Terms of Reference
1. INTRODUCTION
The Ministry of Housing and Infrastructure requires the services of a Quantity Surveying
Consultant for preparation and checking of Bills of Quantities and preparation of BOQ and
other types of cost estimates for government projects.
2. PURPOSE
2.1. To ensure that the BoQ estimate values coincide with the drawings.
2.2. To ensure that the estimateBoQ rates are in accordance with the current market rates.
2.3. Prepare Priced Bills of Quantities of materials, labour and services for projects
assigned by the ministry.
2.4. Prepare Bill of Materials and cost Cost estimatesEstimates (to identify list of
materials to be purchased and the cost breakdown for materials and labour).
3. SCOPE OF WORKS
3.1. Compare the drawings and the Bill of Quantities submitted to ensure that the values
coincide.
3.2. Re-checking Bill of Quantities checked by ministry staff.

The BOQ should indicate material and labour cost separately, whereas the materials
are listed separately in purchasable measurements, refer sample in Appendix A)

25. INFORMATION TO BE PROVIDED WITH BID
26. The following documents shall be submitted for the bids to be considered sufficiently
responsive.
27. The Completed Form 1, Form 2 and Form 3.
28. Curriculum vitae giving complete details of qualifications and professional
experience, of the key staff key staff/ individual to provide the intended services.
29. List of relevant projects with valid official reference letters.
30. Certified, accredited copies of qualifications of key personnel, as per MQA
requirement.
31. A brief description of the Bidder’s experience in works of a similar nature and
volume for each of the last two years.

33. Any other pertinent information the Bidder may wish to submit.
34. The GST Registration certificate as per MIRA regulations and guidelines if
applicable to the Consultant.

44. The Individual or Key Personnel shall submit proof of professionally recognized
practicing certificates/ relevant degrees.
45. Points will be awarded only for qualifications stated on form 2 for which accredited
and attested certificates are attached.

49. The Consultant shall demonstrate past experience in performing the services
(description of similar assignments and value of such assignments along with official
reference letters from the clients).
50. The Quantity Surveying Consultant should have work experience for the past three
consecutive years.

73. Submit a BoQ approval or reject report for each building or infrastructure project
checked within three working days.
74. Previously rejected projects shall be checked again when resubmitted with
corrections without any additional charges, within three working days.

83. EVALUATION
83.1. Bid winners will be selected based on the submissions that give the minimum
total cost submitted for buildings (table A) other infrastructure (table B). If the
checker with the lowest cost for table A has higher rates for table B, bidder with the

lowest cost for table A will be given the opportunity to agree with the lowest cost
submitted for table B and this bidder will be appointed as the first checker. If the
first checker rejects, this bidder will be omitted, and the second lowest bidder with the
lowest cost for table A will be given the opportunity to agree with the lowest cost for
table A & B.
83.2. Then the next two lowest bidders with the lowest cost for table A would be
given the opportunity to agree with the lowest bids submitted by the winning lowest
bidder (1st checker). If both the bidders agree to this fee, all three bidders would be
selected as structural checkers for the Ministry. If one of these bidders rejects this
opportunity, to match minimum total of the winning lowest bidder, the rejected bidder
will be omitted and opportunity would be given to the next or next lowest bidders
respectively.
83.3. Ministry reserves the right to reject any bid if the submitted documents fail to
show the relevant years of design and experience.
