A RESOLUTION AUTHORIZING THE HONORABLE CITY MAYOR,

REXLON T. GATCHALIAN, TO ENTER INTO AND SIGN THE
MEMORANDUM OF AGREEMENT BETWEEN THE CITY GOVERNMENT
OF VALENZUELA AND BARANGAY GEN. T. DE LEON REGARDING THE
TRANSFER OF POSSESSION AND USE OF FIVE (5) AMBULANCE; TEN (10)
SUZUKI SUPER CARRY DIESEL AND THIRTY (30) MOTORCYCLES WITH
SIDE CAR TO BE USED AS SERVICE VEHICLE OF THE OF THE SAID
BARANGAY AND IT’S COSNTITUENTS.

WHEREAS, every local government unit shall exercise the powers expressly granted,
those necessarily implied therefrom, as well as powers necessary, appropriate, or incidental
implied for its effective governance, and those which are essential to the promotion of general
welfare. Within their respective territorial jurisdictions, local government unit are mandated to
ensure and support, among other things, promote health and safety and preserve the comfort and
convenience of their inhabitants;

WHEREAS, local government unit shall endeavor to be self- reliant and shall continue
exercising the powers and discharging the duties and functions currently vested upon them. They
shall also discharge the functions and responsibilities of the national agencies and offices
devolved to them pursuant to the Local Government Code. Local government units shall likewise
exercise such powers and discharge such other functions and responsibilities as are necessary,
appropriate, or incidental to efficient and effective provisions of the basic services and facilities
in Barangay;

WHEREAS, to efficiently deliver the aforementioned purposes, the City Government,

aware of the needs of its constituents, deems it proper and appropriate to assist every Barangay
of this City by providing Serviceable Vehicle for the use that are necessary or incidental to
efficient and effective provisions of the basic services and facilities for Barangay, particularly
health and social welfare services their respective constituents, when the need arises;

NOW THEREFORE, be it RESOLVED as it is hereby RESOLVED by the

Sangguniang Panlungsod ng Valenzuela, in a session duly assembled, to authorize the Honorable
REXLON T. GATCHALIAN, in his capacity as City Mayor of Valenzuela City to enter into and
sign the Memorandum of Agreement between the City Government of Valenzuela and Barangay
Canumay East regarding the transfer of possession and use of Five (5) Ambulance; Ten (10)
Suzuki Super Carry Diesel; and Thirty (30) Motorcycles with Sidecar to be used as Service
Vehicle for the use that are necessary or incidental to efficient and effective provisions of the
basic services and facilities for Barangay Gen. T. De Leon, particularly health and social welfare
services their respective constituents, when the need arises.

RESOLVED FURTHER, that the Honorable City Mayor is hereby authorized to sign
any and all documents relative to the implementation of this Resolution.
