NARRATIVE REPORT/ MINUTES OF THE WEBINAR ON INDIVIDUAL PERFORMANCE


COMMITMENT REVIEW FORM (IPCRF) VIA GOOGLE MEET HELD ON JUNE 24-26, 2020

The webinar was aimed to orient the SHS teachers of Victoria National High School,
especially the newly hired on accomplishing the Individual Performance Commitment Review
Form (IPCRF). The webinar was initiated by the Head Teacher VI of the Senior High School
Department of VNHS, Agapito S. Gonzaga and approved by the Secondary School Principal IV,
Dr. Angelito S. Magat. The participants in the said webinar were the school head, Head Teacher
VI, Master teachers, Grade 11 and 12 teachers.

Wrapping Up

Prior of the webinar date/s, the head teacher VI of VNHS-SHS sent the above matrix
through Messenger GC (group chat) so everyone could be aware and be online on the posted
schedule of the webinar. Moreover, Sir Francis Daniel Ocampo also organized and sent the links
for the webinar via google meet beforehand.

Day 1

The webinar for Day 1 was aimed to prepare teachers, raters, and other DepEd
personnel who are involved in the Results-based Performance Management System (RPMS) in
implementing the Phase III of the RPMS Cycle for School Year (SY) 2019-2020 amid the COVID-19
situation and while transitioning to the new normal. Furthermore, one of its objectives is also to
orient key RPMS personnel on: accomplishing the electronic Individual Performance
Commitment and Review Form (IPCRF); submitting the IPCRFs of teachers via online; and
monitoring the submission of the IPCRFs of teachers via online.

The webinar proper started at exactly 2:00 PM with a prayer embedded in the prepared
PowerPoint presentation. Before the slide presentation, Dr. Angelito S. Magat stressed out the
importance of the Electronic Daily Time Log which is a form adapted from the Civil Service Form
No. 48, Paragraph 3 of the Civil Service Rule XV, Executive Order NO.5, Series of 1909.

The first speaker was Ma’am Divina Gracia I. De Vera who talked about the Rationale for
the IPCRF Data Collection System for SY 2019-2020. She started emphasizing the activity norms
and rules to follow in attending such webinar. She also opened the context of what we know
and what we do not know about Covid-19 including the anticipated new normal scenario. She
also shared list on how to manage performance in the new normal. She even discussed DepEd
Memo 45, series 2020. She ended her discussion by reiterating the participants of the webinar
to download the prescribed electronic IPCRF for the school year 2019-2020. She then said that
everyone can start preparing for their MOVs as early as now. However, she mentioned that the
postponement of the RPMS Yearend review for school-based personnel is still in effect until such
time that safety for all DepEd employees is declared.

The topic on IPCRF Data Collection System for SY 2019-2020 was continued by the next
speaker, Ma’am Ma. Charisma C. Gandula, Master Teacher II. She discoursed the Frequently
Asked Questions/FAQs on the Accomplishment of e-IPCRF. She, as well, presented the roles and
responsibilities of the rater and ratee in the accomplishment of e-IPCRF. She also presented a
graphic organizer on IPCRF Data Submission and Monitoring System for emphasis. Ma’am
Gandula answered the question “How can school head, HR and the organization utilize the
consolidated RPMS data?” as the last part of her presentation.

The webinar ended at exactly 4:05 PM with the announcement that Sir Francis Daniel De
Ocampo would upload the slides and pictures of the webinar at Tagumpay 2020-2021 (VNHS
Senior High) page.

Day 2

While waiting for the other participants, Sir Francis Daniel Ocampo presented
some of the invalid entries in the Electronic Daily Time Log. After a while, the webinar
formally started at 2:00 PM with a prayer led by Ma’am Elsa M. Dela Merced.

Dr. Angelito S. Magat presented the Accomplishment of IPCRF report together


with Ma’am Divina Gracia I. De Vera. Sir Magat elaborated of what is IPCRF Data
Submission and Monitoring System including the quick steps on how to do it. He also
gave a link for the IPCRF Submission which can be accessed through e-mail address. As
the ICT Coordinator of the SHS Department, Ma’am De Vera is the one in-charged to
collate the soft copy of the teachers’ IPCRF to be sent using the email account of the
school head, which will be done one by one. That is, after the rater – Sir Agapito S.
Gonzaga has validated the teachers’ ratings.

The school head also showed a screen capture of an IPCRF Data Submission
Form sample. As the end part of his presentation, he presented the links for both
submission and monitoring.

Ma’am Elsa Dela Merced, Teacher II, and Dr. Elenear R. De Ocampo, Master
Teacher II asked queries about the deadline of the IPCRF submission as well as the
preparation for the MOVs. It was answered by the Head Teacher VI - Sir Gonzaga, who
will be the teachers’ rater, that based from the DepEd Order 11, s. 2020, the adjusted
schedule of RPMS 2019-2020 year-end activities for school-based personnel will start
on the 4th week of June and will end on the 4th week of July, 2020. This is in preparation
for the school head to harvest the electronic and printed IPCRFs starting 1 st week of
August until the 3rd week of the same month, 2020.

However, due to the Covid-19 pandemic, it was still reiterated by the school
head and the head teacher VI that the preparation, including the preparation of
portfolio could still be done while working from home. If in case, teachers need to get
MOVs in school or in case teachers meet challenges in the online assessment and really

need to have face-to-face assessment, they could still go to school but need to follow
health standards and stringent physical distancing measures.

It was also mentioned by the head teacher VI/rater that those teachers with
provisionary status should prepare and submit their portfolio earlier for validation. The
head teacher VI/rater also reminded the newly hired SHS teachers that as long as you
are in the service for 90 days, you are required to submit IPCRF and portfolio.

Another reminder given by the head teacher VI was for all the teachers to submit
their Individual Daily Log (IDL) for the whole week, on Friday or not later than this
Saturday (June 27, 2020).

Day 3

The third day of the webinar started at exactly 2:00 PM with a prayer rendered
by Engr. Cristy P. Mohammed.

Sir Agapito S. Gonzaga, Head Teacher VI, and Dr. Elenear R. De Ocampo, Master
Teacher II, were the speakers and facilitators on the third day of the webinar. The head
teacher VI discussed the simplified flowchart and explained how to: download the IPCRF
e-tool; how to encode the ratee’s data, and how to encode Part I to Part 4 of the tool.
He also explained the DOs and the DON’Ts in opening the DepEd prescribed IPCRF. In
addition, he reminded the teacher participants to download the IPCRF uploaded by the
DepEd from May 5 and beyond and NOT the uploaded version on or before May 4.
Another requirement in downloading the said tool was to have at least 2010 Microsoft
Office version.

It was, as well, mentioned by the head teacher VI that the date of review to be
placed in the IPCRF e-tool should fall from any date from the 3 rd week of July, 2020.
Queries and questions were entertained after the presentation of Sir Gonzaga.

A dance video clip was played by Dr. De Ocampo as part of the wrapping-up
session. She then gave the recapitulation of the 3-day webinar with congratulatory
message to everyone who will all receive certificate of participation. After which,
certificates for the resource speakers and facilitators were presented/awarded.

The webinar ended with the announcement of the Secondary School Principal IV,
Dr. Angelito S. Magat that there will be an upcoming webinar next week on Mental
Awareness.
