1. EXECUTIVE SUMMARY  

The purpose of this feasibility report was to address ICT’s facilities problem. This report
offered three solutions to this problem such as update the version software of ICT, give free
software to all student that involved in ICT and provide staff training to overcome any
problems related to ICT facilities in the future. This report also will provide
recommendations. The report will recommend the first and third solutions as the best choice.
The second solution is the least choice. 

2. INTRODUCTION 

Information and Communication technology provides several facilities and possibilities for
educational administrators to do their task. ICT also affected the educational process with use
computer and internet more than the previous educational technologies. ICT is vital for social
life, business and economy, to meet the demands of modern information society, and for the
progress of education. Integration of ICT in higher education facilitates both instructional and
learning processes. The report will include the economic, structural and operational
feasibility of three solutions update the version software of ICT, give free software to all
student that involved in ICT and provide staff training to overcome any problems related to
ICT facilities in the future. The research of online journals and the on-site investigation has
resulted in useful recommendations the company can implement. 

3. BACKGROUND  

The background of this study is related to issues that occur within the area of study at UTHM.
Where there are issues related to ICT equipment at this university. An on-site investigation
was conducted to investigate whether problems related to ICT facilities occurred or not in the
area. Interviews with university students found that there were problems with computers that
could not be used. In addition, there are problems with software available on computers that
are not in the latest version. Our investigation also shows a lack of accountability in
university administration where corrupt computer asset management is more likely than not
to work and computers that are functioning are also in bad shape with low levels and not up
to date.

4. PURPOSE 

The purpose of this feasibility report is to address the ICT’s facilities problem and to explore
recommendations to resolve this problems. This report will investigate three possible
solutions to solve this problem.

5. RESEARCH

ICT is a short form for Information Communication Technology and it presents the material
through multiple stimuli such as sounds, images, and movement thus catering the needs of
psychomotor, visual, and affective learners (Haddad & Jurich, 2002). ICT is very familiar to
the educational institution such as schools and university as it offers convenience either to the
students or teachers and lecturers. Therefore, an issues to this facility surely will affects the
process of learning.

Fredriksson and Gajek (2009) in their studies mentioned that Communication and
general administration are the two main areas in which ICT is used in the management of
education institutions. It is evident from the above that administrative activities in a higher
education institution consists of student administration, staff and resources administration,
communication and general administration.

According to Ashish Kumar and Arun Kumar (2005), they pointed out the
importance of Information Technology (IT) as a modern day techno-management tool that
would benefit institutions of higher education in India. Same things goes in University Tun
Hussein Onn Malaysia (UTHM) which all of these advantages that ICT offers is currently
vital for the use of an educational purpose. Therefore, the issue of ICT facilities not working
is vital and surely to be a problem for both teachers and students. In educational process, the
use of ICT is usually significant, as well as being regularly used by both lecturers and
students. If there is any problem occurs related to ICT facility, it surely will affect the process
of learning for students.

Lectures do not usually have much training in the use of ICT as many institution does
not have the funds to finance this. According to the UCU (2015), it was explained that in
February 2015 it was announced that there would be a 24% cut to adult further education,
contributing to the lack of training in ICT.

Furthermore, if the ICT equipment or the software in it does not work properly, it will
then starts to create problems in the classroom, such wasting time and the risk of losing the
engagement with the students especially during the online classes. Therefore, this study was
carried out in order to better understand some of the issues and challenges regarding to ICT
facilities that student and lecturer in UTHM faced when using ICT in teaching and learning
process. By identifying these problems, it is hoped that concrete mitigating steps can be taken
to overcome those issues and challenges. This study will suggests recommendations to
resolve this problems. This report will investigate three possible solutions to solve the
problem of ICT facilities issue in higher education.

6. RECOMMENDATIONS

6.1 TESO Analysis

6.1.1 Solution 1

The first solution is university can supply new computer and ICT’s stuff in order to improve
the ICT facility at the university for students.

Economic Feasibility

This is an expensive solution but can improved and provide the latest and powerful ICT
equipment for student and staff use. The estimate cost of a computer would be in the price
area between RM2500 to RM4000 depending on the equipment and hardware used.

Structural Feasibility

There are no structural impacts for this solution because the computer just simply placed on
the desk in the computer laboratory.

Operational Feasibility

There are no operational impacts for this solution because no operations will be interfere with
the process of converting old computers into new ones. The management also can complete
the work during the weekend.

6.1.2 Solution 2

The second solution is university can provide ICT’s maintenance and services by using new
version of software annually.

