Commitments and Implementation in 2019
The focus of PTFI’s community development program is on empowering communities, in a
process to build the community’s capacity to utilize the resources they have at hand,
whether human resources or natural resources available in their environment, towards
improving their welfare.

In 2019 the PTFI community development program knowns as the Capacity Building for
Nearby Communities (Cabinet) Program continued implementation of PTFI’s agriculture-
based community development program of previous years, but under different conditions,
dynamics, and strategies. This was because of adjustments to factors affecting program
achievements. During this stage, the expectation was for the communities to be
encouraged to play a bigger role in the planning and managing of activities.

Overall, in dealing with challenges emerging throughout 2019, Mirah Sakethi remained
committed to improving performance and to growth in program achievements. Mirah
Sakethi is thus optimistic about the prospects of carrying out program commitments and of
yielding increasingly better results as well as making good use of opportunities presenting
themselves. Challenges appearing in the current year will be dealt with and overcome
through measures taken in synergy with all relevant elements within PTFI and Mirah
Sakethi.

BACKGROUND, CABINET PROGRAM 2019


The PTFI community development program is one means of instilling critical awareness
among the program’s target communities of the potential and resources they have, and at
the same time encourage them to actively participate in the drive to bring about change for
the better.

Vegetables as a commodity carry a degree of risk, in terms of both quality and price when
competing for markets outside the mentored areas, bearing in mind the geography of the
mentored areas that render them difficult to access, and the subsequently high cost of
transportation. As such, the program entered a period of fully transitioning from
development of the short-term commodity vegetables, to development of the long-term
commodity coffee. To enter this phase, from the outset of the program various
preparations had been made to stock coffee plant seedlings, and draw up a program for the
planting of coffee plants, and their care and maintenance.

By the time the project ends, the PTFI community development programs is expected to
have contributed to increasing the welfare of communities near the company, through
provision of more varied sources of income and improved welfare by means of agricultural
activity.

DESCRIPTION OF CABINET PROGRAM, 2019


1. Short-Term Commodity Development Program.
Short-term commodities in the form of vegetable varieties are those the communities
were accustomed to growing as well as the most appealing to farmers, because of the
short waiting time until harvesting. However, these commodities face several
limitations or weaknesses if developed expansively and for long periods. One limitation
or weakness is from the aspect of quality. These short-term commodities are hard-
placed to compete with other products if delivered or sold outside of the areas, due to a
high spoilage rate as a result of the delivery distance. Moreover, prices are rendered less
competitive if the commodities are delivered or sold out of the areas because of the
high cost of transportation. Taking into consideration the need to make the
communities self-sustaining without constantly relying on others, the short-term

commodity development program was gradually replaced with the program to develop
a long-term commodity that would offer more and better opportunities for the
communities to attain self-reliance.

In 2019, the short-term commodity development program was conducted over several
periods spanning the successive contract effective periods, namely the 1 st contract
period (covering January 2019), the 2nd contract period (from February through April
2019), and the 3rd contract period (from May through July 2019).

2. Long-Term Commodity Development Program


A remote location, unavailable access to production roads were the conditions the local
communities faced. Residents have to trek up and down hills on foot to sell their
produce at a market or hub of activity. An alternative if a resident happened to be near
a highway was to ride on an ojek motorcycle taxi, which was very costly affair.

Given these real conditions on the ground, commitment from another party was
needed to design a community development program that is oriented toward
increasing sustainable prosperity. The long-term commodity development program is
the most suitable solution that can be applied to the communities. In these areas, in
particular, coffee is a commodity worthy to be designated a priority program. Coffee is
a durable commodity and thus faces good prospects for marketing outside the areas.

With this consideration in mind, in 2019 the transition from development of short-term
commodities to development of a long-term commodity was initiated, beginning with a
focus on the maintenance and care, harvesting, and post-harvest management of
coffee. This program is expected to better impact the communities’ welfare.

