A RESOLUTION TO GRANT A ONE-TIME UNIFORM SUBSIDY TO THE STUDENTS OF THE


TECHNOLOGICAL UNIVERSITY OF THE PHILIPPINES

WHEREAS, as stated in Article XIV, Section 1 of the 1987 Philippine Constitution, “The State shall
protect and promote the right of all citizens to quality education at all levels, and shall take appropriate
steps to make such education accessible to all.”;

WHEREAS, as stated in Article XIV, Section 2.3 of the 1987 Philippine Constitution, “Establish and
maintain a system of scholarship grants, student loan programs, subsidies, and other incentives which shall
be available to deserving students in both public and private schools, especially to the under-privileged;”;

WHEREAS, as stated in Article III, Section 6.c of Commission on Higher Education (CHED)
Memorandum, No. 20, s. of 2011, “Student Development (12.5%) - Budget allocation shall be used for in-
house trainings of student leaders or officers, trainings sponsored by accredited agencies, student labor
deployment and compensation, IT equipment, medical and dental services/programs, trainings, orientation,
or seminar workshop for student organization officers, scholarship, and incentive programs designed to
uplift and motivate student achievers, and other similar activities, in furtherance of the goal in support of
the welfare of the general student population.”;

WHEREAS, as stated in the Technological University of the Philippines – Federation of Student


Governments (TUP-FSG), Vision, “The Technological University of the Philippines – Federation of Student
Governments shall be a leading in federation of student Government in the country and a model of
excellence in student governance in advancing the students’ rights and welfare and an active partners in
student development towards the attainment of the University’s goal of producing world class graduates.”;

WHEREAS, it is the duty and responsibility of the University Student Government (USG) of each campus
to represent the students in all policy and decision-making in the university, take part in the formulation,
implementation, and evaluation of the University policies with the higher University authorities on matters
affecting the students and the University as a whole;

WHEREAS, there is an existing policy which requires the students to wear a uniform;

WHEREAS, that the uniform, the accredited white polo and blouse bearing the TUP logo, amounts to;

NOW THEREFORE, in view of the foregoing premises, the undersigned officers and members of the
Technological University of the Philippines – Federation of Student Governments (TUP-FSG) resolve the
following:

RESOLVED, that the Implementing Rules and Regulation (IRR) shall be as stated in Annex A.

RESOLVED, that the budget for this subsidy shall be charged against

RESOLVED, projection of existing funds shall be as stated in Annex B.

TECHNOLOGICAL UNIVERSITY OF THE PHILIPPINES

RESOLVED, projection of funds with the Uniform Subsidy shall be as stated in Annex C.

RESOLVED, the uniforms to be distributed shall be aligned with the uniform required and accredited by
TUP-Manila for the Manila, Taguig, and Cavite campuses. TUP-Visayas shall subsidize the uniforms that
are recommended by their campus.

RESOLVED, as it is hereby RESOLVED, that the A RESOLUTION TO GRANT A ONE-TIME


UNIFORM SUBSIDY TO THE STUDENTS OF THE TECHNOLOGICAL UNIVERSITY OF THE
PHILIPPINES, is approved;

BE IT FURTHER RESOLVED, UPON APPROVAL OF THIS RESOLUTION,


IMPLEMENTATION SHALL TAKE PLACE IN THE PRECEEDING ACADEMIC YEAR.

ANNEX A

IMPLEMENTING RULES AND REGULATIONS (IRR) FOR THE UNIFORM SUBSIDY OF THE
TECHNOLOGICAL UNIVERSITY OF THE PHILIPPINES

SECTION 1. Purpose – This manual seeks to establish a uniform policy for all the campuses of the
Technological University of the Philippines (TUP) that will serve as guidelines in implementing the
Uniform Subsidy for the students of this institution.

SECTION 2. Scope of Application – This policy and guidelines shall be observed by all the campuses of
the TUP System unless otherwise stated in the provisions of this IRR. The campuses of the TUP System
constitute the Manila, Taguig, Cavite, and Visayas Campuses, and Batangas, Cuenca, and Sagay Extension
Campuses.

SECTION 3. Definition of Terms – The following terms are hereby defined in accordance with its
operational meaning, as follows:

a) New Enrollees – refers to the students who has not yet, in any time of their college life, been
enrolled in a course offered in the TUP.
b) Old students – refers to the students who are already enrolled in any course offered in TUP.
c) Returning Students – refer to the students who did not finish their course and has returned
to the TUP to continue their studies.
d) Irregular Students – refers to the students who are enrolled in the university but whose units
does not meet the number of units required per term or semester.
e) Uniforms – refers to the a) accredited white polo and blouse bearing the TUP logo in the
case of Manila, Taguig, and Cavite campuses and 2) __________ in the case of Visayas
campus.
f) Reimbursement Expense Receipt (RER) – refers to the piece of document provided by PO
which serves as a purchasing power for the student exclusive to availing of their free
uniforms in the Business Center of TUP Manila.

SECTION 4. Allowable number of uniforms to be subsidized by the university – only a total of two (2)
uniforms shall be free to all students of the TUP for the entirety of their stay in the university.

SECTION 5. Eligibility – All bona fide students of the TUP shall be eligible to receive this subsidy
regardless of the following:

a) Academic standing;
b) Old students who has not yet benefited from this subsidy;
c) Returning students who has not yet benefited from this subsidy;
d) Disciplinary records.

SECTION 6. Exceptions – Students of the TUP shall not be eligible to avail of the free uniforms if they
have already benefited from this subsidy.

SECTION 7. Office-in-charge – the Procurement Office (PO) shall be the custodian of records regarding
this subsidy and shall keep a record of all the students who has already benefited from this subsidy.

a) The PO shall produce a list of the following for bulk orders during the first semester. The list
shall be classified by sex (in the case of Manila, Taguig, and Cavite campuses):
1) Name of Student
2) Price for two (2) uniforms according to their size.
b) In any other time within the academic year, the PO shall furnish the students who did not
avail for the free uniforms with an RER to be signed by the PO and Accounting Office. The
uniform shall then be claimed by the student in the Business Center of TUP-Manila (in the
case of Manila, Taguig, and Cavite campuses).

SECTION 8. Special Case – Students who have already benefited from this subsidy but has lost all their
uniforms due to force majeure shall be given another two (2) uniforms provided that the student furnish the
PO with proof of the said calamity.

SECTION 9. Other Provisions

a) Students reserve the right to opt out of this subsidy.


b) Students who opted out of this subsidy shall still be eligible to benefit from this subsidy in
whatever reason they may have.
