SUBJECT: PRESCRIBING THE GUIDELINES FOR THE EFFECTIVE


IMPLEMENTATION OF AN ENHANCED COMMUNITY QUARANTINE OVER DAVAO
REGION (FROM 9:00PM OF APRIL 4, 2020 UNTIL 11:59PM OF APRIL 19, 2020) TO
SUPPRESS THE SPREAD OF COVID-19 INFECTION

A. Pursuant to Presidential Proclamation Nos. 922 and 929 (s. 2020), Section 16 of Republic Act
No. 7160, also known as the Local Government Code, and RTF11-COVID19 Order No. 2020-
001-A-1 extending the regionwide land lockdown until 11:59 PM April 19, 2020, due to the sharp
increase in the number of COVID-19 cases in Davao Region with confirmed cases of local
transmission except in the Province of Davao Occidental where the Department of Health
reported zero COVID-19 cases, the following guidelines are hereby issued on the implementation
of an Enhanced Community Quarantine (ECQ) over the entire Davao Region, to wit:

1. Face masks are mandatory when going out in public. Face masks with face shield are
encouraged;

2. All government offices must work from home and leave minimal employees to continue
work in offices except those involved in security, health, social services, sanitation, and
disaster, who must continue to work on full operation;

3. All private establishments and offices must close EXCEPT groceries, supermarkets, wet
markets/palengkes, food commissaries, food processing or manufacturing, food delivery
services, wholesale food outlets, convenience stores, sari-sari stores, hospitals, medical
laboratories, pharmacies, drugstores, other health services/personnel, banks and ATMs,
savings and credit cooperatives, money-transfer services and bayad centers, courier
services, other delivery services, doctor’s and dentist’s clinics, gas stations, water refilling
stations, LPG stations, business process outsourcing/call centers, and mass media
outlets. Whenever possible, skeletal workforce arrangement must be implemented and
physical distancing between persons must be observed at all times;

4. All business establishments and private offices should hire augmentation security
personnel for their facilities;

5. All restaurants, cafes, bakeries and other similar food establishments should close down
their dining area and open only for take-out, in-house delivery or food delivery services;

6. All wet markets/palengkes must have an entrance, exit and one way direction for people
to go through. People cannot turn around and go back and cannot roam around the wet
market/palengke;

7. Ambulant food vendors who are using different modes of transportation to sell basic food
commodities in the barangays shall be allowed. Basic food commodities shall mean rice,
bread, meat, poultry, fish, fruits and vegetables, cooking oil and other food condiments.
There must be a maximum of 2 workers, 1 driver, and 1 assistant who shall wear face
masks and shall implement proper food handling;

8. Hotels, motels, inns and other similar establishments may remain open provided that
disinfection of all their rooms are thoroughly done. All common areas shall be closed to
guests, which include but not limited to, restaurants, bars, gyms, spa, swimming pools,
and function rooms. The establishment must shift to in-room dining only to avoid people
gathering in their common areas;

9. All other business establishments and private offices not mentioned but are considered
essential sectors, including but not limited to energy, water, telecommunications, must
work only for preventive maintenance and during emergencies;

10. Manufacturing, fabrication, construction work that is not pertinent to the public health
emergency and state of calamity response should immediately cease operations. Agri-
business and farms should reduce workload and extend their deadlines to significantly
reduce laborers in the job site and to create a two-meter distance between laborers;

11. All jeepneys must stop their operation except those hired to work for the government or
offices and businesses that are open during the ECQ;

12. These forms of transportation are allowed:

a. Private vehicles and Taxis with 1 driver and 1 passenger in front and 1 at the back,
observing physical distancing;
b. Tricycle with 1 driver and 1 passenger in front and 1 at the back, observing
distancing;
c. Single rider motorcycle or bicycle;
d. Free rides from the government;

13. All individuals on the streets must carry and, whenever asked by law enforcement or
barangay checkpoints, must present their employee ID or food and medicine pass with
valid ID whichever is applicable;

14. Selling and serving of liquor in public, and of alcoholic beverages, coconut wine and other
beverages that may cause intoxication are prohibited during the ECQ;

15. The curfew hours are 9:00PM to 5:00AM, except in the Province of Davao Occidental
which has implemented a 24-hour curfew since its declaration of an ECQ effective 12MN,
April 1, 2020. People cannot go out of their houses, except in cases of emergencies or
when reporting for work;

16. Sari-sari stores must not allow people to stay and loiter and must be closed during the
curfew hours;

17. There is no need for any ID or pass in the event of an emergency;

18. The following workers are exempted from curfew, viz: those employed in government
offices related to security, health, social services, sanitation, and disaster, 24 hours
groceries/convenience stores, wet markets/palengkes, food commissaries, food
processing or manufacturing, food delivery services, hospitals, medical laboratories,
pharmacies, drugstores, other health services/personnel, doctor’s and dentist’s clinics,
gas stations, and mass media outlets;

