Room. Mayor Robert S. Scott presided. Vice Mayor Barbara McRae and council members Joe Collins,
David Culpepper, Jack Horton, Mike Lewis, and Dinah Mashburn were present.

Motion was made by McRae, seconded by Culpepper to approve the June 1, 2020 Town Council

Roberto Castro asked if there would be a height restriction on homes.
Land Use Administrator Justin Setser said there is a 65 ft restriction and the base begins at ground level
and/or the lowest point of the home meeting the ground.
Neal Enloe said the development will have high speed fiber, sidewalks, and will provide walkabilty for
residents,

Old Business: Proposal from Nikwasi Initiative
Elaine Eisenbraun introduced herself as the new Executive Director of the Nikwasi Initiative. She asked
Town Council if they would be willing to lease or transfer a small piece of Town owned property to the
Initiative for installation of a kiosk and the Nikwasi Mound.
Motion was made by Culpepper, seconded by Mashburn to allow the Town Attorney to move forward
with a long-term licensing agreement with the Nikwasi Initiative for property that would hold an
informational kiosk. Motion carried. Vote: 6 to 0.
(Old Business: Discussion on Proposal from Macon New Beginnings
Bob Bourke from Macon New Beginnings spoke of the homeless population in Franklin.
‘Town Council requested that Mr. Bourke return with a proposed plan for helping the homeless
population.
Old Business: Discussion on Town of Franklin Water and Sewer Comp Plan
‘Motion was made by McRae, seconded by Masburn to approve the Town of Franklin Water and Sewer

‘Town Manager Summer Woodard presented this item to the Board, She said that Haywood County
would be the lead agency with ather WNC agencies agreeing to sign on.
Council Member Lewis said this agreement seems appropriate considering some of the discussion during
‘the meeting,
Motion was made by Mashburn, seconded by McRae to pass the Southwestern NC HOME Consortium
Resolution and Agreement. Motion carried. Vote: 6 to 0.
New Business: Discussion on Town of Franklin July 4" Fireworks Event
‘Town Manager Summer Woodard told the Town Council that the Chamber of Commerce was not going
to be able to host a firework show this year due to the COVID-19 Pandemic and the was the Macon
County Rec Park is arranged, She said that the Town could host fireworks on the Whitmire Property and
that attendees could park around town and be able to remain in their vehicles and social distance
better.
Motion was made by Horton, second by Culpepper to move forward with the Town of Franklin July 4"
Fireworks Event. Motion carried. Vote: 6 to 0.
New Business: Swearing in Ceremony for Franklin Police Chief Bill Harrell
Mayor Scott swore in Bill Harrell as Chief of Police for the Town of Franklin.
‘New Business: Recognition of Finance Officer Kyra Doster
Mayor Scott presented Kyra Doster with a plaque to commemorate her 30 years of service to the Town

RESOLUTION OF THE TOWN COUNCIL FOR THE TOWN OF FRANKLIN
TO APPOINT THE TOWN TAX COLLECTOR
WHEREAS the Town Council for the Town of Franklin has the duty to collect payments
of property and other taxes for the Town, pursuant to Chapter 105 of the North Carolina
General Statutes; and
WHEREAS the Town Council is required pursuant to N.C.G.S. §105-349 to appoint a
tax collector, and to fix the term and amount ofa bond to be furnished for said tax
collector's honest and faithful performance of duties; and
WHEREAS Sabrina Scruggs has heretofore faithfully and honestly performed the di
of tax collector on behalf of the Town of Franklin,
THEREFORE, BE IT RESOLVED by the Town Council, the following:
Section 1. Sabrina Scruggs is appointed to serve as the tax collector for the Town of

The Town of Franklin
Members of the Town of Franklin Council, Mayor and Manager. On behalf of Root and Barrel
Kitchen and its investors we would like you to consider the following proposal.
‘We would like to improve the area between our building, sidewalk and your sidewalk to create
additional outdoor seating for use by the restaurant. Please see the drawing as attached for a
schematic of our proposal.
We would propose to do this out of concrete along with a simple barrier involving posts and
chain to separate the patio for ABC regulations. We would like to remove two of the holly trees
to give us more room and provide a new landscaping buffer of 3’ between the patio and the
existing sidewalk.
We would be happy to consider some sort of lease agreement to make this happen. As you
know, the COVID 19 virus has affected us greatly and diminished our seating capacity inside.
We feel like this extra room outside especially heading into late summer and fall would provide
us more room to seat our patrons and would liven up the alley between our two buildings. As
wellas offering a safer dining environment for those that wish not to be inside,

Town Planning Board/BOA: BOA didn't meet in June but planning board did. The only item on
the agenda was elections for officers. Tom Harris and Janet Greene were re-elected to another
terms as chairman and vice-chairman.
County Planning Board: The county planning board met in June and approved the draft of
community assessment needs the county staff has been compiling from the results of the meetings
“from the past year. The next task for the planning board was to review possible changes to the
‘elecommunication ordinance to help accommodate wireless internet technology.

Land Development Permits: (8) permits were issued. 4 zoning ordinance violation has been
issued f0 83 Hillside ST for a camper being occupied.
Sign Ordinance: (0) Sign permits were issued. 22 illegal signs were removed form roadways.
Minimum Housing: Still no activity to the structure at 18 Wilkie St, waiting for Town Attorney
10 file complaint.
Junk Car Ordinance: N/A
Nuisance Ordinance: Nuisance violation at the residence on Dearmen Ter is still active. This
violation has been tumed over to Town attorney for further legal enforcement.
‘The violation on First ST and the tall grass violation on McCollum DR has been resolved.
1 violation has been mailed to a house on Green ST with no answer yet,
Other: On June 10" a NCM was held at 5:30 p.m. in the board room for a SUP for Ingle’:
Markets for a new development at Holly Springs shopping center. 5 people from the public
attended, Only request was for NCDOT to study the 3 way intersection for better flow.
