l. Cohercnt to Regional Memorandum No. 254, s. 2020 (Altemative Work


Arrangement Guidelines for DepEd Offices in Caraga) with its addendum
(Regiona1 Memorandum No. 265, s. 2020), and DepDd Order No. 011, s. 2020
(Revised Guidelines on Alternative Work Arrangements in the Department of
Education during tlle Period of State of Natjonal Emergency due to COVID- 19
Pandemic), this Schools Division directs all district ofEces, schools, and
community learning centers (CLCS) to implement the revised guidelines on
slternative work armngement {AWA} during the period of Modified General
Community Quarantine (MGCQ), effective June 22 to 30, 2020 or until this
Memorandum is rescindcd.
2. With the on-going enroll-Bent per DepEd Order No. 8, s. 2020, the following
clarilications are made:
a. Starting Monday, June 22,2O20 teaching personnel are not restricted to
report on a work-from-home arrangement, but is still highly recommended
for both teaching and non-teaching personnel especiatly for functions/
services that can be rendered through altemative modalities;

b. Physical reporting/on-site including the conduct of physical enmllment in


schools and/o1 6f}tg1 3imiler activities, shall be higtrly discouraged, even in
low-risk areas;
c. Schools/ClCs are urged to exhaust all grssible mearrs to conduct remote
enrollrnent. Unless otherwise highly necessary that is, only in the event that
parents/guardians have no other means to subBit enrollment data through
remote platforms, aly forms of physical enrollment shall be done in proper
coordination with the LGU's concerned, and in strict compliance with
minimum public health and safety standards and stxingent physical
distancing protocols; and
d. For schools that werle uscd as quarantine or isolation facilities, physical
reporting to tlre workplace/on-site shall be PROHIBITED until suih ,-e
that a certification fmm proper health authorities are issued declaring that

the school is ssfe and Et for education use subsequent to cbatr up and
fumigation protocols, in accordance with pertinent DOH gu.idelines and
other applicable rules and issuances.
3. Under MGCQ, all services are classified as essentjal (please refer to Enclosure I
which is an infographic derived from the amqlgamatio, of DO No. O1 l, s. 2020
and IATF Guidelines). As such, all district offices, schools, and Crcs shall
strictly obsewe full operational capacilv using the combination of on-site and
work- fmm-home WFH) arrangemen ts.

4. All school heads, through the PSDS/DICs, shall submit a workweek plan (see
Enclosure 2). The distribution of personnel shall be based on personnel's
functions and deliverables so that the expected services of all olfices, schools,
and Crcs are not interrupted. Moreover, persxrnnel who are 60 years old and
above, those who have immunodeficiency, comorbidity, or other health risks,
prEgnant women, and those personnel who have transport and border
limitations shall have WFH schedule throughout the week.
5. School heads are accountable for personnel's performance output and
obsenance to strict health protocols and standards. Individual Daily l.og and
Accomplishment Report (see Enclosure 3) shall be checked by all school heads,
and PSDS/DICs weekly. This report shall be the basis for signing the Daily fime
Record. Teachers must comply witi tlre performancc output or els€ they will be
considercd absent. Personnel who are in WFH arrangement must be at all times
on call. School heads will monitor strictlv the ule and the expected outpul
