APPROPRIATION ORDINANCE NO. MPH-001


Series of 2020

AN ORDINANCE AUTHORIZING THE ANNUAL BUDGET OF


BARANGAY MATUTU FOR FISCAL YEAR 2021 IN THE TOTAL
AMOUNT OF TWO MILLION THREE HUNDRED FORTY-NINE
THOUSAND THREE HUNDRED EIGHT (P 2,349,308.00) AND
APPROPRIATING THE NECESSARY FUNDS FOR THE PURPOSE

Be it ordained in Regular Session assembled:

Section 1. The Annual Budget of Barangay Matutu for Fiscal Year 2020 in
the total amount TWO MILLION THREE HUNDRED FORTY-NINE
THOUSAND THREE HUNDRED EIGHT (P 2,349,308.00) covering the
various expenditures of the Barangay Government for FY 2021 is hereby
approved.

The budget documents consisting of the following are incorporated herein


and made integral part of this Ordinance:

1. Plantilla of Personnel;
2. List of Projects Chargeable against the 20% development fund; and
3. Statement of Indebtedness.
Section 2. Receipts Program. The Barangay Treasurer certified to the
reasonable probability of collection of the estimated income for the General
Fund, Budget Year 2022, based on the present economic conditions and
subsisting revenue ordinances, which is hereby adopted as follows:

Section 3. Expenditures Program. The sum of TWO MILLION THREE
HUNDRED FORTY-NINE THOUSAND THREE HUNDRED EIGHT (P
2,349,308.00) or so much thereof, is hereby appropriated as follows:

Section 4. General Provisions.

4.1 All items of appropriations in this Ordinance shall be used only


for the purposes for which they are appropriated.

4.2 In the use of savings, priority shall be given to the augmentation


of existing but deficient amounts set aside for the payment of
compensation, personnel benefits, leave credits.

Savings refer to portions or balances of any release


appropriation in this ordinance free from any obligation of
encumbrance, still available after the satisfactory completion or
the unavoidable discontinuance or abandonment of the work,
activity or purpose for which the appropriation is authorized, or
arising from unpaid compensation and related costs pertaining
to vacant positions and leaves of absence without pay.

4.3 The 30% Quick Response Fund appropriated under BDRRMF


shall be used as standby fund for relief and recovery program.
The release and use of QRF shall be supported by a resolution
of the SB declaring the barangay under a state of calamity or a
Presidential declaration of a state of calamity.

4.4 The BDRRMF shall be used in accordance with RA 10121.

4.5 This appropriation Ordinance will serve as the release


document and all items of appropriation are comprehensively
released, provided that if there is a shortfall in revenues, the PB
is authorized to issue a negative Allotment Release Order to
reduce some of the amounts in the Appropriation Ordinance
without need of further action from the Sangguniang Barangay.

Section 5. Separability Clause. If, for any reason, any Section or


provision of this Appropriation Ordinance is disallowed in the Budget
Review or declared invalid by proper authorities, other Sections or
provisions thereof that are not affected thereby shall continue to be in full
force and effect.
Section 6. Effectivity. The provisions of this Appropriation Ordinance shall
take effect on January 1, 2021.
