4. PROFILE OF OUR LEADERSHIP TEAM

C
outts Otolo is the Chief Executive Officer of
Parker Randall Eastern Africa Rwanda. He has
over 35 years of professional experience in related
aspects of financial and management consulting.
Coutts has been the Chief Executive Officer for Ernst and
Young and Crowe Horwath EA. He served as a member of
Ernst & Young’s Africa Executive Board and was an active
member of the firm’s Global Practice Council.

He has previously been a member of the Council of the


Institute of Certified Public Accountants of Kenya (ICPAK)
and since 2008; Coutts is a member of the Global
Governing Council of the Association of Chartered
Certified Accountants (ACCA) (UK). Coutts is credited for
the visible presence of ACCA in some of the emerging
economies in Africa. He has been a key speaker at
various ACCA conferences, including the ACCA Global
Virtual Conference, held on 28 July 2010 under the theme
Accountants for Business: The Role of the Accountant in
Re-building a Global Economy. Coutts is credited for the
visible presence of ACCA in some of the emerging
economies in Africa. Coutts was instrumental in the
decision by ACCA to convene its Council meeting of June
2012 in Nairobi, which is only one of two times in the
history of ACCA that such a meeting has been held
outside Europe.

Experience
Coutts has extensive experience in auditing, financial and
management advisory services in several African
countries, both Anglophone and Francophone. He
has set up successful accounting and operational
systems for several organizations in Africa. His
professional experience covers various industry
sectors in a diversity of African countries. He is also
fluent in French.
In Kenya Coutts was appointed by the Government of
Kenya to serve on a special multi-disciplinary committee
charged with the review and overhaul of the law relating
to Companies, Investments and Partnerships in Kenya. He
is a regular speaker to professional bodies and business
associations in Kenya. In July 2011 Coutts was a key
speaker to the members of the Eastern Africa
Association on the proposed Companies Act 2011.
In Rwanda Coutts was the coordinating Partner on an
assignment with the Office of the Auditor General for
State Finances (OAG) in Rwanda from 2000 to 2007. The
objective of the assignment was to provide technical
assistance to build capacity of the OAG in carrying out its
mandate effectively and efficiently. Three managers and
an ACCA trainer were seconded on a full time basis to
provide on-the-job training on financial and
performance audits and ACCA training. This team was
supported by a team of trainers who carried out
structured training courses for the auditors from the OAG.

In Ethiopia, Coutts led a team of trainers on behalf of


ACCA in developing the initial complement of qualified
ACCA accountants at the Office of the Auditor General.
These professionals today form the backbone of the
accounting profession in Ethiopia.

In Djibouti, Coutts has been the partner in charge of the


audits of Djibouti Development Bank (BDD) and Djibouti
Housing Finance Company (SID). He was the
coordinating Partner on an assignment commissioned
by USAID/IGAD to study the accounting and financial
management systems and the reporting requirements of
the various donors and recommended appropriate
accounting software to facilitate preparation of uniform
reports to all donors.

ictor Majani is a Partner and Executive
Director of Assurance & Tax at Parker
Randall Eastern Africa. He has over 19 years of
professional experience in audit, consultancy, taxation,
and management gained from working for various
independent audit firms.

Victor serves as a member of the Legislative Affairs


work stream of Institute of Certified Public
Accountants of Kenya (ICPAK) Public Policy and
Governance Committee. Victor is also trained
internationally as a Business Valuer. He has also
served as a Liquidator of a medium size company and
a Receiver Manager for a horticulture venture.

In 2014 he participated in the preparation of ICPAK’s


position paper on Parameters form ensuring fiscal
Discipline in Kenya. He was also appointed by the
Independent Electoral Commission of Kenya (IEBC) to
conduct a special procurement review of the BVR
procurement financial ranking for the 2013 Kenya
General Elections.

Experience
Victor has been the engagement partner in listed
company audits, has successful obtained Kenya
treasury tax interest and penalties waivers and tax
exemption applications, conducted sensitive
forensic audits of East Africa joint government
ventures and was the engagement partner
overseeing the recent successful Kenya National
Chamber of Commerce and Industry restructuring.

eatrice Mwangi is the Executive Director –
Advisory Services at Parker Randall Eastern
Africa Rwanda. She has over 15 years
combined working experience in the corporate and
donor funded programmes sector. This background has
strengthened her role as a Management Consultant.
Her experience has been gained while working with
various corporate organisations and public sector
entities.

Beatrice’s strengths are in organisation development,


HR Audits, strategy development and implementation,
HR strategy, management training in a wide range of
courses including management and leadership modular
programmes, supervisory skills training. She has also
had considerable experience in other strategic
management services like performance management
systems, drawing up of policies, job analysis and
evaluation, job satisfaction and evaluation surveys,
competency development and executive selection.

She has worked with clients in the following industries:


governments, parastatals, aid agencies, NGOs,
banking, insurance, internet service providers,
agriculture, manufacturing, courier service,
telecommunications, public relations and hotel and
tourism industry.

She has also carried out assignments in Kenya,


Rwanda, Uganda, Tanzania, Botswana, Somaliland,

Mmanuel Muragijimana is the Country
Director – Operations at Parker Randall
Eastern Africa Rwanda. Emmanuel has been
involved in different projects with different clients in
relation to corporate and commercial practice: legal due
diligence exercise for acquisition, corporate governance,
company registration, company restructuring, taxation,
banking and finance practice, arbitration and regulatory
compliance practice (legal audit).

Emmanuel has held various positions at different


capacities in the legal field amounting to over 10 years
of professional experience. Along with the experience,
he has received his Masters in Business law and
Bachelors in Law from National University of Rwanda.

Emmanuel strengths are in Corporate and Commercial

ohammed Ahmed Abtidoon is the
Managing Director o f Parker Randall
Eastern Africa, Somalia.
Mohammed has over 15 years of professional
experience in related aspects of financial and
management consulting covering various industry
sectors.

Abtidoon is Certified Public Accountant and Public


Relations expert with professional training in Finance,
Accountancy, International Relations, Diplomacy,
Policy formulation development, Project and
Organizational Management. He is currently the Chief
Executive Officer of ARDO Humanitarian and
Development agency. He has relevant experience in
grants and delegated fund management, finance and
accountancy, project planning, monitoring and
evaluation (PME) across the industry. He has the ability
to lead planning and implementation processes for
Small, medium and large institutions and community
development organizations using the appropriate
strategic and financial management tools.

He has recently offered public, business and donor-


based financial and grants management expertise in
the following recent assignments; Established and
sustained five primary schools and one secondary
school in Lower Shabelle, Mudug and Galgudud
Regions. Self-sustaining; Community consultation
meetings for the finalization of the Somalia draft
constitution in South Mudug and Galgudud Regions,
under the National Democratic Institute. He has also
implemented both emergence and developmental
projects in south central Somalia with financial support
from Somalis locally and Diaspora and Internal
community donor support such as (UNDP, FAO and
UNOCHA).

In spite of his distinctive ranking, Abtidoon’s

Paul is a Co-Founder, Shareholder and current


Executive Chairman of Ukall Limited, a software design
and development company.