Implementation of the long-term commodity development program came into focus


over the span of the fourth contract period (from August through September 2019), and
the 5th contract period (October through December 2019) to transition from the short-
term commodity development program to long-term commodity development.

CABINET PROGRAM REALIZATION, 2019


Program realization in 2019 was not dissociated from the effective periods of the
collaboration contract entered between PTFI and Mirah Sakethi in accordance with PTFI
policy. This collaboration pattern will certainly have affected work plans and their
realization. Developments in the condition of the program target areas and their security
situation further affected the program being conducted.
The collaboration contract’s effective periods in 2019 were set out as follows:
Period 1: Over a span of one working month, in January 2019.
Period 2: Over a span of three working months, in February, March and April 2019.
Period 3: Over a span of three working months, in May, June and July 2019.
Period 4: Over a span of two working months, in August and September 2019.
Period 5: Over a span of three working months, in October, November and December 2019.

The working targets and program realization could not be wholly completed in one year,
but was determined by short-term contract periods, in turn leading to short-term program
realization and targets. This would change in 2020, with the work program and realization
restored to a yearly basis.

Long-Term Commodity Program Achievements


Development of coffee as the long-term commodity was conducted through the planting of
coffee plant seedlings on the acreages of farmers with an inclination to grow coffee. In
addition to the planting of coffee seedlings, mentoring was also provided to farmers who
had already planted coffee plants but were not taking good care of the plants. Mentoring
covered how to prune shoots, how to clear grass and how to harvest the coffee.

Over a period spanning from 2015 to 2019, 61,721 coffee plants were planted, over an area
covering two sub-districts, with 39,841 plants planted in Homeo District and 21,880 plants
in Sugapa Sub-district. A total of 106 farmers planted coffee, of whom 73 farmers were
from Homeo Sub-district and 33 farmers from Sugapa Sub-district.

Various hurdles encountered in the field in 2019 in the development of coffee as the long-
term commodity included:
 The persistently very low degree of awareness and comprehension among farmers with
regard to the long-term commodity coffee, as farmers were habituated to grow the
short-term commodities, vegetables.
 The still minimal awareness of the prospects of growing coffee, as they had always
encountered difficulties marketing.
 Although residents were accustomed to drinking coffee, they were only familiar with
the coffee sold in stalls or shops, as they did not know how to grow coffee.
 As of late 2019 the hurdle that is the security situation was still in place, with military
operations carried out in mentored areas, and residents feeling intimidated and
discouraged from working on their acreages.
In the face of these constraints, the coffee development program was neglected, in
particular with regard to coffee plants already planted on farmers’ acreages, with farmers
no longer tending to their coffee crops. As a result, the coffee plant mortality rate remained
high. In this year, coffee plant deaths numbered 3,575. Meanwhile out of the total of 61,721
coffee plants already planted in Homeo Sub-district and Sugapa Sub-district from 2015 to
2019, 29,352 plants had survived by the end of the year, breaking down to 20,784 plants in
Homeo Sub-district, and 9,432 plants in Sugapa Sub-district. In this year, 90 farmers were

engaged in coffee cultivation, consisting of 65 farmers in Homeo Sub-district, and 25


farmers in Sugapa Sub-district. The decline in total number of farmers from 106 to 90 is
attributed to farmers who had previously joined the coffee cultivation program no longer
tending to their coffee crops, leading to the neglect and even deaths of existing coffee
plants.

Other Activity
 Religious occasions included the Idul Fitri celebrations falling on 4-5 June 2019 and
Christmas celebration on 25 December 2019.
 Republic of Indonesia Independence Day fell on 17 August 2019.
 Training was provided for coffee farmers in the village of Titigi on 23 October 2019 and
in the village of Pogapa on 31 October 2019, with training material including the basic
methods for picking, peeling, soaking/ fermenting, washing to remove slime, and
drying.
