“TVET Towards A New Normal”

I. SITUATION

Coronavirus Disease (2019) COVID-19 now poses a more serious downside


risk to the global economy. The World Health Organization (WHO) declared the
COVID-19 outbreak a pandemic on March 11 to signify its severity and global
coverage and urged countries to take ‗urgent and aggressive action.‘ As of 4:00 pm
of 21 April 2020, the Philippines has 6,599 total confirmed cases (140 new cases),
437 deaths (9 new deaths), and 654 recoveries (41 new recoveries).

President Rodrigo Roa Duterte initially imposed an Enhanced Community


Quarantine (ECQ) and Stringent Social Distancing Measures over the entire Luzon,
including the National Capital Region (NCR) effective 12:00 am of 17 March 2020
until 11:59 pm of 12 April 2020. It was then extended until 30 April 2020. Several
provinces followed suit in a bid to contain the virus.

With the extended ECQ, most of the agency‘s programs/activities/projects


(PAPs) were put on hold. Suspension of classes in all TVIs and conduct of
competency assessment affected our EGAC accomplishments, not to mention that a
total of P2.103B, from the existing 2020 scholarship funds, were given to the Office
of the President for the Social Amelioration Program.

In a report by the International Labour Organization (ILO) on 7 April 2020, it


stated that the COVID-19 pandemic has intensified and expanded in terms of its
global reach. Full or partial lockdown measures, travel restrictions and business
disruptions are now affecting almost 2.7 billion workers, representing around 81% of
the world‘s workforce. Its huge impacts on public health and unprecedented shocks
to economies and labour markets makes it the worst global crisis since the Second
World War. This could throw a lot of developing countries, and even some
developed economies back into poverty situation last seen three decades ago,
where almost half a billion people in the world will slide towards deep poverty and
economic miseries.

While economic projections have already been made and the alarm bells were
already sounded on the impact of the lockdowns, the fear and apprehensions of the
country‘s economic managers are more intense on the ground with the Filipinos‘
uncertainty as to when they could go back to work and live a normal life. Right now,
there are three main concerns that are bothering the Filipinos particularly from the
middle class down to the poor brackets—food, health and job security.

Food security has always been the problem since Day One of the lockdown.
This concern aggravates daily due to the challenges in providing food and other
basic needs of the Filipinos who were forced to stay at their homes. Further fueling
the restlessness of those severely affected are daily news reports and social media
posts of netizens attesting and complaining that they are not regularly receiving food
and other cash assistance from both local and national governments.

The food security problem is a like ticking time bomb just waiting to explode.
Lest we forget that the main reason behind the looting in Tacloban City after the
Yolanda onslaught are the rumors that there would be no food supply coming. As

such, social unrest is a worse-case scenario that should be anticipated especially if
Local Government Units start raising the issue of depleting funds.

The National Economic and Development Authority (NEDA) has proposed a


three-phase approach to mitigate the social and economic impact of the coronavirus
disease 2019 (COVID-19) to the Philippines. Phase 1 (Survival) focuses primarily
on health efforts to curb the effects of the virus; Phase 2 (Transitional) focuses on
rebuilding consumer and business confidence; and Phase 3 (Structural) will involve
the resumption of a "new normal" state of economic activity which is better prepared
for another possible pandemic. (see Annex J)

Based on one of the references provided by the Inter-Agency Task Force on


Emerging Infectious Diseases (IATF-EID), the following will be the possible
Philippine Quarantine Restriction Phases, foreseeing October 1 as the start of the
―New Normal‖:

There is no imminent vaccine to be developed and deployed in the foreseeable


future, TESDA and its workforce will be living, working and operating with the
COVID-19 environment.

This is the current and emerging situation in the country that would merit
consideration in the crafting of this Operation Plan.

II. MISSION AND OBJECTIVES

MISSION

For the agency to contribute to the nation‘s food, health and job security, and
be able to adapt to a ―new normal‖ state in carrying out its mandate of providing skills
to Filipinos and a job and livelihood after.

OBJECTIVES

With the need to adapt to the ―new normal‖ where the practice of physical/social
distancing is essential, the agency needs to come up with relevant policies and
programs to help society adjust to the new normal.

These policies should be agile and flexible as we are now living in a VUCA
world (Volatile, Uncertain, Complex and Ambiguous).

The following considerations shall guide the implementation of ―OPLAN


COVID‖:

▪ Provide support in ensuring food security, availability and affordability by


capacitating communities to become food production sites;
▪ Provide support to communities to build their capacities in preventing and
suppressing further transmission of COVID-19 virus, and in responding to
other health concerns;
▪ Address the needs of the disadvantaged, vulnerable sectors by providing the
necessary sectoral basic services, in which the actions of the government
are sector sensitive as to their sectoral needs;
▪ Maintain the economic stability in each region by capacitating MSMEs;
▪ Assure industries with ready quality workforce by producing competent and
work-ready individuals;
▪ Devise innovative means of implementing TVET programs and services and
consider the value-chain approach in such;
▪ Ensure that all TESDA personnel are trained to work and adapt in this
COVID-19 environment; and
▪ Assure continuity of the agency's mandate and achievement of targets by
the end of the year.

