1 Scope
1.1 This specification defines the mandatory requirements for design, engineering,
manufacture, inspection, and testing of three phase, SF6 gas insulated circuit
breakers used for 34.5 kV, 69 kV, 115 kV, and 230 kV nominal system voltages
for outdoor installation in substations or switchyards.
1.2 The specified equipment shall contain all necessary switching, current carrying
and control equipment for operation in 60 Hz power systems.
1.3 The specific requirements of SF6 circuit breakers will be provided with the
Purchase Order documents for this equipment.
1.4 The circuit breakers shall be designed, built and tested in accordance with either
American National Standards Institute (ANSI) and NEMA SG 4 or International
Electrotechnical Commission (IEC) Standards. Equipment manufactured with
mixed standards is not acceptable.
1.5 This specification defines the basic features of the equipment required and shall
take precedence over all Standards and Codes as referenced. The equipment
manufacturer shall ensure that the applicable standards are adhered to in
addition to this specification.
2.1 If there are any conflicts between this Specification and associated purchasing,
project or engineering documents, this specification shall take precedence.
2.2 Direct all requests to deviate from this Specification in writing to the Company
or Buyer Representative, who shall follow internal company waiver procedure.
3 References
The following is a summary of all the documents which have been mentioned within
this Specification. The specific part(s) of these documents which are applicable have
been identified throughout this Specification.

4 Vendor Experience
5 Service Conditions
5.1 The circuit breakers shall be suitable for mounting on an outdoor concrete
pad/foundation. Unless otherwise specified in the DATA SCHEDULE, they
shall be suitable for continuous operation at locations up to an altitude of
1000 meters.

5.2 The circuit breakers shall be suitable for use in locations that are subject to sand
and dust storms, fog, and airborne contaminants, including NaCl (Sodium
Chloride) to 300 ppm and MgCl (Magnesium Chloride) to 50 ppm.
5.3 Unless otherwise specified the equipment shall be suitable for use in locations
with the following ambient temperatures:
a) Average monthly normal maximum (hottest month), 45ºC;
b) Average daily temperature (hottest month) 40ºC; and
c) Maximum daily peak 50ºC.
The following is a list of the information which shall be supplied with the Quotation:
6.1 A detailed listing of all deviations from this standard with the explanation
against each item. In addition, written certification shall be provided that the
proposed equipment shall fully comply with all other items within this
Specification.
7 General Requirements
7.1 This specification shall take precedence over any referenced third party
document(s). Technical reference documents shall be of the latest issue.
Circuit breaker shall be SF6 gas, single pressure puffer type for outdoor service, and
shall be of the manufacturer's standard listing, which meets or exceeds the requirements
of this specification.
9 Ratings
9.1 The circuit breaker maximum rated voltage shall be as indicated in Table 1 for
various nominal system voltages.

9.2 Continuous current ratings and BIL ratings shall be as specified in the
DATA SCHEDULE and shall be in accordance with the values given in
ANSI/IEEE C37.06 or IEC 62271-100 Standards.
10 Construction
10.1 The circuit breaker shall be puffer type, single pressure, dead tank construction,
utilizing SF6 gas which serves as both the insulating and the interrupting media.
10.2 Each phase shall be contained in a separate grounded metal container utilizing a
common SF6 gas connection. All phases shall be mechanically coupled and
operated by a single operating mechanism.
10.3 All adjustable parts of the circuit breaker shall be readily accessible under
installed condition.
10.4 The circuit breaker shall be shipped as a completed assembly and shall be
adequately braced and secured to facilitate transport. Lifting lugs, jacking pads,
or other handling means, capable of supporting the unit shall be provided. If the
circuit breaker is shipped without bushings, the manufacturer is responsible for
installing the bushings at the site.
10.5 Corrosion-resistant bolts, nuts, washers, etc., shall be used throughout. All
exposed ferrous hardware shall be hot dipped galvanized. The circuit breaker
control cabinet and CT housings shall be weatherproof and designed to prevent
accumulation of condensation.
10.6 Over pressure and internal arcing pressure relief vents shall be provided and
shall be oriented to prevent any hazard to personnel or adjacent equipment.
11 Controls
11.1 The circuit breaker electrical controls shall be in accordance with ANSI/IEEE or
IEC standards.