Economic Feasibility

This solution is not very expensive. University need to provide ICT’s maintenance and
services to archive better ICT’s facility in university. The estimate cost of the maintenance
and services would be in the price area between RM1000 – RM1500 depending services
performed.

Structural Feasibility

There are no structural impacts for this solution because all the maintenance and services are
done on computer.

Operational Feasibility

There are no operational impacts for this solution. The good maintenance and services are to
make sure the software always updated for new version. It may be a better operation in way
have a good maintenance and services worker. No operation will be interrupted by having a
good worker.

6.1.3 Solution 3

The third solution is university can provide ICT’s training on staff.

Economic Feasibility

This solution is not expensive. University will provide ICT’s training for staff. This solution
is a good investment because staff will gain knowledge and univesity do not need any vendor
for maintenance on computer. Staff will attend workshop for computer maintenance that cost
around RM 100 – RM 500 depends on workshop content.

Structural Feasibility

There are no structural impacts for this solution because staff will get training session.

Operational Feasibility

This solution may interupt the staff workday because staff will attend computer workshop.
However, the workshop is a one-day training so staff will get one day off. This cause will not
effect any schedule.

6.2 Survey

Part 1 : Respondent Information

GENDER

Figure above shows the gender of the respondents that took part in answering the
questionnaire. From 30 respondents, 23 of them are male with percentage of 76.7% and the
rest 8 respondents are female with 26.7%.

FACULTY

The chart below shows 30 respondents from 7 different faculty. The faculty included is 30%
of Faculty of Technical and Vocational Education, 6.7% from Faculty of Civil Engineering
and Built Environment, 46.7% from Faculty of Electrical and Electronic, Faculty of
Technology Management & Business, 10% from Faculty of Mechanical and Manufacturing
Engineering, 3.3% from Faculty of Computer Science and Information Technology and
3.3% from Faculty of Applied Sciences and Technology. The most respondent is from
Faculty of Electrical and Electronic as many as 14 respondents.

YEAR OF STUDY

Figure show the year of study for the respondents that took part in answering the
questionnaire. From 30 respondents, 17 of them are from Year 2 with percentage of 56.7%, 9
of them are from Year 4 with percentage 30% and the rest 4 respondents are from Year 2
with percentage 13.3%.

RACES

The figure shows there are 30 respondents. There also divided into 4 categories that have
Malay, Chinese, Indian and others. The result shows there are all of 30 respondents are
come from Malay races. That mean the result shows 100% respondents are from Malay.

Part 2 : Improving The Ict Problem

1. Do you think UTHM should supply new computer and ICT's stuff in order to improve
the ICT facility at the university for students?

Figure above shows that the result that UTHM should supply new computer and ICT's stuff
in order to improve the ICT facility at the university for students. Based on the bar chart
above, majority respondents which is 14 respondent (46.7%) strongly agree UTHM should
supply new computer and ICT's stuff while 13 respondent (43.3%) agree and the rest 3
respondent (10%) neutral with this question. Mostly respondents are strongly agree that
UTHM should supply new computer and ICT’s stuff in order to improve ICT facility at the
university for student.

2. Renewing the ICT facilities does not require a lot of manpower to carry out.

Figure above show the renewing the ICT facilities does not require a lot of manpower to
carry out. Based on the chart shown, the majority 15 respondent (50%) agree that renewing
the ICT facilities does not require a lot of manpower to carry out and 5 respondent (16.7%)
strongly agree. Meanwhile, there are 7 respondents (23.3%) who choose neutral. After that,
2 respondents (6.7%) and 1 respondent (3.3%) are disagree and strongly disagree with the
statement. Mostly respondents agree that renewing the ICT facilities does not require a lot
of manpower to carry out.

3. Funding and sponsorship can help the university buy new facilities to enhance the
university's ICT facilities.

Figure above shows the statistics of the respondent who agree on funding and sponsorship
help the university buy new facilities. The most respondent choose agree with 17
respondent (56.7%) and 12 respondent (40%) strongly agree with the statement.
Meanwhile, only 1 respondent (3.3%) neutral with funding and sponsorship can help the
university buy new facilities. Mostly respondents agree that funding and sponsorship can
help the university buy new facilities to enhance the university's ICT facilities.

4. Does the ICT’s maintenance and services by using new version of software should be
done in order to achieve better facilities of ICT in UTHM? 