The OPLAN objectives shall be aligned with TESDA‘s major mandate in as


follows:

▪ Ensure more relevant and responsive TESD Plans and Policies under the
―new normal‖;
▪ Develop innovative and flexible TESDA Regulatory Programs that are
adapted to the new environment and changing needs of the TVET sector;
▪ Design and implement innovative and accessible TESD Programs that meet
the needs and requirements of target clientele and partners; and
▪ Strengthen institutional capacity of TESDA as an agency to be responsive
and adaptable to all forms of crisis.

III. EXECUTION

To ensure that the agency will achieve the mission and objectives of this
OPLAN and be able to adapt to the new normal, courses of action by all operating
units are detailed below. Implementation Plans (IMPLAN) per phase (see Annex M)
shall be prepared by each OPR identified to provide further details on how the
OPLAN will be operationalized.

A. PHASE I (SURVIVAL)

Phase I provides the immediate response of the TESDA during the pandemic,
in reference with the directives of the President. Policies and guidelines were issued
as adopted from the national government‘s measures on the management of
COVID-19, in which inputs were regularly submitted to the Cabinet Secretary.
Planning guidelines for the priorities, targets and training costs shall be amended
accordingly.

Flexible and dynamic approaches shall be adopted in the TESD regulatory
programs, utilizing ICT or online modes in the processing of applications, inspection,
validation, authentication, verification and issuance of certifications and compliance
audit.

Multi-dimensional/cross sectoral program packages in agriculture shall be


developed which can be delivered in the communities using the family farms or
barangay lots as laboratories. Aside from agricultural production, families can go
into other businesses in livestock while waiting for harvest season. Program
registration for barangay level laboratories or ―family-enterprise approach‖ shall also
be developed.

TESDA programs shall focus on strengthening collaborations with concerned


government agencies, LGUs, and other stakeholders. Partnerships in support of the
Bayanihan Act shall be pursued along with the development of Enterprise-Based
Training Guidelines compliant to COVID-19 precautionary measures. TESDA
through training-cum-production was able to produce, and will continue to produce,
PPEs (e.g. face masks, face shields, protective body suits, goggles, hand sanitizer
and surface disinfectants) and baked products/snacks (eg. cupcakes, muffins,
cookies) and other agri farm produce (eg. eggs, and vegetables) for the frontliners
LGUs, hospitals and other government agencies in support of the bayanihan
initiatives.

The ICT-based methodology and innovative programs in the conduct of training


were strengthened. The use of TESDA Online Program (TOP) was promoted
through the TESDA website and social media platforms, as an alternative learning
system during the Enhanced Community Quarantine (ECQ) period. COVID-19
related E-Learning materials, such as instructional videos on how to make washable
face masks, were developed. Language skills training programs through online
conferencing and communication tools, such as webinars, shall also be
implemented.

Prototypes of medical gadgets shall also be developed by TTIs as part of their


technology research. For the Skills Competition, TESDA shall utilize ICT-based
interactive coaching materials and monitoring system on skills and knowledge
components of the identified trade areas for the competition as it was suspended
temporarily.

Conduct of training for learning facilitators in online / blended training mode,


―learning by experience‖, shall be implemented. An inventory of TTIs that can
implement training programs on health-related qualifications shall also be facilitated.

Internally, TESDA implemented alternative work arrangements, followed DOH


prescribed precautionary measures such as disinfecting TESDA buildings and
common areas on a daily basis and distribution of facemasks to TESDA skeletal
workforce and front liners. Crisis Management Team shall be created as well as the
development of an Employee Welfare Plan.

TESDA Budget shall also be realigned in which special funds for COVID-19
response were allocated in support of the Bayahinan to Heal as One Act. A total of
2.103B unused scholarship program funds were earmarked for the Office of the
President in support of the Social Amelioration Program. internally, TESDA is looking
at upgrading ICT capacity and operations on online programs by acquiring

technology tools for video conferencing, better telecom systems which cover
COROPOTI, and other collaborative and monitoring systems.

B. PHASE II (TRANSITIONAL)

Phase II, or the transition period, provides for the TESDA‘s action plans,
programs and activities during the modified community quarantine. TESDA policies
shall be realigned accordingly to COVID-19 related issuances and shall continue to
develop and formulate TVET ICT-enabled learning policies and
procedures/guidelines (synchronous, asynchronous, online, blended, mobile).