11.2 The circuit breaker shall be electrically and mechanically trip free and shall be
designed for closing and tripping by Remote and or Local electrical controls. A
two position selector switch shall be provided in the breaker control cabinet to
transfer breaker control from Remote to Local. In the Local position, the
breaker shall be operated at the breaker mechanism with the closing circuit
bypassing all remote controls and remote interlocking devices. In the Remote
position, breaker control shall be transferred to the control switch at the station's
control switchboard.
Exception:
11.3 The circuit breaker control circuit shall incorporate an anti-pump feature.
11.4 The circuit breakers shall be supplied with two (2), 125 VDC electrically
independent trip coils and one (1) close coil per operating mechanism.
11.5 The auxiliary switches shall be positively operated by mechanical linkage to the
main drive of the circuit breaker. The contact rating of the auxiliary switches
shall not be less than 10 Amp.
11.7 A minimum of two normally open and two normally closed, or four convertible
contacts indicating remote or local selection switch be provided for the
Purchaser's remote indication.
12.1 SF6 gas sealing system shall be designed to ensure safe operation and
interruption at the specified ratings of the breaker with the site conditions as
described in Section 4.
12.2 SF6 gas seals shall be tested with a leak detector such as a TIF 5650A automatic
Halogen Leak Detector or similar instrument. Any detectable leakage is not
acceptable. The SF6 gas shall be monitored by a pressure gauge or gauges.
Temperature compensated pressure (density) switches shall be provided to
protect the circuit breaker against unsafe operation if the SF6 pressure (density)
in the interrupter falls below the rated operating level.
12.3 It shall be possible to test and replace each pressure gauge and density switch
without degassing the circuit breaker.

12.4 A sampling connection shall be provided to allow taking samples of the SF6 gas
with the breaker in service.
12.5 Equipment for gas filling, handling, testing and maintenance of the SF6 gas
system shall be supplied when specified in the DATA SCHEDULE.
12.6 The Sulfur Hexafloride (SF6) shall comply with the requirements of
ASTM D2472 for circuit breakers manufactured to ANSI standards and to
IEC 60376 for circuit breakers manufactured to IEC standards.
13.1 The operating mechanism shall use a stored-energy system for tripping and
closing. It shall consist of either, a motor-charged spring operated, pneumatic,
or hydraulic type mechanism, as specified in the data schedule, complete with
all associated devices and accessories for efficient and reliable operation.
13.6 All special tools, required for installation, operation and maintenance of the
circuit breaker shall be provided.
14.1 Provision for manual spring charging shall be provided which shall
automatically cut off the spring charging motor circuit.

15.1 The pneumatic system shall utilize an individual compressor, a local air storage
tank, and necessary valves, pressure switches, filters, etc.
15.2 The compressor and motor shall be rated for continuous running and adequately
sized to refill the air storage tank from the minimum trip lockout pressure to the
normal operating pressure in less than 3 minutes. Proper compressor rotation
(direction) shall be conspicuously marked on the compressor. The compressor
shall be equipped with an elapsed running time meter to register the total
running hours of the compressor.
15.3 The compressor shall be shock mounted to prevent excessive vibration and shall
be connected to the air tubing by means of a flexible connection.
15.4 Provision shall be made to allow temporary use of a portable compressor for
filling the air tank for the operating mechanism. A quick-connect air fitting
shall be provided for the purpose, with both mating parts provided. A check
valve or other means shall be provided to prevent draining of the operating
system air tank when the portable compressor is connected.
15.6 The pneumatic system shall be provided with two levels of pressure switches for
protection against unsafe operations if the system pressure is too low, as
follows:
Level 1: Alarm and block breaker closing.
Level 2: Alarm and block breaker tripping.
15.7 Dry contact outputs for the following alarms shall also be provided:
High Pressure Alarm.
Compressor motor excessive running alarm in case of a persistent air leak.
15.8 A safety valve or pressure relief device shall be provided at the storage tank to
release excessive air pressure.

