Metrics of District Administration during the Pandemic
Metrics of District Administration during the time of pandemic
District administration is one of the important organ to link between the state
administration and the people at the district. The implementation of policies that has
been made by union and state government depend highly on this district
administration to achieve the goals. For the time of pandemic the performance of
district administration in supporting the people and ensuring safety and health as
well as program of flattening the curve of the virus infection is concerned has been
of high metrics even though it had some limitations. COVID19 Pandemic arose in
the time when most countries of the world were not well prepared to combat the
virus and until this moment the disaster has been affecting many countries in almost
all life sphere socially, economic and politically without forgetting culturally as
people being even denied to bury their relatives, rather just few representatives may
be chosen to represent the rest something which is different to most of culture. The
impact of pandemic is not part of this paper, but rather it is not possible to assess the
administrative performance without reflecting the impact of the pandemic.
On understanding the metrics of district administration during the time of pandemic,
I will focus on the structural function of district administration and what has been
done so far to fight the COVID 19 pandemic and what success have been achieved
so far.
a) Administration of regulatory functions under the leadership of the
Collector and District Magistrate, such as law and order, land revenue
/ reforms, excise, registration, treasury, civil supplies and social
welfare.
During the time of pandemic regulatory services is highly important, the district
administration under leadership of district collector and district Magistrate has
been successful so far until this moment as they are able to maintain the laws and
order as how it supposed to be. Under this moment were people are supposed to
comply with the order of lock down and adhere to various health guidelines as
provided by MoHFW as well as ministry of home affairs (MHA) The effective
observation of law and order is supposed to be observed as ever before because
efficiency of government is not only to implement economic projects but also
ensuring safety of his people and the result has been fruitful up to this moment
though more effort is required to fight the pandemic as it is not over yet.
 Civil supplies and Social welfare, district administration has been in frontline to
make sure citizens they are achieving their basic necessities during all time of
pandemic including food. Health education and safety to the people on fighting
the pandemic has been provided to the people and to lager extend it is bearing
fruits to a country with 130 Cr population with 102,287 cases as by 19 May 2020
is a great work to be acknowledged and that proves to how much the district
administration is playing their part effectively.

b) District / Sub-district level offices of the line departments of the State

Government and their agencies, such as public works department
(PWD), irrigation, health, industries etc.
Under this point the important area to talk about is on health aspect per this time of
pandemic. The coordination that is present between the district administration and
the health departments has been of great importance by this time. If that linkage was
not well established at local level of administration it would not be possible to
contain the virus as how it looks now in some areas. Therefor the metrics of district
administration on the area of health department is to be appreciated as apart from the
pandemic but still they have managed to provide services to the people on the
satisfactory manner. Hospitals and other health agencies have been working hard to
fight the pandemic as well as provide services to other diseases and that is the great
result of proper coordination between service providers and the administration
system.
c) Local bodies (Panchayati Raj Institutions and Municipal bodies)
which, after the 73rd and 74th amendment of the Constitution, have
become the third tier of government.
Most political scientist prefer calling it the people’s government. It’s named peoples
government simply it is the tire of government that works directly with the people
at the grass root level and failure of this government to support the people may be
the failure of the whole government. The implementation of government projects
and policies is supposed to be seen by the people on their area of administration. In
India the 73rd and 74th amendment of the constitution is what brought Panchayati Raj
in 1993 the time when neo liberalism was in its ascendancy. You cannot speak on
the success of district administration in fighting the pandemic without
acknowledging the role of the Panchayati Raj, the district administration coordinates
the administration of grass root people the real work is done by the panchayat and
municipal bodies as they concern directly with the people on their jurisdiction. The
important function that has been done by the Panchayati and urban bodies includes
education to the people by giving guidelines, regulating the gathering centers,
regulating the incoming and outgoing people on their jurisdiction and also reporting
if there is any suspected cases on their premises so as the government could take the
supposed measures to ensure the safety of other people.

CONCLUSION
In fact the district administration since the beginning of the pandemic they have done
their part so far, the clear coordination with state and central government has been
clearly seen and fruitful. The only point of recommendation is to allow more
freedom of decision making to the local administration and this will improve the
implementation of local strategies more effectively not only for this time of
pandemic but even for further period.
