A century old quest - Edison Electric Car

Thomas Edison, thought electric vehicles were the superior technology


and worked to build a better electric vehicle battery (Nickel Iron). Even
Henry Ford, partnered with Edison to explore options for a low-cost
electric car.

Yet, it was Henry Ford’s mass-produced Model T that dealt a blow to the
electric car. By 1912, the gasoline car cost only $650, while an electric
roadster sold for $1,750.

Implementation of FAME India Scheme
Phased Manufacturing Programme (PMP) for EV’s
 To promote manufacturing of electric vehicles, its assemblies/ sub-assemblies, and parts/ sub-parts in
the country, a phased manufacturing roadmap has been prepared by the government keeping in view
the current status of manufacturing ecosystem in the country.
 Before launching the PMP roadmap, the government has reduced the Basic Custom Duty (BCD) on
electric vehicles, its assemblies/ sub-assemblies, & parts through a gazette notification in January 2019.
 To increase the domestic content & creating employment opportunities, govt. has decided to increase
the BCD from 2020 onwards under PMP roadmap for different items.

IESA EV Roundtable - Karnataka
IESA organized a one day EV Roundtable discussion in December 2018 on e-mobility in
association with Karnataka Government and Sun Mobility. The objective of the event was
to facilitate a one on one dialogue between the industry stakeholders and government of
Karnataka to accelerate the deployment of EV’s in Karnataka.

Outcome of the Event:


Creation of taskforce to accelerate the deployment of EV’s in Karnataka.
IESA created 5 working groups of different stakeholders and the
recommendations of the each working group will be submitted to
Karnataka government.

Key announcements:
 Plans to convert 50% of the existing vehicle fleet in various
government departments to electric.
 Identification of 107 locations by BESCOM for installing the public
charging infra (tender released in January 2019)
 5000 permits for high speed e-autos & conversion of existing 20,000 2-
stroke auto’s to electric
 Promotional tariff of INR 4.85 for EV charging in state
 Target of procuring 3000 electric buses in next 3- yrs
 Amendment in buildings bye-laws to make provision for dedicated EV
charging points & parking

IESA EV Roundtable - Maharashtra
India Energy Storage Alliance (IESA) along with the Automotive Research Association of
India (ARAI), organised EV Roundtable on eMobility on June 6 & 7 in Pune. The event was
organized to provide a platform for interaction and discussion on new-age technologies,
opportunities for new GoI e-mobility policy (FAME II), and what steps should be taken to
catalyse the EV adoption in Maharashtra.
TOPICS
Topics discussed included difficulties in deployment of the Battery Swapping system,
challenges in setting up charging stations, critical issues regarding safety and performance
of EVs, rising summer temperatures in Pune affecting the performance of EVs and thermal
effect on batteries and charging stations.

KEY SUGGESTIONS:
• Vacant spaces in Pune should be utilized for EV charging infra by private players
• Introduction of longer e-buses was suggested | Electrifies bus transport between Mumbai
and Pune was proposed
• ARAI to regularly update and amend the Central Motor Vehicles Rule (CMVR) to maintain
safety standards, and also work on adopting global standards on EV safety
• Charger testing carried out by ARAI under increased temperatures suitable to Indian
environmental conditions
• Bulk orders for EVs by EESL to promote and accelerate EV adoption
• Assessment and finalization of backend requirement for charging infrastructure and
transparent information sharing between various departments and states.

Glimpse of EV Policies in other States
Andhra Pradesh
• To attract combined investment of over INR 30,000 Crore in the next 5 years across the electric mobility
ecosystem with an employment potential for 60,000 people.
• Target of 10 Lakh EV’s on road across all segments by 2024 and Target of 100000 slow and fast chargers by 2024.
• Target of setting up at least 10 GWh of Battery Manufacturing in next 5 years.
• Target to convert 100% of bus fleet of over 11,000 buses into electric with first phase in top 4 cities by 2024.
• Target to convert all forms of government vehicles to electric by 2024.
• Incentives for Manufacturing Firms, EV buyers, Private Charging Stations, Hydrogen generation & refueling
stations, R&D etc.

Kerala
• Target of having 1 Million EV’s on road by 2022.
• Pilot fleet of 2 Lakh E2W’s, 50,000 E3W’s, 1000 goods carrier, 3000 e-buses and 100 ferry boats by 2022.
• Target to convert entire fleet of 6000 buses by 2025 through GoI funding.
• An incentive of INR 30,000 or 25% of EV (whichever is lower) for three wheelers will be provided for the initial
period of 1 year.
• Manufacturing units setup for EV will be applicable for incentives under the industrial & IT policies of the state.

Uttarakhand
• Incentives to EV & its components manufacturing firms in the form of Interest Subsidy, Land at discounted price,
Electricity duty exemption, SGST reimbursement, Stamp duty exemption etc.
• 100% exemption of Motor Vehicle Tax.
• 100% exemption of stage carriage permit for commercial vehicles for next 5 years.

Uttar Pradesh
• 1000 Electric buses by 2030 in phases. 25% in phase-1 by 2020, remaining 35% in phase-2 by 2022, and rest 40% in
phase 3 by 2030.
• Buyers will be fully exempted from paying Vehicle Registration fee of EV’s manufactured within the state.
• 100% interest free loan to State Government employees for purchase of EVs in the state.
• Incentives to Service providers units setting up charging infrastructure in the form of reimbursement of loan for
procurement of plant & machinery.
• Incentives for Private EV parks both (Manufacturing & assembling units) in the form of reimbursement of interest
on the loan taken to buy the land.
Telangana
• To attract investment worth 3 Billion USD and create employment for 50,000 people by 2022 through EV
manufacturing & charging infrastructure development.
• Target of 100% e-buses by 2030 in a phased manner starting with 25% by 2022, 50% by 2025, & 100% by 2030.
• Exemption of registration charges on personal vehicle purchased till 2025.
• Capital subsidy of up to 25% will be given for setting up the charging infra in all existing apartments, townships etc.
• The supply side incentives will be given as per scale of Investment & Telangana Industrial Policy Framework 2014.
Delhi
• Target of 25% of new vehicle registrations to be electric by 2023.
• To drive the large scale adoption of EV’s, policy will majorly focus on incentivizing the purchase of E2W’s &
electrification of public/ shared transport.
• The government will seek to fund a high proportion of the incentives proposed in the policy by using “feebate”
concept i.e. by adopting measures by which inefficient or polluting vehicles incur a surcharge (fee-) while efficient
ones receives a rebate (-bate).

types of lead acid batteries, 80% sales are coming from flat plate type battery The total battery market size for e-bus segment could be in the range

80% -90% of the newer models tested and certified are based on lithium ion LFP