16 Hydraulic-Operating Mechanism
16.1 The hydraulic system shall consist of hydraulic actuator, hydraulic pump,
compression cylinder-piston nitrogen filled type accumulator, control valves and
other associated devices.
16.2 The hydraulic system shall be provided with two levels of pressure switches for
protection against unsafe operations if the hydraulic pressure is lost or too low,
as follows:
Level 1: Alarm and block breaker closing
Level 2: Alarm and block breaker tripping
16.3 Provision for alarm signal to indicate low nitrogen pressure in the accumulator
shall be made.
17 H.V. Bushings
17.1 Exposed bushing insulators shall be electrical grade wet processed porcelain or
composite (silicon rubber over a fiberglass core).
17.2 The bushings shall have 4-hole terminal pads with NEMA Standard drilling.
The terminal pads shall be tin or silver plated and shall be suitable for use with
bolted type copper or aluminum terminal connectors.
17.4 Exposed bushing porcelain insulators for outdoor installation shall be silicon
coated and designed to have a minimum creepage distance of 40 mm/kV line-
to-line voltage as shown in Table 2.

18 Instrument Transformers
18.1 Each phase of the circuit breaker shall accommodate at least four bushing type
multi-ratio current transformers; two on each breaker bushing.
18.2 The current transformers shall conform to ANSI/IEEE C57.13 or IEC 60185.
18.3 CT ratio and accuracy class shall be specified in the DATA SCHEDULE.
19 Control Cabinet
19.1 The components of the operating mechanism, the associated control devices,
instrumentation, etc. and the terminal blocks for current transformer secondary
and control wiring shall be housed in a Weatherproof Enclosure. NEMA ICS 6,
Type 3 or the equivalent IEC 60529 Type IP54 enclosures are suitable.
19.2 The control cabinet shall be installed not less than 460 mm above the circuit
breaker foundation and be accessible to maintenance personnel. If a platform is
required it shall be directly bonded electrically to the control cabinet at a
minimum of two locations and shall be directly connected to the ground grid.
The platform shall be large enough and be situated to permit the control cabinet
doors to be fully opened by maintenance personnel while standing on the
platform.
19.3 Windows shall be provided in the access door(s) to enable the instruments to be
viewed without opening the cabinet. Arrangement of equipment within the
cabinet shall be such that access for maintenance or removal of any item shall be
possible with the minimum disturbance.
19.4 Provision for padlocking the control cabinet door in the closed position shall be
made. Stops shall be provided to hold the door in the open position.
19.5 The control cabinet shall be supplied with an interior light controlled by a
contact, which actuates when the door is opened.

19.6 A removable plate for conduit entry shall be provided on the bottom of control
cabinet.
19.7 A schematic diagram identifying the components within the cubicle and on the
circuit breaker shall be affixed to the inside of the cubicle access door. The
diagram shall be marked on durable non-fading material suitable for the
specified ambient conditions.
Commentary Note:
20 Space Heaters
20.1 Space heaters designed for continuous operation shall be provided in the control
cabinet. They shall be designed to maintain the interior of the operating
mechanism cabinet at a minimum temperature of 5°C above ambient as
indicated in Section 4.
20.2 Heating elements shall have a voltage rating of approximately twice the supply
voltage indicated in the DATA SCHEDULE.
20.3 Space heaters shall be mounted on standoff spacers with the heating element
shielded from direct contact and be accessible and removable while the circuit
breaker is energized.
20.4 Space heaters shall be completely factory wired and terminated on a terminal
block within the enclosure. The terminal blocks shall be rated 600 V, 25 Amp
minimum. Heater circuit wiring shall be heat resistant and flame-retardant.
If specified or required:
21.1 Protective and control relays and relaying systems shall comply with
ANSI C37.90.
21.2 Indoor control panels if specified shall be provided by the circuit breaker
manufacturer in compliance with 16-SAMSS-514.
22.1 Instrument, control, auxiliary, and push button switches shall comply with the
following requirements:

