EXECUTIVE SUMMARY

Recommendation to extend Agreement No. 09-5247 Tigertail Beach Food & Beach Concessions
with Recreational Facilities of America, Inc., until July 14, 2020.

OBJECTIVE: To provide continued service for beach rental and food concession services to patrons at
Tigertail Beach.

CONSIDERATIONS: The Parks and Recreation Division, through the Procurement Services Division
issued a Request for Proposals for comprehensive management of a concessionaire services at Tigertail
Beach including, but not limited to food and beverage services, rental of umbrellas, paddleboards,
cabanas, beach chairs, sales of beach-related sundries, caps, shirts, jewelry, and any other like services.

On January 9th, 2020, the Procurement Services Division released Request for Proposal 20-7707 to 2,859
vendors for Tigertail Beach Concession Services. The solicitation was extended an additional week to
allow proposers additional time to submit. Forty-three (43) bid packages were downloaded and two (2)
proposals were received on February 19, 2020. Super Duper Grub Café was deemed non-responsive for
failing to submit requested evaluation criteria. This solicitation was previously protested, and this is the
re-solicited solicitation.

A selection committee convened March 2, 2020. The committee scored and ranked the vendor based on
the criteria outlined in the solicitation. Award is recommended to the incumbent, Recreational Facilities
of America Inc.

Staff is seeking additional time to complete the successor contract for Tigertail Beach Concessions. The
proposed extension will extend the current expiration date of July 9, 2020 to July 14, 2020.

FISCAL IMPACT: No change as a result of this action.

GROWTH MANAGEMENT IMPACT: There are no impacts on the Growth Management Plan.

LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote
for Board approval. - SRT

RECOMMENDATION: That the Board extend Agreement No. 09-5247 Tigertail Beach Food & Beach
Concessions with Recreational Facilities of America, Inc., until July 14, 2020.