Figure above shows the statistics of the respondents who agree with doing ICT’s
maintenance and services by using new version of software to achieve better facilities of
ICT. 15 respondents (50%) are strongly agree and 13 respondents (43.3%) agree with the
question. Meanwhile, there are 2 respondents (6.7%) choose neutral and 1 respondents
(3.3%) who choose strongly disagree with the question. Based on the chart, most respondents
are strongly agree that the ICT’s maintenance and services by using new version of software
should be done in order to achieve better facilities of ICT in UTHM.

5. New version of software maintenance is very cost-effective to improve the ICT facility at
the university.

Figure shows the result of new version of software maintenance is very cost-effective to
improve the ICT facility at the university. 60% of the respondent are agree on improving the
ICT facilities at the university is cost-effective with new version of software maintenance.
There are 30% of the respondent are strongly agree on this question while 10% of 30
repondent are nuetral.

6. ICT and software maintenance is better than renewing the ICT facilities in terms of cost
and effectiveness.

Figure shows the result for ICT and software maintenance is better than renewing the ICT
facilities in terms of cost and effectiveness. Based on the piechart, there are 43.3% of 30
respondent that agree on ICT and software maintenance is better than renewing the ICT
facilities compared in terms of cost and effectiveness. 36.7% respondent is strongly agree
while the other 20% are neutral.

7. Do you agree that training should be provided to staff and / or students to overcome any
problems related to ICT facilities in the future ?

Figure above shows the result that UTHM should provide a training between staff and
students to improve their knowledge of ICT in the future. Based on the bar chart, majority
students are mostly strongly agree with 14 respondents (46.7%) while 13 respondents
(43.3%) are agree and the rest 3 respondents (10%) neutral with this question about providing
a training.

8. Laboratory staff is responsible to update the application and software system annually to
make sure it is compatible with new version.

Figure above shows the result that laboratory staff is responsible to update the application and
software system annually to make sure it is compatible with new version in the lab. Based on
the bar chart, we can see that the results is majority students are mostly strongly agree with
15 respondents (50%) while the same 15 respondents (50%) are agree and the rest 1
respondents (3.3%) neutral with this question about responsible to update application and
software system in laboratory.

9. Do you think staff training only requires a low costs and it provides long-term
effectiveness.

Figure shows the result on staff training only requires a low costs and it provides long-term
effectiveness. Based on the bar chart above, the majority of the respondents is agree. There
are show 19 respondents (63.3%) are agree that staff training only requires a low costs and
it provides long-term effectiveness. However, there are have 6 respondents (20%) that are
strongly agree and 5 respondents (16.7%) are neutral on staff training only requires a low
costs and it provides long-term effectiveness. The result shows that no one of respondents
are disagree and strongly disagree with the figure shows.

10. Do you think staff training on ICT can be done through collaboration between
universities and industry.

Figure above shows the result on staff training on ICT can be done through collaboration
between universities and industry. Based on the bar chart above, there are shows 17
respondents (56.7%) are agree with staff training on ICT can be done through collaboration
between universities and industry. Which is there are majority agree with that. However,
there are show 10 respondents (33.3%) are strongly agree with staff training on ICT can be
done through collaboration between universities and industry. Besides, the result show that
have 3 respondent (10%) are neutral and 1 respondents (3.3%) are strongly disagree with
staff training on ICT can be done through collaboration between universities and industry.
The result show no one respondents (0%) is disagree .

6.3 Recommendation for the best solution

From the survey result, 10 questions we have prepared that related to improve ICT problem
in UTHM. All the questions are related is about maintainance of ICT and provide training of
ICT for staff and students such as improve their knowledge about ICT. From the data show
that all of respondents agree with the suggestions to improve ICT problem in UTHM. In
addition to this survey, most students also agree on system upgrades such as upgrading
important applications or software for students that have laboratory tasks which enables them
to complete tasks. Besides, most of sutdents also agree about solution that UTHM should
supply new computer and ICT's stuff in order to improve the ICT facility at the university for
students which is this solution may involve high costs to implement this solution.

From this feasibility study that is about ICT facilities problem in UTHM, we've suggested
three main solution for this ICT problem that is UTHM should supply new computer, provide
ICT’s maintenance and services by using new version of software and UTHM need to
provides ICT’s training to staff and also students for their knowledge.

7. CONCLUSION

This feasibility study on ICT facilities at UTHM is to improve the ICT services and facilities
at UTHM for staff and student. Survey was spreaded and the statistic made as reference to
come out three solutions. The university will provide a good computer performance to
perform a lot of high requirement software like Autocad, Matlab, SPSS and Photoshop.
Besides that, staff will gain new knowledge and skills that will increase the staff’s job
performance.
