1. PURPOSE
This procedure establishes the minimum requirements for the lockout and tag out of energy isolating
devices. It shall be used to ensure that the machines or equipment are isolated from electrical
energy, and locked out and tagged out before employees perform any servicing, pre-commissioning
or maintenance activities
2. SCOPE
All relevant local Electrical Regulatory Requirements shall be incorporated and adhered to
throughout the application of this procedure. This procedure shall apply during any component pre-
commissioning phase. Application of the procedure shall be applicable to SECL personnel and shall
apply, as a minimum, to all Subcontractor personnel. Each affected employee and other employees
whose work operations are, or may be in the area shall be instructed in the purpose and use of the
lockout or tag out procedure.

4. RESPONSIBILITY
• CONTRACTOR Electrical Manager and SUBCONTRACTOR Site Managers are responsible for
seeing that the lockout / tag out procedure are established and implemented.
• CONTRACTOR and SUBCONTRACTOR supervisory and field employee staff is responsible for
adhering to this procedure
5. DEFINITIONS
Affected Person
• A person or persons who will directly work on an energised or de-energised system.
Authorized Person
• A person who is accountable for other personnel covered by a specific permit request, which
he/she signs. The Authorised Person for this procedure application applies primarily to
Subcontractor Supervision.
Equipment Owner
• Any party including CONTRACTOR that has accepted equipment from CONTRACTOR for the
function of work activity under this procedure.
Electrical Manager
• A person who is responsible for the overall development, implementation and execution
management of the procedure.
Chargeman
• Authorized person under local Regulatory Requirements for the purposes of energizing or de-
energizing an electrical system.
Lockout Device
• A device that utilizes a positive means such as a lock, to hold an energy isolating device in the safe
position and prevent the energizing of a machine or equipment.
• Lock shall be color-marked white for CONTRACTOR identification. All locks shall be of the same
size and shape. Locks shall be sequentially numbered without the numbers being repeated with (1)
one corresponding key. All locks shall keyed separately.
Tagout
• The placement of a tagout device on an energy isolating device, in accordance with this established
procedure, to indicate that the energy isolating device and the equipment being controlled may not
be operated until the tagout device is removed.
Tagout Device
• A prominent warning device, such as a danger tag and a means of attachment, securely fastened
to an energy-isolating device in accordance with this established procedure. Tag indicates that the
energy-isolating device and the equipment being controlled may not be operated until the tagout
device is removed.
• For our purpose this shall mean a “Danger Do Not Operate” tag attached to the lockout device or
energy isolating device by means of a non-releasable, self-locking nylon cable tie.
• Tags shall be common to the energy lockout/tagout system and shall be of the same print, format,
and material and capable of being dated and signed by the installer. Tags shall be capable of
withstanding the environment to which they are exposed for the maximum period of time that
exposure is expected.
Wiring Disconnect
• Physical separation between electrical wires and the energy source they are normally connected to.
Lock Box
• A locked container under the control of the Primary Authorised Person that shall contain all keys for
the lockout procedure.
Work Request
• Request submitted by Authorized Person to the Primary Authorized Person for work activity
involving a lockout/tagout situation.
Equipment
• Includes items such as electrical substation components, (switch gear, bus bars, MCC panels,
transformer areas, lighting panels, secondary systems, distribution panels), and any other items
that have an electrical energy source.
6. PROCEDURE REQUIREMENTS
The following requirements shall incorporate all aspects of the SECL Lockout-Tagout procedure.
Equipment Owner shall make a survey to locate and identify all isolating devices to be certain which
Switch(s), or other electrical energy isolating devices apply to the equipment to be locked and
tagged out.
• Authorized Person reviews “Energized Tag” locations with Primary Authorized Person and
Electrical Supervisor.
• Affected Person/s shall review the tag locations along with Authorized Person and apply
designated “Energized Tag” at all designated locations.
• Applied tags shall be listed in the Energy Isolation Logbook separately by Primary
Authorized Person
• Authorized Person briefs related person and others on energization schedule.
• Authorized Chargeman shall energies system.
• Electrical Supervisor and Primary Authorized Person shall review all areas energized
immediately after energization for non-conformance of equipment or system.
Primary Authorized Person shall use individual key assigned to each lock.
CONTRACTOR locks and keys shall remain under the full care and custody of the Primary
Authorized Person.
• The person whose lockout / tagout device is removed in their absence shall be informed
by their listed superior of the action prior to the employee’s return to the effected work
area.
8. TRAINING REQUIREMENTS
Initial training will be provided at the level required for the expected task to be performed to enable
employees to understand the purpose and use of the Energy Lockout/Tagout Procedure.
