an epic battle of the knights!
By the end of the week,
the battle had clearly been
a one-sided contest. The
army of hapless paper and
steel targets was simply
no match for 1,200 IPSC
competitors, armed with
equal doses of power,
speed and accuracy …
and unbridled enthusiasm!
Our fabulous Serbian hosts, led
by Colonel Spasoje Vulevic, did
everything in their power to distract
competitors from their primary mission
by plying them with huge doses of
hospitality and friendship. From the
moment participants landed at Nikola
Tesla Airport, everyone instantly had a
feeling that we were in good hands.

The Opening Ceremony was certainly
an affair to remember. After competitors
proudly marched in with their National
flags, followed closely by the cadre of
International Range Officer Association
(IROA) officials, a short number of
welcome speeches were made by IPSC
President Nick Alexakos, and by the
Serbian Minister of the Interior Mr.
Ivica Dačić.
Suddenly, right on cue, our attention was
diverted skywards, when a helicopter
was seen hovering high above the sports
ground adjoining the Belgrade Fortress.
We watched in awe and excitement as
four parachutists, each with a different
flag attached to their legs, emerged to
begin their controlled descent down to a
tiny, yellow landing point on terra firma.
The shooting range, guarded at the
entrance by two enormous knights, was
in pristine condition. The freshly built
shooting bays were decorated with
props depicting the medieval theme, and
these included ancient style catapults,
cannons, moats, door rams, and similar
items from days of yore.
The Courses of Fire were varied and
interesting, and many seemed to be
deceptively easy, but there were quite
a few shaking heads when scores were
tabulated. As is often the case, the
“easy” targets were the ones not treated
with due reverence, so competitors paid
a price in the way of lower value C
and D zone hits or, heaven forbid, with
occasional Misses!
The food service area, which offered
a delightful variety of local Serbian
cuisine, was spotless, as was the nearby
swimming pool and tennis courts.

The Sponsors and Vendors tents were tempting distractions,
and quite a few Dinar and various other currencies were
seen changing hands for the very latest in eye and ear
protection, garments, accessories and so on.
By the time the results were declared final, over 750,000
rounds had been safely fired downrange. The Closing
Ceremony and Awards Dinner, was also an evening to
remember. As the National Anthem of each winner was
played, the winner’s team members would make brave
attempts to sing the lyrics in tune, and this added to the
camaraderie which intrinsically binds the ever-growing
IPSC World of 85 nations.

If there were prizes for The Most Boisterous Singing, the
French rendition of “La Marseillaise” would’ve won Gold,
with the Italians singing “Il Canto degli Italiani” coming in
a close second!
IPSC Serbia’s preparations and unwavering dedication
raised the bar so high, we’ve metaphorically moved from
high jump to pole vault. Our friends in IPSC Greece have
a tough act to follow for Handgun World Shoot XVI to be
held in Rhodos in 2011.
The Greeks believe their Spartans are tougher than the
Knights Of Serbia but, with a motto of Excellence In
Shooting, nothing daunts an IPSC competitor!

The Synergy of Two Regions
For the first time in IPSC’s
history, two Regions, IPSC
Malaysia and IPSC
Singapore, served as co-
hosts for a Level IV event,
specifically the triennial
Australasian Handgun
Championships.
Our Match Directors, the always
effervescent John Toh, Regional
Director of IPSC Singapore, and his
partner in excellence, YBM Tunku
Abdul Jalil Ibni Tunku Osman,
Regional Director of IPSC Malaysia,
were determined to put on a good show,
and they certainly succeeded.

