AUTOMATED VOTING IN THE GSCSR ELECTIONS


THROUGH GOOGLE FORMS: A CASE STUDY

I. INTRODUCTION
Local school student republic plays as vital role in shaping the
direction of this country’s education reform. And thus, the existence
of the Guimaras State College Student Republic.

This year’s GSCSR elections are a heated one than the previous
elections for the reason that four (4) aspiring candidates ran for the
position of president and vice president, respectively. Thirty-one(31)
aspirants for senator, five(5) for the position of congressman/
congresswoman coming from the Salvador Campus, Mosqueda and
Baterna Annexes respectively and several aspirants for the position of
Governors and Boards. Though the election is school-based, the board
of electoral committee would still receive several complaints such as
lack of election precincts due to the limited number of classrooms,
poor, unsecured casting of votes due to lack of election watchers
available and the alleged tampering of votes which results to electoral
sabotage.

This case study primarily focuses on the transition from the


manual to electronic elections as well as the experience and
procedures of the current election systems that triggers several
complaints regarding the school election in this year 2020. Thus, this
study must serve as a gateway to electronic and automated election
for the latter years of the GSCSR election.
II. LITERATURE REVIEW
In this paper, author determined whether electronic voting can
simultaneously transparent; protect secrecy, accessible and resistant to
intimidation and fraud. He considers different types of E-voting
ranging from direct recording electronic voting systems to remote
internet voting. He showed that there are major contradictions
between the constraints of democratic elections and the possibilities
offered by computers. Author’s analysis demonstrates that traditional
voting system which use no electronic counting systems compare
favorably to electronic voting systems when transparency is taken into
account, transparency being a crucial factor in creating voter’s
confidence in the voting system and in consequence, inthat of the
elected representatives legitimacy. (E. Chantal (2008)).

In this patent, the inventor has given a method for conducting an


election among a plurality of voters including the steps of : providing
each voter with a ballot having at least one unique identifying symbol:
publishing a record for each voting selection; validating the published
record: tabulating the voting selections: and certifying voting
selections. (K. David (2004)).

The authors proposed new electronic voting in which a voter has


to just log on the computer with an internet connection. Also, this
voting requires an access code for the e-voting through the advance
reports of a voter. The reduce this disadvantages, the author suggest a
process in which a voter, who has a wireless certificate issued in
advance uses its own mobile phone for an e-voting without the
unique registration for a vote. In this paper, a pooling scheme by
means of mobile technology is resented as most fundamental
application of GSM based personal response system, which allows a
voter to cast his vote in simple and convenient way without the limit
of time and location by integrating voting method with the GSM
infrastructure. (P. Atiya et al.(2013))
III. METHOD

Simplifying both on the law and on the procedures for the sake
of presentation, electronic voting in GSC should happen as follows:

1. Identification, assignation of each sections to their respective


clustered precincts – Each sections represented by their mayors
should be assigned to their respective clustered precincts flashed on
the screen.

2. Casting a Vote – Through Google Forms, the student could cast a


vote using his/her Gmail account with the school’s common domain
(@gsc.edu.ph). And since the ballots from different departments
varies with each other, the electoral committee should intend to make
various forms for every departments, provided that the precincts have
already accessed the link for the appropriate form for a certain
department, and automatically record the email address of each voter
and limit votes to one per person, guaranteeing a fair election.

3. Counting – Since it’s in Google Forms, after submitting the form,


it goes to the main server (which is in the Committee’s Office) to
gather all the casted votes for tallying.

4. Printing and Transmission of the Results – When all the forms


have been tabulated, the results are transcribed in various paper
documents and transmitted to the offices responsible at aggregating
all the data.

5. Sum and Proclamation of elected Representatives – All the


printed documents have already been counted and seats assigned
according to the algorithms defined by the school law. The data then
made available to the general public through posting.
IV. DISCUSSION
In this section, we will illustrate the electronic voting system’s
activity which regards one activity performed after the elections are
finished, namely counting the votes. The case study shows how
alternative and improved election system are modeled then evaluated
and validated each data it receives with respect to the algorithm of
how the election must be done.

For the reasons of system availability, a number of alternatives


should be considered. Namely, the lack of available computer units in
the institution might trigger the delay of the transmission of votes. But
since Google Forms have a flexible platform and can be used in any
devices, the mobile voting makes its way to dramatically improve the
transmission of votes, given the given the allotted amount of time to
vote.

V. CONCLUSION
In this paper, I have presented an alternative approach using the
electronic voting system. The integration exploits complementary
features of the said system and allows maintaining both the
operational view of the voting procedures and a visual approach in
transparency of the data gathered.

If implemented, the system would provide a wide-range of


innovation towards the pursuance of the Guimaras State College to its
universityhood. With the data being secured, complaints such as
sabotage would diminish as the data security and validity are being
observed.
