1.0 PURPOSE

The purpose of this series of substation design standards (TES-P-103) is to establish general
guidelines, parameters and design information for the sizing, selection and installation
scheme design for Batteries, Battery Chargers, Uninterruptible Power Supply (UPS)
Systems and Communication DC Power Systems intended to be used in the electrical
system of Saudi Electricity Company (SEC), Saudi Arabia.

It is understood that SEC engineers, consultants and contractors working for substation
projects will follow these guidelines.

2.0 SCOPE

2.1 This standard:

• Intends to minimize the frequent references by the SEC engineers to various


international codes, standards, other texts and technical papers and furnishes the
minimum needed information at one place for particular use in SEC network.

• Does not intend to replace the International, national or other reference


documents.

• Does not specify the material standard specifications for various material and
equipment, which are covered separately under SEC Transmission Materials
Standard Specifications (TMSS).

• Assumes that the material and equipment used in the substation meet the
requirements specified in the TMSS.

• Does not cover the construction requirements which are covered under SEC
Transmission Construction Standards (TCS).

2.2 TES-P-103.02 -Storage Battery Selection and Capacity Determination

a. This Engineering Standard establishes general guidelines, parameters and


design criterion for the selection and sizing of lead acid and Nickel Cadmium
storage batteries.

b. The text includes methods for defining loads and factors, relating to cell
selection to ensure adequate battery capacity for specific applications.

Objectives of this standard are

a. To define the DC System parameters adopted for SEC substations and


thereby defining the number of cells to be connected in series to
achieve the specified values of DC voltage.

b. To provide a general guideline to cell selection and application.

c. To illustrate the cell sizing and design criterion based on IEEE 485
which would help the user to determine the capacity of the battery to
be provided for the specific application.

2.3 TES-P-103.03-Battery Charger Sizing

This Engineering Standard Establishes criteria and defines factors for sizing battery
chargers intended to be used with stationary type batteries for substation and UPS
applications.

Objectives of this standard are:

To establish the criterion of selecting the correct rating of the battery charger
for substation type Lead Acid and Nickel Cadmium storage batteries and also
provide the method of determining the rating of the rectifier for UPS
applications based on inverter continuous load requirement and battery
charging current requirement.

2.4 TES-P-103.04 - Storage Battery Installation

This standard outlines the general requirements of indoor installation of lead acid
and Nickel Cadmium Stationary batteries for the following applications

a. Batteries for Substations and Control Buildings.

b. Batteries for UPS Systems.

c. Batteries for communication systems in office buildings, power plants and


substations.

d. This standard shall also be applicable for replacement of existing batteries by


new batteries .The requirements of installation shall be thoroughly checked
and complied with, especially when the type and size of replacement battery
is different from the existing ones.

e. This standard does not apply to the batteries for the following

i. Ni-Cad (Nickel- Cadmium) batteries which are being used for solar
applications.

ii. Motive power vehicle batteries.

iii. Batteries installed outdoors for photovoltaic arrays.

iv. Batteries for engine cranking of engine-generator sets or any other


specific /special applications.

Objectives of this standard are

a. To enumerate safety guidelines for storage, handling and installation


of substation type storage batteries including the use of protective
equipment for the same.

b. To illustrate the Installation Design Criterion for substation battery


bank.

c. To provide stepwise detailed guidelines on handling, storage and


installation - starting from unpacking to assembly and also on site
testing, operation & maintenance.

2.5 TES-P-103.05 - Uninterruptible Power System

This Transmission Engineering Standard defines the technical requirements for


Uninterruptible Power Supply (UPS) Systems to supply power to computers, on-line
data processors, process controllers and other critical loads used in SEC to prevent
costly interruptions of the systems. UPS shall provide continuous power with
minimum irregularities to a critical load and for a definite period of time if external
power sources are interrupted.

Objectives of this standard are

a. To define the general technical requirement of UPS system and its


subcomponents e.g. invertors, static switches, battery, bypass
transformer etc for specific applications in SEC transmission
substations.

b. To illustrate guidelines on UPS sizing, Input Power requirements and


Branch Circuit Protection.

2.6 TES-P-103.06 - Communication DC Power System

This standard covers the design requirements for (-) 48 V (Positive Ground),
Telecommunication grade, DC Power Systems supporting Fiber Optics equipment ,
PABX and radio equipment in SEC substations .

Objectives of this standard are

a. To establish the configuration and component wise requirement of


DC power system required for fiber optic, PABX systems and radio
communication equipment.

b. To describe the system requirements such as cable interconnection


and grounding.

c. To illustrate specific application requirements by typical schematic


block diagrams.

3.0 APPLICABLE CODES AND STANDARDS

Applicable codes and standards have been indicated in the respective standards (TES-P-
103.02 through 103.06). Items not specifically covered therein shall be in accordance with
the latest revision/amendment of the relevant industry codes and standard.

4.0 ORDER OF PRECEDENCE AND DEVIATIONS

4.1 Order of Precedence

In case of any conflict between various documents and standards or specifications, the
order of precedence shall be as follows:

4.1.1 The scope of Work and Technical Specifications (SOW/TS) of the respective
project.

4.1.2 SEC Transmission Material Standard Specifications (TMSS).

4.1.3 If there is any conflict between different standards of TES-P.103, the


applicable standard will have precedence over the other standards.

4.1.4 Other applicable SEC Transmission Engineering Standards (TES).

4.1.5 Applicable Industry Codes and Standards.

4.2 Deviations

4.2.1 The design engineer who prepares the SOW/TS for any project is responsible
to obtain an appropriate waiver from the Transmission Standards and
Specifications Department for any specific deviation from one of these
Transmission Engineering Standards (TES-P-103). The waiver shall be taken
for over specification as well as under specification.

4.2.2 In case of any deviations from these Transmission Engineering Standards


(TES-P-103) during base design and detailed design of any substation
project, it is the responsibility of the engineer preparing / reviewing the base
design or detailed design to obtain appropriate waiver from Transmission
Standards and Specifications Department, through concerned SEC
departments/ division, before finalizing the design.

4.2.3 Any cases of conflicts or deviations which cannot be resolved shall be


referred to Vice President, Transmission Engineering and Projects who will
be the final authority for decision in such case.