Unfortunately the Opening Ceremony
encountered a heavy rainstorm, but
nothing could dampen the spirit or
enthusiasm of the competitors or
officials, who merrily huddled together
under a series of marquees as we
awaited arrival of our special guest of
honor, His Royal Highness, the Crown
Prince of Johor State, Tunku Ismail Idris
ibni Sultan Ibrahim Ismail, who would
officially open the championship.
While we were waiting, the Australian
flag was blown down by the wind, but
some competitors jokingly wondered
aloud if friendly rivals New Zealand had
something to do with it. Suddenly, out
of nowhere, a patriotic Australian in the
form of Paul Langley rushed out into
the storm to restore the flag to its former
erect glory. However, before returning
to cover, he mischievously grabbed
the New Zealand flagpole in a feigned
attempt to seek retribution, and the
crowd acknowledged his gesture in the
playful spirit in which it was intended.
This act of hilarious bravery set
the tone for what would become a
week filled with friendship and good
sportsmanship, as is typical at all IPSC
events, regardless of their location.
The competition was held on a recently
expanded shooting range situated
within a 80,000 hectare palm oil
plantation at Kota Tinggi, a leisurely
45 minute drive from the official
match hotels in Johor Bahru, the State

Capitol. A backdrop of thousands of gently swaying
palm trees surrounding the shooting bays created a
calming, tropical vista and complemented the attractive
stage decorations, the colorful sponsor’s signage, and
the informative visual stage briefings.
Competitors were challenged by Courses Of Fire
ranging from 9 round Short Courses up to 32 round
Long Courses, with a variety of other size courses in
between. Every course presented at least one moving
target, but this was no surprise to those who know it is
a signature of universally loved and officiating IROA
Range Master Chepit “The Sultan Of Swing” Dulay.

The centrally located competitor’s area offered an
interesting variety of local Malaysian cuisine for lunch
each day, while the nearby sponsors and vendors tables
displayed a plethora of merchandise, which was briskly
snapped up by participants eager to contribute further
to the local economy.
After four days of challenging competition, over
300,000 rounds had been safely fired downrange, and
it was clear from the sea of smiling faces that everyone
enjoyed themselves.

The Awards Presentation Dinner was held at the Zon Hotel,
where 489 competitors from 24 Regions celebrated the end
of yet another successful IPSC event. As usual, the IPSC
President presented awards to the youngest and “youngest
at heart” competitors, and the awardees were 7 year old
Miko Andres from IPSC Philippines, and 71 year old
Captain Sarath De Zoysa, Regional Director of IPSC Sri
Lanka. This significant age difference is further testament
to IPSC’s broad appeal across all age groups.
The success of the first IPSC Level IV championships
to be co-hosted by two Regions has set the bar high for
the next event of the same name to be co-hosted by IPSC
Australia and IPSC New Zealand in Rotorua, New Zealand
in 2013, where the expressions Haere Mai or G’day Mate
will undoubtedly be the first things participants will hear on
their arrival!

Vegas “Bright light city
gonna set my soul, gonna
set my soul on fire”, now
apply equally to what was
once a sleepy enclave
on the Pearl River delta.
The former Portuguese colony,
which became the Macau Special
Administrative Region (SAR) of the
People’s Republic of China in 1999,
now has annual casino gaming revenues
of US$20 billion, which is three times
that currently achieved by Las Vegas.
And the 500,000 visitors to Macau each
month boggles the mind, considering

that Macau’s population is barely
600,000 people, who reside on less than
30 square kilometres (12 square miles) of
land, much of it reclaimed from the sea.
The range only has two shooting bays.
The rifle bay is 100m long and 30m
wide, while the other bay is 30m long
and 15m wide. Despite the low acreage,
our hosts always manage to offer
competitors 10 challenging stages, but
doing so requires a creative solution
(and a wad of Patacas).
The rifle bay is subdivided into three
smaller bays using huge concrete blocks,
which are trucked in and installed by a
mobile crane the day before the two day
match begins. The smaller range is not
wide enough to be similarly subdivided,

but two short courses are easily and safely accommodated
side-by-side by experienced range officers working in
tandem.
Construction of the first 5 stages begins Friday afternoon,
and our friends in Macau have this down to a fine art
through the use of modular vision barriers. The range
build crew construct each stage with such focus, energy
and a frenzy of teamwork, watching them in action
reminds me of piranha devouring an unlucky fish which
has swum into their patch of water in the Amazon!
When basic stage construction has been completed, the
IROA and NROI range crew jump into action to begin
the debugging and tweaking process. The Range Officers
are 100% fully imported, with IPSC Philippines usually
providing the majority, but other regions also contribute
staff. This year, we were delighted to welcome IPSC
Taiwan Regional Director Philip Chen who, after
recently qualifying as a Range Officer in the Philippines,
wanted to hone his skills in Macau.
The next morning, we all returned to the range at 7:15
am. After calibrating the poppers (a task which would
be repeated numerous times over the two days!), we

