1. The DepEd Catbalogan City Division Office, through BUNGKARAS EduKatbalogan, hereby

2. In view thereof, all interested and qualified applicants regardless of gender, civil status,
age, disability, ethnicity, and religious affiliation, who have the passion for the provision
of quality education services are hereby invited to join.
3. This undertaking shall be fueled by a nurturing strategy to screen the most qualified
applicants, through the NEW DOORS (Nurturing Employees’ Welfare through the
Division Objective Open Ranking System) which operationalizes the touchstones of

5. There are two (2) guidelines considered for School Heads which cover both the Principal
and Head Teacher Positions, because NEW DOORS opens opportunities for both
reclassification of items and natural vacancies that may occur within the school year. For
everyone to be guided on the conduct of this undertaking, the following enclosures are
provided:

6. Basically, the documents to be included by the applicant in his/her folder and shall be
brought personally on the different phases of the NEW DOORS are listed below. Moreover,
the specific supporting documents for each criterion are specified in the Enclosure of this
memorandum.

8. All health protocols such as wearing of masks, physical distancing and hand sanitizing shall
be stringently observed to assure safety of applicants and personnel against the COVID-
19 virus during the aforementioned activities.
9. All expenses incurred relative to the conduct of these activities shall be charged to local
funds subject to the usual COA accounting and auditing rules and regulations.

1. Considering that the HRMPSB will employ the NEW DOORS as a strategy in screening the
candidates, this office promulgates the mechanics below:
1.1 NEW DOORS is guided by its touchstones of transparency, objectivity, fairness, and
providing equal opportunity to all interested and qualified applicants.
1.2 NEW DOORS cultivates personal accountability of the candidates in all its phases.
1.3 Candidates shall personally present all supporting documents for every criterion to a
group of designated assessors.
1.4 In order to avoid unnecessary expenses, NEW DOORS requires ORIGINAL COPIES of
the documents. However, in the absence of original copies, authenticated copies from
the ISSUING OFFICE, is likewise acceptable to the board. Same documents shall be
returned to the concerned applicant after the screening.
1.5 Individual Rating Sheets for the candidate and the HRMPSB shall be provided, the same
results shall be reflected on the projection screen for everyone to view and witness.
1.6 It is designed in a way that candidates can interact with the members of the committee,
can ask questions, verify some concerns about the processes, and can clarify
points/ratings given to documents presented.
1.7 With this, ALL CANDIDATES shall personally bring their folders containing their
supporting documents and SHALL UNDERGO ALL THE PHASES needed.

2.1 Present to the Personnel In-Charge the required original copies /authenticated copies from

2.2 Performance Rating for the last 3 Rating Period must be Very Satisfactory
2.3 For Principal Position, one must be a PMAT/NQUESH/Principal’s Test Passer
2.4 Staff from the Personnel Unit assesses the QS of the candidate and give feedback using
the template.
2.5 Those who satisfy the QS can proceed to the next phases of the NEW
DOORS.
3. In the Written Examination, the Psychosocial Attributes of the candidates are being
measured. These usually covers the competencies needed for the position applied for.
4. In the Behavioral Events Interview (BEI), below are some reminders:

5. In the Evaluative Assessment Phase, the important points below must be considered:
5.1 Tack all original copies (in order to avoid unnecessary expenses) of the documents
with tabbing in a folder. In case of the absence of the former, the committee requires an
authenticated copy of the document coming from the issuing office. Unauthenticated
ones will not be given corresponding points by the committee
5.2 Present personally to the committees the documents one by one per sub- station until all
done. The sub-committee in-charge of the criterion will assess the documents accordingly, and
give the corresponding points. Considering that it is Open Ranking, the candidate can fully
interact with the members of the sub-committees, may ask questions, clarify doubts, and may
refer to higher authorities, if not contented.
5.3 The same set of documents will be returned to the concerned candidate, right after each
phase. Candidates are responsible in tracking the points earned through the documents.
5.4 Documents to be actually presented to the committee during the Evaluative Assessment
are only the documents to be given corresponding points. Additional documents after this
day will no longer be accommodated.
5.5 Bring to the chairman your Individual Rating Sheet. Verify some more points if any. Affix
your signature on the space provided. NO MORE ADDITIONAL DOCUMENTS shall be
accepted by the committee, after the Evaluative Assessment. Questions/
clarifications/ complaints shall only be entertained during the screening
opportunity period afforded for each applicant. Screening Opportunity Period
refers to announcement through the Memorandum up to the time the applicant
affixed his/her signature on the Conforme portion of the Individual Rating
Sheet, to be approved by the Chairman of the committee.