Regulation-wise, TESDA shall continue to develop and update Training


Regulations or Competency Standards in the areas of agri-fisheries, agri-
mechanization, agri-business, agro-industrial, emergency medical services,
paramedical courses/programs and other health-related programs. New approaches
in the delivery of assessment methodology shall also be developed/adopted.
Guidelines in the conduct of compliance audits using new approaches shall continue
to be developed.

Moratorium on the collection of fees for program registration, accreditation,


renewal of certificates, certification, authentication and verification shall be
considered.

New modes of Online Program Registration shall be implemented through the
adoption of online program registration in the conduct of orientation, submission of
requirements by TVIs; conduct of inspection using online conferencing and other
communication tools. eSignatures on PDF documents shall be allowed and eCopy of
the CTPR shall be sent through email of the TVI, from the official email of the
TESDA Regional Office. Online conduct of validation by the External Validators for
the STAR Program shall also be implemented.

The conduct of assessment shall be suspended until such time that


technology-based conduct of assessment has been developed or adopted/adapted.
During the transition period Portfolio Assessment shall be adopted along with
Industry-based certification and technology-based assessment tools. E-copy of
NC/COC for new and renewal requests shall be issued by the Provincial Offices
directly to the certified persons using their official tesda.gov.ph addresses. No
certificates shall be issued to the Assessment Centers. The P50.00 fee for the
issuance of the NC / CoC is waived, and shall be charged upon claiming the original
copy only at the Provincial Office.

TESD programs shall focus on community development or capacitating


communities, especially IP communities and conflict-affected areas. Establishment
of mini organic farms as family enterprise shall be given due importance for food
sustainability and additional source of income. Enterprise-based Training (EBT)
Models shall also be developed and implemented along with project proposals for
programs with no promulgated training regulations, for just-in-time intervention.

The implementation of EO 70 and skills training program for Special Clients


shall continue with the implementation of the plan and programs re-assessed and
restructured accordingly. The training programs shall also be designed to be sector
sensitive in consideration of sectoral needs, culture and rights, with psycho-social
elements to be incorporated as part of the ―new normal‖. The implementation of the
TESDA Mobile Training Laboratory (MTL) shall be expanded to serve far-flung
areas. The CTECs shall also be strengthened as a TVET infrastructure at the
municipal and provincial level.

Basic competency on occupational health and safety shall incorporate more


health-related modules. Scholarship training programs on Bio Safety, and Bio
Hazard Handling and Disposal in partnership with competent agencies or institutions
such as DOH-RITM, UP NIH and DENR shall also be developed.

Ladderized Education for Health Workers shall also be implemented through


the development of the ladderized curriculum for health workers and
operationalization of the credit transfer system. Training Programs for Health
workers shall be implemented and expanded in partnership with DILG on the
conduct of training for barangay healthcare workers.

The scholarship funds and its program implementation shall be re-aligned and
re-positioned to address the more pressing training interventions needed by the
communities to jump-start and activate the industry sectors and workers heavily
affected by the COVID crisis.

A stimulus training package will be prioritized with funding coming from the
existing scholarship funds. The program intends to assist the heavily affected micro
to small enterprises which shall be implemented through Enterprise-Based Training.
The target industries shall be from the hardest hit sectors by the COVID-19

pandemic which include agriculture, tourism, manufacturing, wholesale; retail, and
automotive; and transport sectors.

The program also targets the adversely affected workers in the informal
sector- independent, self-employed small-scale producers and distributors of goods
and services in the Philippines. Aside from the free training, national competency
assessment and training support fund, a post training assistance can be provided
including the tool kits or equipment if necessary. Tool kits can be purchased
whatever is available in the community to also help the retailing business in the
community.

Proper selection of beneficiaries is critical for the success of the program. It


has to be jointly implemented with DTI, DOLE, DSWD, LGUs and other concerned
agencies to identify shops and informal sector/workers mostly in need and ready for
participation in the program to create more impact. On the other hand, more than
30,000 on-board scholars which have started their training before the ECQ have to
be given other options for more flexible training arrangements.

The new normal protocols require that alternative and more flexible training
delivery be adopted and advocated. The best alternative is the digital and online
training courses which are available in TESDA Online Program (TOP). Other open
source learning systems can also be used so that these on-board scholars can
continue their training and learning at home while most of the communities will still
be in ECQ and classes not yet resumed. The participating institutions (those with
approved QMs) should be able to facilitate this new learning scheme by allowing
their trainers to do coaching and mentoring via online or telecommunication.

The change in how training and learning will be delivered under the new
protocols would require other support system - recognition of prior learning through
submission of work and training portfolio, online assessment, trainers capability to
use multi-media and other interactive and online solutions in its training delivery,
other ICT-related investments for the training providers and institutions including
good internet connections, computer laboratory with webinar and other interactive
tools.

