For

Disaster Recovery Plan Implementation Services


Introduction
ABC Sdn Bnd is the investment holding arm of government to manage the
commercial assets and to undertake new investments.

ABC Sdn Bnd main objective is to promote economic growth and make strategic
investments that would contribute towards nation building. ABC Sdn Bnd is tasked
to nurture the development of selected strategic industries in Malaysia with the aim
of pursuing the nation’s long-term economic interests. ABC Sdn Bnd has
investments in over 50 major companies, both in Malaysia and abroad which are
involved in a broad spectrum of industries.

Currently, ABC Sdn Bnd is in the process of implementing a disaster recovery plan,
known as the ‘Full Disaster Recovery Plan (F-DRP)’ for data and operational
recovery in the event of a disaster. F-DRP is part of a bigger picture; ABC’s
enterprise wide Business Continuity Plan (BCP). All of the F-DRP requirements
originate from the BCP. The purpose of this Request for Proposal (‘RFP’) is to solicit
proposals from selected system implementers to design and implement a disaster
recovery plan system based on the requirements of the BCP. The disaster recovery
plan is referred to as the ‘DRP’.

This RFP aims to seek the most suited partner for ABC Sdn Bnd for the
implementation and on-going support services for the DRP. It is hoped that this
partnership will be proven and extended over time for future F-DRP System
expansions.
Project Overview
Objective

The objective of this tender is to assess suitable business partners who can provide
implementation services for an ICT Disaster Recovery Centre (IDRC) with data
replication/synchronization capabilities for ABC Sdn Bnd.

The response to this Tender should demonstrate how your company would best
address ABC Sdn Bnd’s disaster recovery implementation needs.

Scope of Work

ABC Sdn Bnd requires a business partner that is experienced and capable of
delivering a reliable, efficient and cost effective Disaster Recovery (DR) solution.
The entire implementation process will be the Tenderer’s responsibility. The scope of
this RFP includes:

Due Diligence
* Conduct a due diligence study to ascertain the current environment (e.g. technical
and logical design, infrastructure, sizing, etc.) supporting ABC Sdn Bnd’s ICT
Operations and any dependencies for this environment that needs to be replicated at
the proposed DR site.
* Highlight identified issues and risk areas.
* Provide advice and recommendation on areas that require improvement.

Overall Project Management


* Responsible for project management of the project, from pre-planning activities,
project updates, status updates, issue logs to closure and post implementation review
activities.
* Lead meetings and discussions to encourage participation, provide feedbacks,
present recommendations and outline implications.
* Recommend and initiate appropriate change management activities to address
potential impact to ABC Sdn Bnd’s policies, procedures and processes, as well as
possible roles and responsibility changes for personnel.
* Provide advice and subject matter expertise, highlight issues, propose solutions,
and secure key decisions during project implementation.
* Implement stringent Quality Assurance principles for all project deliverables.

Requirements Gathering
* Take ownership of the requirements gathering process.
* The ICT services recovery KPIs must meet the standards defined in the Business
Continuity Plan (BCP). See ‘To Execute RTOs and RPOs for ICT Services as
Required by the BCP’.
* Highlight any impact based on user requirements.
* Advise ABC Sdn Bnd on the best approach based on potential usage, business
scenarios and user expectations.
* Define expectations on scalability, usability, security and reliability.

To deploy and install all hardware and software required for the DRC

Operating System (O/S) Installation into the Disaster Recovery Servers


* To install and setup operating systems in the disaster recovery servers.
* To install and setup the Domain Controller(s) and the Active Directory within the
disaster recovery site.

Disaster recovery network setup


* To assess the current network setup at ABC Sdn Bnd and the proposed disaster
recovery site for the purpose of the disaster recovery implementation and data
replication / synchronisation.
* To implement changes to the network setup at the disaster recovery site according
to the proposed solution.
* ABC Sdn Bnd is of the view that a minimum network bandwidth of 2MB/sec
should be put in place for data replication and synchronisation. If the Tenderer is of a
different view, the Tenderer should propose alternatives.

ABC Sdn Bnd’s application installation at the disaster recovery site


* To install and setup applications such as Microsoft (MS) Exchange, MS SQL and
File & Print in the respective disaster recovery servers.

Backup and restoration


* To assess the current backup process at the production site.
* To enhance existing backup issues in production site, such as insufficient backup
windows, complex tape management and so on.
* To implement a secure, reliable and real-time replication of data from the
production site to the disaster recovery site via leased line or tape back-up.
* Propose tape library must able to simulate different tape drives
* Tape Library should be MSL 6030 to support LTO4 tapes with backward
compatibility.

Storage Area Network (SAN) storage setup


* To setup the SAN storage for data backup / replication / synchronization purposes.
* To ensure compatibility with ABC Sdn Bnd current SAN environment.