from Hong Kong, Macau,
Philippines, Thailand, Taiwan
and Canada to shoot their first 5
stages, with the only interruption
being a short break for lunch.
By 4:00 pm Saturday, all
competitors had been successfully
processed, so the range build crew
once again jumped into action.
Within 30 minutes, the first 5
stages had disappeared, and they
immediately began constructing
the next 5 stages to be shot the
next day. By 5:00 pm Sunday, the
match had concluded, and removal
of the concrete blocks, and general
restoration of the range, began.
The Awards Dinner was held on
Sunday evening in the official

match hotel, the Pousada Marina
Infante, where guests were treated
to an excellent Chinese meal.
After a handful of speeches, the
presentation of awards began, and
the event concluded by 10 pm.
The annual Level III in Macau is
by no means a large match, but it
has become a permanent fixture on
the calendars of IPSC competitors
throughout Asia who value the
fun destination as much as the
shooting. This event is an excellent
example of “IPSC Tourism”.
Readers interested in participating
next year should keep an eye on
the Match Calendar on the IPSC
website. The match is always held
in November, usually the weekend
after the Macau Gran Prix.

IPSC Argentina has been honored to have
hosted two Level IV matches. The first
continental championship was the South
American Championship many years
ago in 1994 and now, last month was the
quite successful Latin American Handgun
Championship.
The National Match is traditionally held
every year in October and the Argentina
Open in March. Both attract around 250
competitors that come from different parts
of Argentina and from neighboring countries
like Uruguay, Paraguay, Chile, Brazil, and
sometimes from Central America.

Our Federation organizes about 12 to We have a strong relationship with

important are the National Match and the is based on our sportive interchange. Like
Open Argentina. our IROA and NROI officials that work in

matches outside Argentina. This way we try to help each
other, sharing experiences and good times together.
Our strong shooting season is from March to November
during this time every year, we conduct five ‘classifier’
matches to determine the members of the National teams.
These teams represent our country in international events and
are supported as much as we can economically to help with
air fares, slots, and the like.

Champions in the three Divisions we shoot: Production (most
popular), Standard, and Open.

Q? How many years have
you been shooting?
I have been shooting for about 28 years, since I was 5
years old. I started with air rifles and small caliber pis-
tols. In IPSC, I started at 11 years old with my Dad`s
old revolver, an S&W model 14 in .38 SPL. I used that
revolver for many years until I saw Mr. Jerry Miculek us-
ing an S&W .45 ACP and I switch for one of this in 2004.
Q ? How long have you been a
Grand Master?
In Ecuador (National Classification) I have been re-
volver GM for 17 years. In the world classification,
I have been GM since World Shoot XIV, Guayaquil
- Ecuador 2005; I came in second just behind Mr.
Jerry Miculek. In the last World Shoot XV, in Bali, I
became revolver World Champion.

Q ? What do you like best
about IPSC shooting?
I think the best about IPSC is the friendship and the
gentleness of the shooters around the world, and I
trust me, I have a lot of stories and so much to thank
to a lot of shooters and very good friends.

? How often do you
practice at the range?
In Ecuador is very difficult and expensive to get am-
munition and supplies for reloading, so I practice at
the range once a week, 4 weeks a month, about 500
rounds each week.
Q
? Any special nutrition
or diet?
Yes, I eat all that I can and whenever I want…ha
ha ha, except 3 weeks before a big match when I
have a carb diet (my training increases) and when
I travel out of my country for a match, I try to eat
what I know, at least until I finish the match.
Q ? Any special exercises?
My training is based on the creed of
IPSC, DILIGENTIA – VIS – CELERITAS. So I try
to keep that in mind in all my exercises.
Q
? How do you unwind at the
end of the day?
II work in my Dad´s farm and at the end of the day
I make some dry fire or airsoft shooting for relaxing
and for a good end of the day.

