The booking for these trains shall be done through the railways portal (ircto.co.in). Among these trains, some will be halting in between at Jaipur/Abu road/Kota and few other cities as when required. The passengers will be allowed to board/de-board at these stations as well. Under the current circumstances of COVID-19, to ensure social distancing, hygiene etc. and to ensure that the medical protocols as established by MoHFW, Gol & Department of Medical and Health are properly followed. The guidelines (Annexed as Annexure *A’) are being issued for district administration where the passengers would be boarding and de-boarding at the stations where these trains will halt. It is being directed to all the concemed District Collectors and SPs that the said guidelines must be followed strictly for the movement of passengers boarding and de-boarding at these stations. (Dr. Suboat Sgasho29 AINEXUKE ‘fA’ Guidelines for District Administration for regular trains being operated by MoR MoR is starting 15 trains from Delhi to the state capitals for which booking can be done over the Railway Portal like earlier times. Train from Delhi to Ahemdabad will be halting at Jaipur and Abu Road and; Trains from Delhi to Mumbai / Goa / Trivandrum will be halting at Kota. Passenger will be boarding and deboarding at these stations. District administration in coordination with RPF is to ensure social distancing etc. Inside and outside the railway stations. 6. Passengers who are boarding trains will be screened by the railway authorities. 7. Passengers deboarding at the railway stations shall be screened by concerned district authorities and state protocols may be followed. 8. The details of the passengers may be collected as per the Performa A & B (attached). [Only for passengers travelling by special commercial trains of MoR] 9. District administration of the destination station will share the passenger wewn information with the recipient's districts i.e. district of the final destination of the incoming passenger. 10. The e-tickets being issued by the railway authority may be authorized to be used as passes for movement of the passengers to their homes/station between 7 PM to 7AM 11. Government of Rajasthan has issued guidelines for passengers traveling from/to Rajasthan by Indian railways (Annexure-1). The district administration will ensure the compliance of the same. 12. Home Secretary Gol has issued Standard Operative Procedures (SOP) for movement of persons by afore mentioned trains. (Vide letter no. 40-3/2020- DM-I(A) dated 11-05-2020). Copy of the same is enclosed as (Annexure-2). Annexure 1 Guidelines of Government of Rajasthan for passengers traveling to/from Rajasthan by Indian railways 1. Government of Rajasthan extends a warm welcome to all of you. 2. The whole country is going through the difficult and stressful times due to the threat of the Corona Virus. 3. Various guidelines have been issued by Government of India and Government of Rajasthan in this regard. 4. All of us are required to take proper precautions and follow the guidelines strictly for our own safely and to prevent the spread of COVID-19. 5. Passengers who are presently residing (outside Rajasthan) in areas that have been declared as containment zones or curfew areas shall not be allowed to travel to Rajasthan till curfew orders are withdrawn 6. Passengers interested in traveling to Rajasthan and going to areas in Rajasthan that have been declared as containment zones or curfew areas shall not be allowed to travel to Rajasthan till curfew orders are withdrawn. 7. Following category of Passengers shall not be allowed to travel to Rajasthan or travel out of Rajasthan. a. Persons who have tested COVID positive and have not been declared as medically fit b. Persons who have for various reasons been placed under home/other type of quarantine c. Persons who have ILI like symptoms. 8. All passengers who have been stranded in other states and have not been able to return to their homes in Rajasthan due to lockdown and are now coming to Rajasthan by train shall remain in home quarantine after reaching their final destination in Rajasthan for a period of at least 14 days as per the guidelines. 9. All passengers who are coming temporarily to Rajasthan for official/personal work are required to strictly follow the guidelines regarding social distancing, masks, etc. 10. All passengers coming to Rajasthan are required to furnish details as per Performa A & B (enclosed) at the destination/source station in Rajasthan to the district administration. [Only for passengers travelling via special commercial trains) 11. All passengers are requested to follow the above mentioned guidelines. Annexure ‘Standard Operating Protocol (SOP), for movement of persons by train In order to facilitate movement of persons by trains, the following SOP is hereby laid down: |. Movement of trains shall be permitted by Ministry of Railways (MoR), in a graded manner, in consultation with Ministry of Health & Family Welfare (MoHFW) and Ministry of Home Affairs (MHA). li. Train schedule; protocols for booking, entry and movement of passengers; and coach service specifications shall be widely publicized by MoR. ili, Only those passengers with confirmed e-tickets shall be allowed to enter the station. iv. The movement of the passenger(s) as well as the driver of the vehicle transporting the passenger(s) to and fro the railway station shall be allowed on the basis of the confirmed e-ticket v. MOR shall ensure the following at the train stations: a. All passengers shall be compulsorily screened and only asymptomatic passengers are allowed to enter/ board the train. b. All passengers shall be provided with hand sanitizer at entry and exit points at station and in coaches. c. All passengers shall be wearing face covers/ masks at entry and during travel. vi. During boarding and travel, all passengers will have to observe social distancing. vil. Health advisories’ guidelines will be circulated by MoR through Information, Education and Communication (IEC) campaign for their staff and passengers. viii, On arrival at their destination, the traveling passengers will have to adhere to such health protocols as are prescribed by the destination State/ UT. wae"
