The undersigned is directed to say that it has been stipulated in Rule 143 of GFR that "as per Compulsory Enlistment Scheme of the Department of Expenditure, Ministry of Finance, it is compulsory for Indian Agents, who desire to quote directly on behalf of their foreign principals, to get themselves enlisted with Central Purchase Organization (e.g. DGS&D).” It is further clarified that such enlistment is not equivalent to registration of the suppliers as mentioned under Rule 142 of GFR. In view of the foregoing, it has been decided by the competent authority that: i) It is mandatory for all the Indian Agents (of foreign principals) doing business with CSMRS to get themselves enlisted with DGS&D as per the instructions of Ministry of Finance and DGS&D. li) Further, w.e.f. 01.8.2016, any bid submitted by the Indian Agents who are not enlisted with DGS&D will be summarily rejected.
