RE: NARRATIVE REPORT ON OUR ON-THE-JOB TRAINING IN
THE PHILLIPINE NATIONAL POLICE (PNP)

The Philippine National Police (PNP) is the primary law enforcement agency of
the country, which is national in scope and civilian in character. The passage into law on
December 13, 1990 of Republic act NO. 6975 entitled "An act establishing the Philippine
National Police under a recognized department of the Interior and Local Government and
other purposes" ended the existence of the Philippine Constabulary and the Integrated
National Police and gave way to the creation of the Philippine National Police, now
known as the country's Police force that is national in scope and civilian in character. It is
administered and controlled by the National Police Commission.

With the affectivity of Republic Act No. 8551, otherwise known as the
"Philippine National Police Reform and Organized Act of 1998", the PNP was
envisioned to be a community and service oriented agency. As amended by law, the PNP
activated create the Internal Affairs Service (IAS) on a national scope on June 1, 1999. Is
an Organization within the structure of the PNP and one of its tasks is to help the Chief
PNP institute reforms to improve the image of the police force through assessment,
analysis and evaluation of the character and behaviour of the PNP personnel.

Philippine National Police (PNP), is the first agency where we rendered our On-
the-Job Training (OJT). My OJT in this agency was very interesting and memorable,
because we’ve personally witnessed how the personnel of Bais City Police Station
operates with their regular duties such as patrolling and coordination with the public
regarding problem solving and cooperation with them. Through the help of community
the PNP may have a direct access which would help them making their job or duty
successful.

October 28, 2019 is the another day of my On the Job Training and I was
assigned to the Philippine National Police (PNP). I was arrived at the meeting place at
exactly 6:30 am in the morning. We decided to go inside the police station. And we
started our formation around 7:00 am in the morning for log in and dismissed at 11:00
am. SPO4 Jainar (Traffic PNCO) we divided into three groups, he give the task of first
group at designated area at Marina Building to observed the traffic rules. And the second
group well assigned to observed the check point operation. And the third group was
assigned at complainant desk. At around 11:00 am we proceed to the police station had a
formation and signed out the logbook.

PLTCOL Marcial Leona Yanguas called us and explain the rules we need to
follow such us wearing helmet while driving the motorcycle. Then he assigned us where
we about to observe. Together my five budies we assigned in Police Community Affair
(PCA). PSSg Abueva Antonio V. II explain us what the function of PCA and what it is
all about. Then he shared to us about his experiences in life. PMSg Edzilfroy A. Laxina
called our attention while he was discussing all about their campaign Kabataan Kontra
Droga at Terorismo (KKDAT). After a while, we had our picture taking together with
PMSg Edzilfroy A. Laxina for documentation. Then PSMS Marlou V. Ragay called our
attention and shared us what is the nature of being a police and how to become a police
officer someday and told us to go to in different section inside the police station to
observed.

PO1 ABUYABOR call us to enter the intelligence office. He shared with his
experienced during his college days until he applied to PNP, he also gave us some
insights on how to pass the board exam. I was able to associate myself with the real
professionals and it is overwhelming feeling for us to get involved in some of their
activities outside the station. It is an accomplishment spending time and effort in the
station because we learned a lot from our mentors and I know that we can apply this
learning’s in the days to come. This experience increased my commitment, competence
and compassion as a criminology student who is soon to be part of the society outside as
a working professional in GOD’s will and grace.

I would like to express my profound gratitude to the agency, Philippine


National Police (PNP) for accommodating us during our OJT days. Even we end our OJT
program to the said agency, but the knowledge and values that I acquired and learned
during our OJT days will always be cherished and remembered.
