ii. Mandate
The Department of Education was established through the Education Decree of 1863 as the
Superior Commission of Primary Instruction under a Chairman. The Education agency underwent many
reorganization efforts in the 20th century in order to better define its purpose vis a vis the changing
administrations and charters. The present day Department of Education was eventually mandated
through Republic Act 9155, otherwise known as the Governance of Basic Education act of 2001 which
establishes the mandate of this agency.
The Department of Education (DepEd) formulates, implements, and coordinates policies, plans,
programs and projects in the areas of formal and non-formal basic education. It supervises all
elementary and secondary education institutions, including alternative learning systems, both public and
private; and provides for the establishment and maintenance of a complete, adequate, and integrated
system of basic education relevant to the goals of national development.
Annual accomplishment marks the culmination of school’s performance. This determines tasks
done and those that are left undone. Further, it provides us an opportunity to see and to exert future
actions. Likewise, it determines the extent the school has addressed based on its mandate, that is, to
provide quality education for all.
Community Vocational High School, as an institution, has provided its learners the competence
and life skills in order to harness them in battling life’s challenges through the provision of teaching and
learning materials, supplies, tools and equipment to achieve significant and eminent results.
This milestone has lead our school to traverse farther destinations with its vivid vision to be of
service to learners from its neighboring areas and even beyond. With the available and unforeseen
opportunities, CVHS, through its teaching force use and grab them all towards success, achievement and
realizations of its goals.

I. Introduction
Undeniably, that the fruit of travail is sweeter when community works hand in hand as they defy
the continuous challenge of the uncontrollable development in field of education. For the past days and
months, teachers and students of Community Vocational High School were pre-occupied in participating
and hosting varied seminars and trainings, programs, projects, and activities in division, regional, and
even in national level that adhere to the mentioned development. The entire activities and labor had
been carefully planned, implemented and materialized. And so, it was depicted from these that the
collaboration and teamwork of CVHsians could become visible and possible when it was needed more
significantly in those trying times. Those are existing proofs that this institution is on its right track in
complying with DepEd’s vision and mission of nurturing and producing life-long learners.
On the other hand, when it comes to the improvements the school could also not be settled
with what they already have for the needs of its learners. The highlighted improvements of the school
were: the construction of the SHS buildings on the acquired lot in Bayanan II which was already
completed in this school year to accommodate the Senior High School students; and the concreting of
school grounds. The other focused effort was the catered nationwide activities that involve completion
and graduation ceremony, reading and submitting of school forms, enrolment, and Brigada Eskwela.
Furthermore, CVHS fortitude is not only visible on some programs but also evident on the
various school-based, division and regional competitions such as Division Festival of Talents, CDSPC,
RSPC and more.
A curriculum year with sense of strength and courage in converting challenges into
opportunities is bound to come to an end.
This 2019 Annual Report highlights the performance and accomplishments of Community
Vocational High School that reflect all the efforts and initiatives to ensure competence, efficiency and
effectiveness in providing quality education and continuous educational leadership.
