Prime Health Response Initiative Formerly known as Hygeia Foundation is implementing Global Fund to fight AIDS,
TB and Malaria, (GFATM) Project under the New Funding Model implementation in 5 states as Sub-recipient (SR)
under the Family Health International (FHI360) who is the Principal Recipient (PR) for HIV/AIDS component of the
Global Fund.
PHRI is charged with the responsibility to provide Treatment Adherence, Care and Support services to clients in
all Global Fund supported facilities in 5 States which are Osun, Ondo, Oyo, Ekiti and Ogun states.
To strengthen our operations and interventions in the country, we are seeking qualified candidates for the position
below:

Job Title: Assistant Technical Officer


Project: Optimizing HIV Investment for Impact
Position: One (1)
Location: Lagos
Contract Type: Fixed term

Job Summary:
The ATO (Data Officer) will be reporting to the STO M&E by providing support to ensure that state monitoring and
evaluation activities are appropriate and meet the donor and project’s M&E needs, undertake basic data validation
checks and routine quarterly DQA, enter program data into designated data management software for subsequent
analysis; and maintain hardcopy data records on file for audit trail as appropriate.

Relationship: National Office team and Zonal officers.

Job description /Role and responsibility


• Assist in the implementation of monitoring and evaluation activities and ensure that strategies are
implemented according to plan
• Assist the Zone M&E Officer to achieve project objectives.
• Work with other project staff and stakeholders in the state to ensure that monitoring and evaluation
activities are carried out appropriately to meet the donor and project’s M&E needs.
• Make presentations to stakeholders at both technical and non-technical sessions on program achievements
and deliverables.
• Provide continuous technical assistance on data management to project management team.
• Assist to ensure regular maintenance of database/information system.
• Conduct routine monitoring visits to project sites, including the conduct of data verification and validation
and data quality assessments (DQAs).
• Prepare the state quarterly project reports
• Any other duty that may be assigned.

Key Performance Indicators/ Performance Goals:


• Attend weekly data review meetings. Project analyzed reports in tables and graphs.
• Assist in Identifying key data processes or key data elements for decision making.
• Attend state or zonal stakeholders’ meetings monthly
• Ensure state conduct DQA and other relevant meetings monthly or other wise
• Ensure state conduct M&E and LMIS continues medical education during mentoring periods monthly
• Assist in reviewing progress of activities in the M/E work plan monthly
• Write abstracts for research studies for organizational development every six months.
Qualification
• BSc in any social sciences
• Minimum of 2 years Post graduation Experience is desirable especially in technical leadership in HIV
Prevention
• Good knowledge in HIV data management
• Requisite skills and competencies in Monitoring and Evaluation preferably through specialized trainings
• Certification in M & E is desirable
• Ability to carry out data analysis.
• Willingness to travel at least 70% of the time and at short notices

• Ability to use data analytical software packages for data analysis such as Excel, SPSS, EPI Info and any
