in
66 Section 30B-8.
67 (b) The Workforce Development Corporation’s workforce development
68 programs may include a plan for sponsorship of private investment,
69 marketing, and advocacy initiatives.

70 (c) The Workforce Development [[Corporation’s]] Corporation should


71 make every effort to include in its workforce development programs
72 [[must include]] a pre-apprenticeship job training program that:
73 (1) is designed to prepare individuals to enter and succeed in an
74 apprenticeship program registered by the Maryland
75 Apprenticeship and Training Council; and
76 (2) includes:
77 (A) training and curriculum that prepares participants with the
78 skills and competencies to enter one or more of the
79 Maryland-registered apprenticeship programs that prepare
80 workers for careers in the clean energy and environment
81 industry, including jobs related to:
82 (i) renewable energy;
83 (ii) energy efficiency;
84 (iii) energy storage;
85 (iv) resource conservation;
86 (v) environmental protection; and
87 (vi) advanced transportation;
88 (B) a documented strategy for increasing apprenticeship
89 opportunities for underemployed and unemployed
90 individuals; and
91 (C) rigorous performance and evaluation methods to ensure
92 program efficacy and continuous improvement.
93 (d) The Workforce Development Corporation’s Board and staff must meet
94 with the Executive, the Council, and the Workforce Development Board
95 at least annually regarding the Workforce Development Corporation’s
96 activities and finances.
