The Regional League of Local Budget Officers-10, Inc. (RLLO-10) in coordination with
the Department of Budget and Management, Regional Office X, will conduct a three-day
seminar workshop on DBM DILG-NYC Joint Memorandum Circular (JMC) 2019-1 entitled
“Guidelines on the Appropriation, Release, Planning and Budgeting Process for the
Sangguniang Kabataan (SK) Funds” on September 23-25, 2019 at Deluxe Hotel, Cagayan de
Oro City.

Hence, we are inviting Ms. Angel Aca-ac, the appointed SK treasurer of Barangay
Poblacion, Kauswagan, Lanao del Norte to attend the 3-day seminar. This training conference is
an opportunity for learning and interaction to help Ms. Angel Aca-ac in budget preparation,
authorization, execution, review and accountability of SK Funds.

Although attendance at the conference requires her absence(s) from your class (es), our
office is hoping for your consideration to excuse her in your class and she understands that it is
her responsibility to make up any assignments or exams that she may miss and at your