19. The LGU-issued food and medicine pass or quarantine pass shall be used to buy food,
medicines or go to the hospital.

20. No minor, senior citizen, pregnant women, sick, and immunocompromised individuals
shall be allowed to go out of the residence or dwelling except to go to the hospital,
medical, or allied medical institutions. If these individuals are living alone, they may
secure their food and medicine pass, or whenever possible and if appropriate, may ask
a neighbor or a friend to help them buy food and medicines. Whenever possible,
employers must assign their senior citizens to work from home;

21. Individuals are allowed to exercise or go out into the sun or get some fresh air provided
that they are within a few meters from their residence or dwelling;

22. Funeral parlors, private and public cemeteries are mandated to impose a “family
members only” wake and burial and at all times demand compliance and observance of
two (2) - meter distance between family members and frequent hand washing with soap
and water;

23. Cockfighting/sabong shall be prosecuted under pertinent laws and regulations;

24. Southern Philippines Medical Center (SPMC) and Davao Regional Medical Center
(DRMC) shall be the primary hospitals for severe and critical PUIs/COVID-19 patients.
Other centers prepared by the LGUs available for mild PUIs shall receive patients referred
to them by SPMC and DRMC;

25. Private hospitals shall ensure support to SPMC and DRMC by conducting the following:

a. All private hospitals in Davao Region are not allowed to admit PUIs and COVID-19
positive patients;

b. Private hospitals must admit 10% or more indigent patients to decongest SPMC and
DRMC, and allow space therein;
c. Private hospitals must cease and desist from referring non-PUI/COVID-19 patients
to SPMC and DRMC;
d. Private hospitals should not refuse admission to non-PUI/COVID-19 patients;
e. Private birthing facilities must cater to indigent normal spontaneous delivery patients;

BORDER CONTROL

26. Anyone can leave Davao Region at any time but cannot come back during the lockdown
period, except:

a. Those in medical emergencies, provided that they are being transported in


ambulances to be delivered to hospitals in Davao Region and can show proof that
they were duly acknowledged by the receiving hospital to proceed to Davao Region;
b. Those requiring specialized medical treatment and services (e.g. chemotherapy or
cobalt therapy for cancer patients), provided that they show the necessary medical
documents or physician’s referrals and prescription, and duly acknowledged by the
receiving hospital. Patients needing watchers/companions may be accompanied by
not more than 2 persons, who must wear face masks;

27. Persons allowed to enter Davao Region are required to undergo the health screening
protocols at the Region’s borders/checkpoints, including thermal scanning and
disinfection/decontamination at designated quarantine stations or tents with disinfectant
sprayers or other equipment at the Region’s borders. All provisions from RTF11-
COVID19 Order Nos. 2020-001-C and 2020-001-A-1 on the entry of cargo vehicles and
the quarantine protocol for stranded persons at Davao Region’s boundary checkpoints
are reiterated. In the case of Davao Occidental, no persons are allowed entry into the
Province during its ECQ Period effective 12MN, April 1, 2020, except for cases provided
in Section 4 of its Executive Order No. 26 (s. 2020);

28. The DPWH XI and TESDA XI, in coordination with the DOH XI and LGUs, shall take the
lead in the fabrication, production, and installation of such quarantine stations/tents, as
well as the immediate training of personnel who will man the stations and who will safely,
carefully and effectively conduct disinfection and decontamination of persons entering
the Region;

29. The PNP XI and 10ID, Phil. Army shall take charge in the operation and maintenance of
the quarantine stations, in coordination with concerned agencies and LGUs.

SEA CARGO

30. All sea vessels can unload cargo in any port in Region XI but all personnel and crew of
the vessels are prohibited from disembarking from the vessels.

BPO

31. Business Process Outsourcing / Call Centers, per mandate of Department of Trade and
Industry Memorandum Circular 20-08 Series 2020, have two (2) options only:

a. Skeletal workforce with social distancing and appropriate temporary


accommodation arrangements within the vicinity and with shuttle service;
b. Work from home arrangements

If a BPO/Call Center Company cannot comply with either of the two options, it shall be
closed down immediately.

B. All Local Chief Executives and Local Sanggunians in Davao Region are enjoined to immediately
issue/modify and pass local orders or ordinances to adopt and implement the guidelines in this
Order; and,

C. All law enforcement agencies, especially the Philippine National Police and the Philippine Army
in Davao Region, are directed to provide all necessary assistance to LGUs in the implementation
of this Order;