In support to operations, Information Technology (IT) infrastructure both


hardware and software shall be enhanced and further developed. This includes
development of TOP-Learning Management System to easily track learner progress
and performance. Courses from other institutions offering online/blended programs
shall also be developed and encouraged for registration. Procurement of online
courses/learning materials to add more courses in the TESDA Online Program shall
also be considered.

The Crisis Management Plan shall be deployed and precautionary measures


on further spread of COVID-19 shall be implemented, in which safety measures on
the ―new normal‖ work environment shall be issued and monitored.

C. PHASE III (STRUCTURAL)

Phase III covering the period 2021 to 2022 provides for the regular
implementation of all programs under the ―new normal‖ condition where alternative
modalities in the delivery and implementation of programs and projects will be
adopted. Plans and programs, particularly the National TESD Plan and the TESDA
Corporate Plan, will have to be aligned with the over-all plan of the government
considering the socio-economic impact of the COVID-19 pandemic and other
possible crisis. Additional programs may be developed and implemented in line with
the new circumstances.

Policy issuances, researches, including technology researches, aligned with


the ―new normal‖ condition such as strengthened SNA model /Workforce Skills
Survey and new forms of data collection/analysis for research (data mining,
scraping). TVET related inputs under ―new normal‖ condition shall continue to be
provided in the national and international policies. TVET ICT-enabled learning
policies and procedures/guidelines shall continue to be developed as well as
development of policies on private sector accreditation/certification. Policies on
sustainable financing for TVET, funding for Lifelong Learning via levy, employment
insurance fund are also included.

In line with the ―new normal‖ condition, the NTESDP, R/PTESDC plans and
other sector-specific Action Plans shall be reviewed and updated. All other policy
programs such as TVET and Industry Fora TESDC Committees Regional/Provincial
Skills Priorities and all other International Cooperation shall continue to be conducted
under the ―new normal‖ conditions.

. The President should be given special powers to expedite Build, Build, Build
projects. Revving infrastructure projects is always an important aspect of the Build
Build Build program as this will be a major bounce back mechanism post-COVID 19.

Regulatory Programs shall continue under the new normal conditions and the
whole-of-nation approach to focus on the TRs/CS development along with 4IR
curriculum/programs for both trainers and learners (including cross-sector curricula).
The Construction sector should also be given priority as the Build, Build, Build
program is projected to bring the country with positive returns and will be a major
bounce back mechanism post-COVID 19. Further, health and education
investments should be given utmost priority.

The diploma-level programs under PQF shall be developed using blended-
modality. In line with Phase II, program registration, accreditation, assessment and
certification and Compliance Audit shall continue to develop and expand ICT
mechanisms and online platforms.

TESD Programs shall develop and deploy new online programs with the TTIs
institutionalizing blended learning platform. CBT shall be re-designed for multi-
stakeholder partnerships and establish value chain principle. As the country is
recovering from the pandemic and more areas or communities are cleared from the
COVID-19 infection, E.O. 70 implementation will be expanded to reach the target
communities as provided by the NTF-ELCAC. Utilization of combined training
modality will be used and the provision of ICT will be capitalized. Agri-based training
shall be prioritized to attain food security and to develop sustainable and resilient
communities. Revving infrastructure projects shall be part of the TESD programs as
this will be a major bounce back mechanism post-COVID 19. A Lifelong Learning
(LLL/Skills PH) Card System for all scholars shall be developed for funding support
arrangements.

In support of job security, 911TESDA platform content, scope, and capabilities


(e.g. job postings, TVI online/offline course offerings, news) shall be expanded for
job facilitation. Trainers development shall continue to be part of the new normal
conditions.

In support to operations, Quality Management System on tracking and


monitoring of TVET delivery shall continue to be enhanced. Personnel shall also be
capacitated in online communication and collaboration applications. Management
Information Systems (MIS), Information systems (Executive Decision Systems
(ESS), Decision Support Systems (DSS), Transaction Processing Systems (TPS),
Online collaboration, knowledge management information and Knowledge
Management and CRM platform shall continue to be enhanced, developed, and
deployed for partners, clients relations management under the Information and
Knowledge Management. The drafted 3-year Information Systems Strategic Plan
(ISSP) under the Medium-Term Information and Communications Technology
Harmonization Initiative (MITHI) project shall also be reviewed, re-aligned and
upgraded given the ―new normal‖ business requirements of the agency.

Other general administration and support services such as implementation of


the Crisis Management Plan, organizational development through the conduct of
organizational diagnosis as well as training on Remote Working System for health-
risk vulnerable employees (60+, pregnant, with chronic health concerns), shall be
implemented under Phase III.
