Lepitek NTB
Lepitek NTB is a legal research institution based in Lombok, West Nusa Tenggara,
Indonesia. They interface between local community and government with a stated goal of
enhancing social economy with the support of NGO and other partners – with the use of
western technology where appropriate.
Cleanamarina
This company commenced business under contract to the Metropolitan Redevelopment
Authority of the State Government in Western Australia in 2016. Cleanamarina is contracted
to maintain the Elizabeth Quay waterway in Perth in an environmentally and aesthetically
clean condition. The company has, in addition to this ongoing State Government contract,
consulted on several waterway management programs within Western Australia.
The success of the company is based on a number of key elements, including but not limited
to;
Lalu Rujita [Lepitek NTB] contacted Kevyn Townley [Cleanamarina] to review the
management of marine debris in the waterways of Lombok. The initial review was conducted
as a ‘desktop’ analysis based on discussion and valuation data provided by Leptik NTB. A brief
appraisal was developed from this early work.
As a consequence, Cleanamarina was invited to conduct further onsite appraisal to evaluate
the flow and build-up of marine debris in and around Lombok’s coastline. The following
proposal is the outcome from that site visit.
The Challenge
From our earlier analysis we tracked the origin and primary movement of plastics/floating
refuse that was being regularly ‘dumped’ onto the beaches of Lombok. It was determined
that the network of rivers [particularly around Mataram] was acting as a significant conduit
carrying refuse from inland villages out through the mouth of the rivers. From here it was
being carried by the current, tide and prevailing winds to eventually be dumped back onto
the local beaches.
On our site visit we tracked floating refuse from the lower reaches of the rivers surrounding
Mataram and observed its predictable journey out through the river mouth. We observed
the return flow of refuse back onto the surrounding coastline in accordance with the
estimated current, tidal and wind conditions. Whilst this is not an exact science, there was
sufficient data validation to confirm the correlation of refuse disposal in inland rivers [and
surrounding area] with the eventual redistribution of it onto the beaches of Lombok.
The challenge for us is to tackle the problem from the point of egress into the sea. Clearly,
once the floating refuse escapes the river mouth and flows into the main ocean currents,
there is very little that can be done by way of managing/collecting the refuse. It inevitably
becomes at some point, a futile beach clean-up exercise.
In putting our River Management Plan together we addressed some key issues:
• A system robust and versatile enough to handle both dry and wet season conditions
• Ensure that any catchment plan does not interfere with the flow and commercial use
of the river
• Provide a complete solution from; guidance – entrapment – collection – disposal
• An uncomplicated system that is easy to implement and manage
• A solution that is both cost-effective and repeatable, ie can be transferred
seamlessly to other river systems.
The River Management Plan summarised in the following section addresses all of these
challenges and reflects a four stage approach for a pilot program to be conducted on the
Sungai Loang Baloq.

Cleanamarina and Lepitek NTB propose a joint venture to implement a pilot program
demonstrating the effectiveness of our River Management Plan.

Stage 3 Disposal of Refuse
Lepitek NTB will work with local government to organise the disposal of the refuse from the
collection point. In the longer term it is envisaged that a recycling program will be
established at the collection point to facilitate the optimum disposal/re-use of plastics
Stage 4 Community Engagement
Aligned with Indonesia’s Plan Of Action on Marine Plastic Debris 2017 – 2025, Lepitek NTB
will work with local government to establish a local working group to maintain the area
surrounding Pantai Loang Baloq in a clean and tidy state. The key point is that any
sustainable marine debris mitigation strategy needs the collaboration of key stakeholders.
Lepitek NTB will ensure that a strong community engagement plan is developed with the
support of local government so that locals can see and feel the benefit of managing their
riverine environment and the consequent social impact it has on their community.
• The effects marine pollution has on ecosystems and humans is well documented.
Plastics leach cancerous toxins into the marine environment where it is consumed by
marine species and eventually enters the full food chain. The reduction of marine
debris flowing into the ocean from the rivers around Mataram will have an
immediate and measurable impact on this process.
Aesthetics [living environment]
• A critical element of the River Management Plan is the active participation of local
communities in driving a cleaner living environment. The observable outcomes from
capturing the marine debris floating down the river will be a prime motivator for
community groups to maintain their local environments in a cleaner and tidier state.
Whilst a broader education approach will need to be developed over time, there has
to be a starting point – and this will be it.
Our River Management Plan is not presented as a ‘silver bullet’ in solving marine debris
pollution in and around Nusa Tenggara West. However, we will, with the support of Lepitek
NTB and the local government, make a significant difference.
The implicit opportunity here is the development of a robust management plan that is
transferable anywhere around the globe. We are very keen to demonstrate just how
effective and beneficial our collaboration with Lepitek NTB will be to the commercial and
social economy of Lombok, West Nusa Tenggara.
