ABOU T
The Philippine Institute of Civil Engineers or PICE is the only recognized
professional organization for civil engineers duly accredited by the Professional
Regulation Commission (PRC). It was formed by merging two separate
organizations of civil engineers in the country: the Philippine Society
of Civil Engineers (PSCE) for the government sector, and the Philippine
Association of Civil Engineers (PACE) for the private sector, respectively.

For several years now, the PICE stays true in providing opportunities for
professional growth and development to Civil Engineers. Likewise, PICE
membership is steadily growing - a proof of creating an impact on people’s
lives, across the nation and the globe.

the organization and the profession while creating a
remarkable impact on the quality of life of the people.

professional development programs,

BOARD OF DIRECTORS
The year 2020 was welcomed with an important event – Induction of Officers, in which
PICE officers swear the oath of office and its corresponding responsibilities. This program
sets the direction, purpose, and value of the elected leaders in the organization.

On January 18, 2020,


2020 the 2020 PICE National Board Of Directors took their oath
during the Induction Program held at the Grand Ballroom, Seda Vertis North,
Diliman, Quezon City. The event was attended by the Board of Directors,

On the same day, the first BOD meeting with the Regional Coordinators and Chapter
Presidents was held to discuss pertinent matters concerning the PICE, including the
“Focus 20 in 2020” that encompasses the goals and plans of the organization.

ALBAY-LEGAZPI CITY CHAPTER
February 6, 2020, PICE Albay-Legazpi City Chapter held its Induction and
Turnover Ceremonies of 2020 Officers & Board of Directors, and Oathtaking of
New Members at the Patio de San Jose Resort and Convention Center,
Malilipot, Albay.

More than 100 active members with their families, as well as event sponsors
and committee members serving the organization, were present in the
Induction of 2020 PICE Qatar Officers and Board of Directors last
February 14, 2020,

The fifteen (15) elected Board of Directors of the Philippine Institute of Civil
Engineers Qatar Chapter (PICE Qatar) consists of nine (9) officers and six
(6) committee chairmen who were chosen by the general membership
to lead the organization for the year 2020 in the election held during the
organization’s 13th Annual General Assembly last November 29, 2019.

Sworn before Engr. Roy L. Baquiran, Founding President of PICE Qatar, was the set
of 2020 Officers and BOD. During the same event, outgoing 2019 Officers and
BODs were awarded Plaque of Appreciation for their exceptional services to the
organization. Engr. Helario S. Amoguis, the 2019 PICE Qatar Chapter President,
was awarded a Plaque of Appreciation by the BOD for his exemplary leadership.

Likewise, the advisers consist of past presidents were also awarded a Plaque

of Appreciation for their continued service and support to the organization.


Active members from the Constitutional, Standing and Ad Hoc committees
were given Certificates of Appreciation for their contribution to the
success of PICE Qatar in the year 2019.
Another highlight in the event was the passing of PICE Qatar banner by now
Immediate Past President, Engr. Helario S. Amoguis to the current President,
Engr. Sheila L. Medel symbolizing the official transfer of PICE Qatar leadership.

Philippine Labor Attaché to Qatar, Hon. David Des T. Dicang graced the event
as a guest speaker. In his speech, he congratulated the newly sworn 2020
Officers and BOD and enjoined them to continue working for the
organization to attain greater heights. He also thanked the organization
for supporting the POLO-OWWA activities and hosting the sporting events
attended by the different organizations under the Philippine
Professional Organization - Qatar (PPO-Q) during the Qatar National

The Career Simulation and Seminar Workshop (CSSW) is an annual activity
supported by the organization. This year the 3rd CSSW with the theme,
Partnership through Work Immersion: Imparting Knowledge and Gearing
Aspirants Towards Sustainable Learning” commenced on January 17, 2020 at the
Philippine School Doha with the signing of a Memorandum of Agreement (MOA)
between PSD and the PICE Qatar Chapter representatives.


First Quarter Issue
The program had run for eight Hon. David Des Dicang, Philippine
Fridays, seven Fridays of 5 hours Labor Attaché to the State of Qatar,
lecture, and the culmination was the keynote speaker during

The main objective of this seminar is to learn the Principles of Critical

Building Information Modeling (BIM) is an intelligent 3D model-based process


that gives architecture, engineering, and construction (AEC) professionals
the insight and tools to more efficiently plan, design, construct and manage
buildings and infrastructure. And to introduce the BIM technology to our
engineers, the PICE-Eastern Province of Saudi Arabia in cooperation with the

ASEP Regional Coordinating Council- Kingdom of Saudi Arabia has organized

Structural Analysis and Design

Philippine Institute of Civil Engineers, Inc. - Eastern Province of Saudi


Arabia in collaboration with the Association of Structural Engineers of the
Philippines - Regional Coordinating Council, Kingdom of Saudi Arabia
(ASEP-RCC KSA) conducted a Training and Technical Workshop for
Computer-Aided Structural Analysis and Design of an 8-Storey Reinforced
Concrete Building to NSCP 2015. Classroom sessions were conducted on

February 28, March 6, and 13 at Ronza Rose Sea View Hotel,


Al-Khobar, Kingdom of Saudi Arabia.

