SUBJECT: INQUIRY REPORT

BRIEF HISTORY
With reference to the subject cited above, Mr. Asif Toor SST (Sci), Government
Comprehensive High School, Multan (Ex-SST Govt. Pilot Secondary School) was removed from service
vide the then Chief Executive Officer’s orders vide order no.2001/Admn-II Dated; 13/05/2017 as per an
inquiry held with the Principal, Govt. Pilot Secondary School, Multan serving as the Inquiry Officer in
which the following charges were laid against the accused and he was found guilty:

1. MISCONDUCT
a. Noncooperation with the Principal
b. Black Mailing
2. INEFFICIENCY
a. Poor result and dropout

The accused was then reinstated by the Honorable Punjab Service Tribunal on
14/02/2019 vide the Tribunal’s decision on service appeal no. 2913 of 2017, and thus was appointed as
SST(Sci), Govt. Comprehensive Higher Secondary School, Multan vide order no. 2931/Admn dated
14/03/2019. Another inquiry into the same aforementioned charges was initiated against the accused,
with the undersigned serving as the Inquiry Officer vide your good office’s Order no. 2932/Admn dated;
14/03/2019

In this regard the undersigned/ inquiry officer issued notice vide memo no. 563 dated
22/03/2019 to the accused to appear before the undersigned and furnish his reply/defense; The
accused replied to the undersigned’s notice by stating that till then he was waiting for provision of the
record pertaining to his case from your good office via the Departmental Representative.

FINDINGS:

The undersigned conducted the inquiry by taking the statements of the accused, the
Principal, Govt. Pilot Secondary School and other concerned parties, the statements in order are
provided below:

THE ACCUSED’S STATEMENT:

A brief summary of the accused’s statement is provided below:

1. The statement that the accused pressurized the Principal, Govt. Pilot Secondary
School is completely false as per his statement vide no. 162 dated: 02/04/2015, the
accused pressurized the principal to make him class incharge via MPA but vide his
letter no. 173 dated 09/04/2015 sought the accused’s explanation for his refusal to
become class incharge, which are in contradiction to each other.
2. The accused never refused to become the class incharge, the conflict between the
accused and the principal started after 13/03/2015 upon the accused’s written
request to the principal to sign attendance register of of class 10 th D BEFORE THE
ALLOTMENT OF NEW CLASS 9TH D. Following this, the principal then sought the
accused’s explanation vide letter nos. 155 and 162 dated 26/03/2015 and
02/04/2015 respectively. In both of these explanations the accused was not charged
with blackmailing and he never refused to becoming the class incharge
3. The accused was threatened by the principal and the then Executive District Officer
(EDO) (Education) with removal of service but the DEO (SE) after counseling
 exonerated the accused from these charges and proposed that he be adjusted to
GHS Piran Ghaib on 09/12/2015 and as per the statement of the principal GHSS
qadir pur Raan, the accused was declared as an efficient teacher.
4. The accused was a subject of vengeful act of removal from service, when he refused
to mark absent students as present and also that on the charge of misconduct 32
other teachers were processed under the PEEDA Act 2006 but only he was given the
major penalty of “Removal from Service”
5. In the light of all the documentary evidence provided by the accused it is evident
that the accused is innocent and has been an obedient, efficient and cooperative
servant.
