Issue/Problem : Corruption in the Homeowners Association water fund.

Background of the Issue:

Several years sitting on the thrown, there were this officers who was like President Marcos,
in which they ruled our village for a long period of time. During their days of leadership, there are no
development in terms of water monitoring of loses in order to lessen the accounts payable of the
village to the water supplier. To be able to pay the remaining balance to the water supplier, they
proposed to make the homeowners water bill form 20 pesos per cubic meter to 50 pesos cubic meter
with a 200 monthly juice per month. If you were going to analyse the situation, 50 pesos per cubic
meter is excessively enough to amend the problem of the homeowners association with regards to its
balance to the water supplier. But it seems, they need more, saying that we have more unseen
balances that was left by the past set of officers which put them on giving another proposal of 100
pesos per cubic meter. With this move, the homeowners were alarmed with the decision makings of
the officers and independently created a gathering in which they discuss the very alarming and
suspiciously marked up of water per cubic meter and suggesting that the officers should present an
audited transaction of all the past water billing even the transaction with the bank’s deposits and
withdrawals. But the officers refuse to participate and saying that they are no such thing as audited
transaction. With the homeowners still questioning the officers about the list of audited transactions,
they said that if they can’t present the thing that we are asking from maybe you guys should back
down and let us elect a new officers. But sadly the officers suspiciously stand their ground and
stating their counter opposition with regards to the problem.

Key Players:

The victim of the this issue were the homeowners who were paying the water bill excessively
but these corrupt officers were irresponsive in using the collected fund but rather putting it on their
pockets. Moreover, by not prioritizing the balance with the water supplier, it is understood that it will
accumulate and it will come to the point that it is to big even the whole homeowners to pay and the
water supplier will forcibly cut the connection.

The officers were the one causing the problem, because they have the power in making the
decision for the betterment of the village. But in this scenario, the decision that the officers made
were too suspicious that it made the villagers think on what was they were doing. Thinking of that
they were no seen development but they were asking more from the homeowners.

Characteristics of the Issue:

The characteristic for this issue is a sectorial one. Because it is close problem with regards to
the complainant which is the homeowners and the one being complained is the officers. People may
relate to the homeowners situation but it is still deferent form people who are experiencing the
problem. This situations only circulates within the subdivision of Meteor Homes. People outside
were not included and affected to the problem within the subdivision.

Effect of the Issue:

The effect of these issue would be on social issues. Since the officers have done something like these to
the village. The homeowners will have trust issues with the officers and possible will question everything
and every move they are doing. In which, it will create a gap that will father suffer its growth and
development of the village. I believe that in order for the village to mature, we need the combine forces of
the homeowners and its officers to create new ideas that will benefit each other. But with this kind of
situation, it will become chaotic and unproductive between the two parties.