When the Saudi government implemented restrictions on social gatherings,


the classroom session of this training halted. It resumes online through Zoom
App. The course outline includes the ETABS workflow, from definitions of
Structure, its Material Properties, Sections, up to Designing.

QATAR
Started in 2012, Qatar National Sports Day has been a yearly occasion that
offers opportunities filled with a variety of sports programs and other
physical activities aimed at promoting an active and healthy lifestyle.
Celebrated on the second Tuesday in February, this one-of-a-kind
event encourages all members of the society to takepart in the
nationwide celebration.

LIVES 2020

Engineers Unite in Building the Blocks of Life

Civil Engineers do not only build infrastructures to create better


lives, but they also give a part of them to save millions of lives.
Tagged as “PICE SAVES LIVES 2020”, Civil Engineers across the nation
organize bloodletting activities in support of the Department
of Health’s advocacy in creating a culture of voluntary blood
donation as a vital measure on emergency preparedness
nationwide. The blood drives are in collaboration with Philippine
Red Cross and other organizations. Likewise, other community
service initiatives were organized by our Civil Engineers.

Simultaneous Nationwide
Blood Letting Activity on
February 29, 2020
The NCR Chapters have expressed their full support to the Simultaneous
Nationwide Blood Letting Activity, which was spearheaded by the National
Board of Directors. The activity was held at the 4th Floor, Maringal Hall, Camp
Crame, Quezon City. Blood donors coming from the different parts of Metro
Manila have participated to this worthwhile initiative of the organization.

ALBAY-LEGAZPI CITY CHAPTER
Donating blood is an active way of helping others and the whole of
society. It’s just a few moments out of a day but for patients in need,
it may save their life. The blood you give is a lifeline in an emergency
and for people who need long-term treatments. Many people
would not be alive today if donors had not generously given
their blood.

And in participation to the Simultaneous Donation Drive on


February 29, 2020,
2020 Albay-Legazpi City Chapter convened at the Pacific
Mall Activity Center, Legazpi City. Donors including PICE ALC Members,
DPWH employees, and others took part in the said activity. Also present

PICE Camarines Sur Chapter joins in the simultaneous blood drive on
February 29, 2020 which was held at Philippine Red Cross Office, Panganiban
Drive, Naga City. Around sixty (60) persons composed of PICE Camarines
Sur Chapter officers, members, Philippine Red Cross Medical Team,
donors and others were present on that day.

PICE Qatar commenced the Team Building activities which feature a mixture
of native and modern games designed to signify Teamwork, Team
Development, Conflict Management, and Clear Communication. This is
the first time after many years that PICE Qatar conducted an outdoor

of Tigaon, Camarines Sur expressed their gratitude and appreciation for the
donated books and for selecting their community as the beneficiary.

With the global health crisis brought about by coronavirus,
the world was abruptly disrupted. And every day, the government, the people,

an invisible foe - the COVID-19.

But this crisis has fueled the true spirit of Filipino Bayanihan as

volunteer-driven efforts constantly emerge from everywhere. And our


engineers are also doing their part in extending much-needed
assistance to our fellows. Our engineers have installed disinfection
tents and have also conducted donation drives and relief operations
that reached communities across the nation and the globe. And with that,
the Philippine Institute for Civil Engineers (PICE) proudly recognizes
the efforts and selfless service of our Engineers from all over the country
and overseas in this time of crisis.

The Philippine Institute of Civil Engineers (PICE) is composed of


thousands of Civil Engineers coming from different regions of the
Philippines and the world. With members of diverse backgrounds,
PICE promotes unity and inclusivity in the organization. We believe
that each one of our members is significant not only to the growth
of the organization but also in the profession. Everyone has a part
to play toward nation-building. And it is our collective efforts that
create a positive impact on our community and country.

So in support of the PICE’s mission to bring Civil Engineers


together, the Publication Committee serves as an arm in bridging
and connecting the members to the organization. And with that,
we are proud to present this year’s first quarter issue of the PICE
Newsletter that covers stories and events from
January to March 2020. This newsletter is the product
of the active participation and cooperation of all the
Chapters, members, and of course through the support
of the National Board of Directors, and the hard work of
the PICE Publication Team.

This is only the first among the many newsletters that


we will be publishing. And we encourage all the
chapters and our members to be part of this project.
Together, let us share good news and laudable
stories that will inspire others. Because as the
saying goes, “one act of kindness can change the
world” as this creates a ripple effect of inspiring
others to the same.