22.2 Instrument, control and auxiliary switches shall be General Electric Company
type SB-1, Electro Switch Corp type W-2 or Saudi Aramco approved equivalent
with a minimum contact rating of 600 VAC and 20 Amp continuous current.
22.3 Circuit breaker control switches shall be 3-position, momentary contact, spring
return-to-center type with pistol grip handle and shall not be located adjacent to
auxiliary selector switches.
22.4 Instrument transfer switches shall be maintained contact type with round knurled
handle and shall not be located adjacent to auxiliary selector switches.
22.5 Auxiliary selector switches shall be maintained contact type with oval handles.
22.6 All push-button switches shall be oil-tight, heavy-duty type constructed in such
a manner as to prevent accidental actuation.
22.7 All wiring and cables shall comply with the requirements of the National
Electrical Code, NFPA 70. Internal control and secondary wiring shall be
stranded copper conductors only.
22.8 Conductors shall be a minimum of 14 AWG with 600 volt 85°C insulation type
SIS, THHN or XHHW for equipment manufactured to ANSI standards or
2.5 mm² 600 volt 85°C insulation in compliance with the requirements of
IEC 60227 for equipment manufactured to IEC standards. Current transformer
secondary wiring shall be a minimum of 6 mm², 10 AWG.
22.9 Each wire shall be identified with heat shrinkable or plastic slip-on wire marker
with permanently printed characters. Snap-on or adhesive type markers are
prohibited.
22.10 Wiring shall be attached to inner panels by mechanical means. Use of adhesives
is not permitted.
22.11 External wiring shall be run in hot dipped galvanized rigid steel conduit or
liquid-tight flexible metal conduit, where flexibility is required. Alternatively,
metal clad cable or armored cable per IEC 60502 may be used without conduit.
All flexible cables shall be mechanically secured to rigid supports at 450 mm
intervals.
22.12 The conduit and fittings shall be PVC coated for protection against corrosion.

22.14 All connection points between assembly devices and field wiring shall be made
with terminal blocks conforming to the following requirements:
a) Terminal blocks shall be one piece, phenolic, barrier type, with a minimum
20 Amperes, 600 Volt rating. The terminal blocks shall have prenumbered
marking strips and be suitable for two terminations per point. A maximum
of 2 (two) wires per point is permitted.
b) The terminal blocks for current transformer secondary wiring shall be
shorting type. These shorting type terminal blocks shall be clearly labeled
to indicate the CT phase and ratio in use.
c) Terminal blocks should contain at least 20% spare terminals of each type.
22.15 Each power supply circuit for trip and close coils, heaters, compressor motors,
pump motors, interior lighting, etc shall be provided with a molded case circuit
breaker for over current protection. The circuit breakers shall be designed and
tested to UL 489 requirement for ANSI standard equipment or to IEC 60947-2
for IEC standard equipment.
23 Auxiliary Power
Auxiliary power for compressor, hydraulic pump, or spring charging motors and space
heaters shall be as specified in the DATA SCHEDULE.
24 Grounding
24.1 Each circuit breaker containing three tanks each welded or bolted to a common
support structure shall be provided with two grounding pads located at
diagonally opposite end corners of the circuit breaker support structure. The
grounding pads shall be sized to accommodate connectors suitable for bare
240 mm² size copper conductor. The pads shall be capable of carrying the rated
short time current of the circuit breaker.
25 Painting
The control cabinet, gas manifold and operating mechanism enclosure and all ferrous
materials shall be painted, plated or treated to prevent corrosion and shall meet the
requirements of ANSI/IEEE C57.12.28, Pad Mounted Equipment-Enclosure Integrity, -
Enclosure Coating System, except the paint color shall be light gray number 61 in
accordance with ASTM D1535 - 89 (Munsell Notation 8.3 G6 10/0.54). The Vendor's

Standard Paint System will be considered as an alternative. The Vendor must provide
evidence that the painting system used is satisfactory for use in the environmental
conditions described in Section 5 above.

ACCESSORIES
26.2 The nameplates shall be abrasion resistant, stainless steel and attached with
stainless steel hardware. Entries shall be marked by etching, engraving or other
permanent marking method.
26.4 Danger and warning labels shall be written in both Arabic and English, utilizing
white characters on a red background. The Arabic labels may be supplied by
others.
27.1 Visual inspection as specified in Form 175-160700 will include checks for
satisfactory workmanship, materials, freedom from surface defects and for
compliance with this Specification, Purchase Order and Quotation Request.
27.2 The circuit breakers shall be tested to the Withstand Voltage requirement
specified in the Data Schedule Circuit Breaker Ratings irrespective of the test
requirements of the individual items (bushings). In addition to the