Q ? What advice do you have
for aspiring new shooters?
First of all, you have to know that IPSC is a very
safe and amazing sport and you can get a lot of
very good friends and satisfactions at the shooting
ranges; and most important of all, you will be able
to prove to yourself how far you can get in anything
you want in sports and in life. So I encourage ev-
eryone to start shooting IPSC and have fun with us!

  Twenty-two years have gone by and IROA

The International Range Officers Association
(IROA) held its first meeting the weekend
of November 19th, 1988. The Harrisburg
Conference, as it became known, addressed
many of the principal areas of IPSC operations.
It was at this meeting that the very structure and
foundation of IROA was established including
Match Levels, Match Points, Range Officer
Accreditation, etc.
The city of Harrisburg, Pennsylvania was
chosen because it was approximately half-
way for Nick Alexakos, Steve Herberth, Dave
Arnold, and Lorne Rowe to drive. The results
still stand as the framework for IROA today. It’s
amazing what can accomplished when locked
in a room for two solid days with nothing more
than beer and pizza - and a lot of goodwill.

the growth of our sport will be built on a
foundation of common ideals sustained by
sound administration. In order to further our
competitions, promote unity and uniformity,
and safeguard our principles, the International
Range Officers Association will maintain an
organized, worldwide cadre of recognized

Without the dedication and effort of IROA men
and women, many of those Championships
could not have taken place.
Education
- The preparation, development, maintenance
and distribution of match official training
materials that reflect the current and future
requirements of IPSC matches.
- The identification and training of individuals
who exhibit a high level of competence, an
exemplary attitude and a personal commitment
to the safety and quality of IPSC matches to
join the ranks of IROA.
- The promotion of programs and policies
to assist IPSC Regions in the installation
and development of National Range Officer
Institutes using the IROA models and standards.
Membership
- Provide criteria for membership and annual
maintenance of membership.
- Introduce benchmark systems to facilitate the
development, deployment and promotion of
IROA Officials in an equitable fashion.
- Devise and employ a fair and just system with

Q - How many years have you been officiating?
I’m coming up for 20 years – I think it was about 1991/2 when
I started working in stats in South Africa; I joined IROA in
1996.
Q - What do you like best about officiating?
I’ve been involved in many different sports all my life and
have always tried give something back to the sport; officiating
is one of the ways I can do this in IPSC. I’ve been involved
in IPSC since 1982 and have had such fun and made so many
friends. Catching up with “old” friends and making new ones
from around the world is a great PERK!
Q - What was your most memorable match?
The one that stands out for me is the South African World Shoot.
Probably because I was involved from the very beginning with
the planning and organizing to the very end of a long and

Q - In addition to a timer, etc., what equipment do you

use?
Although the poor RM, DRM’s and CRO’s might think I
have a timer on them, I’ve never found much use for one in
•
the Stats Office! When I started IPSC way back in 1982, we
used a calculator for scoring – now I couldn’t do it without
my computer! As well as WinMSS, I use simple systems and
processes to maintain control of scores/squads which have/
have not come in. The next most important piece of equipment
at a big match is communications with the RM & his/her team
– although I would probably be a lot fitter if I had to walk about

looking for them, I wouldn’t get much work done! Constant
contact is essential, especially with the half day shooter format.

the match, if you’ve done it properly, you can relish in the

incredibly satisfying knowledge that the results posted on the
notice board/Internet are a precise and accurate reflection of
what the competitors have done out there on the range. Take
pride in this and understand that you are a very important
cog in making a match successful - but never forget you’re
only one of the many cogs required for success.

To the frontline ROs - spend a day in the Stats office. I’ve

done time out on the range and found it invaluable, you
would benefit immensely from a day in the office!

Q - What advice do you have for aspiring officials? prepared to travel, make sure you know the rules, and most
of all - have fun!
My advice to aspiring Stats Officers is to take it seriously but
enjoy every minute of it! Don’t be mislead into thinking that Jayne Moon
Stats is a “glamorous” job because we are housed indoors in IROA Stats Officer
a heated or air-conditioned office; your hours will be long,
tiring and tedious; you’re likely to be the first to get to the
range and the last to leave (that is if you’re lucky enough
not to be forgotten and left behind). However, at the end of
