Match Officers Organization

GUIDING PRINCIPLES
Mission Statement:

The MOO shall be the organization of all Match Officers of PSMOC that will manage all its
activities, programs, and projects including training programs for Match Officers to empower
them with the necessary knowledge, competence, and capabilities to officiate, supervise, and
run shooting matches efficiently and safely with high standards of fairness and transparency.

Membership, Qualifications, and Benefits:

1. Must be at least a high school graduate and member of a SEC registered and PNP-FEO
recognized gun club. Must have undergone the MOO seminar and successfully passed
all requirements.

2. Range or Safety Officers from other shooting organizations may join the MOO but they
must undergo the MOO seminar and pass all requirements.

3. Must undergo and pass a refresher course if and when required by the MOO/PSMOC
Board.

4. To be a Regular MOO member he/she must earn six (6) officiating points from
PSMOC sanctioned matches. One (1) point can be earned from Level 1 matches, two
(2) points from Level 2 matches, and three (3) points from Level 3.

5. Match Officers who have accumulated 18 match points or more a year, broken down to
two (2) level 3, three (3) level 2 and six (6) level 1 matches are entitled to one free MOO
uniform, group insurance, membership renewal with PSMOC and other freebies
available for the year. If the requirement is not met, the M.O. concerned will need 24
points if he/she has no level 3 and 2 matches. Example: 20 level 1 and 2 level 2 = 24
points or a combination of level 1 and 2 matches or all 24 level 1 matches only.

6. Members who have accumulated 18 or more match points a year are entitled to 50%
discount if they shoot level 1, 2 and 3 matches sanctioned by PSMOC as competitors.

7. Maintenance points shall be 6 match points a year.

8. Failure to earn six (6) maintenance points in a year will be placed in an in-active
status and will be given another year to recover.
9. If the member was not able to maintain the 6 points requirement for the first year, they
will be advised to undergo a refresher course before they can serve in sanctioned
matches.

10. Members who failed to maintain the 6 match points a year for 2 consecutive years will
be deleted from the list of membership.

11. Members who were deleted due to failure to maintain match points may rejoin by going
thru another level 1 seminar for Match Officer.

12. Expelled members with cause will not be allowed to re-enter unless approved by the
Board of Directors of PSMOC and MOO.

Uniform Protocol:

Match Officers should wear the official uniform while serving and officiating in sanctioned
matches, Defense and Sporting Arms Shows, Gun Safety Seminars, MOO and Score Processing
Seminars.

1. Other occasions; provided that permission to wear the uniform has been granted by the
MOO Executive Director.

2. Only the official uniform issued by the PSMOC/MOO should be worn tucked in together
with khaki trousers or appropriate shorts, shoes and socks.

3. Violations of the uniform protocol shall have the following penalties:


o 1st Offense : Written Warning signed by the Match Master and MOO District
Manager
o 2nd Offense: 6 months suspension
o 3rd Offense: Expulsion from MOO

Code of Conduct:

1. Safety of all competitors, fellow match officers, and all individuals on the range is the
primordial and paramount responsibility of Match Officers. Violation of safety
protocols will be penalized with suspension or expulsion from the MOO depending
upon the gravity and consequence of the offense or act which will be determined by
the MOO Disciplinary Committee which shall make a recommendation to the MOO
Executive Board.

2. MOO members should always conduct themselves in a professional manner and


enforce the rules firmly, fairly, equally, and courteously during sanctioned matches.

3. They should act as ambassadors of the sport and project and uphold a good image
of the organization.
4. They should provide appropriate assistance equally to all competitors by providing
them all the information about the course of fire during the briefing and walk through
to enable the competitors to shoot the courses of fire safely.

5. They should avoid disrespectful, offensive, abusive, corrupt, dishonest, or unethical


behavior towards competitors, fellow match officers, and all individuals on the range.

6. They should record the accurate scores and time of all competitors and reflect the
true results of the match with the highest level of honesty and transparency. Match
Officers should always preserve the sanctity of the scoring system and must never
compromise the accuracy of the match results. They should not be involved in any
type of cheating or manipulation of scores and match results. They should not
tolerate others to do such acts and avoid any semblance of dishonesty and
unfairness to maintain the good image and reputation of the organization.

7. They should never serve or officiate in any sanctioned match while under the
influence of alcohol or prohibited drugs.

8. They should always be focused on their duties and responsibilities while serving in
a match.

9. They should never initiate and engage in any physical fight with competitors and with
fellow Match Officers.

10. They should refrain from being verbally and physically abusive towards competitors,
range staff, spectators and to fellow Match Officers.

11. Violations will be penalized by suspension or expulsion from the MOO depending
upon the gravity and consequence of the act or offense to be determined by the
MOO Disciplinary Committee and shall make a recommendation to the MOO
Executive Board.

Match Officiating:

1. All Match Officers who wish to serve in a match must contact the Match Master through
email or SMS messages with a copy furnished to the PSMOC/MOO Secretariat for
recording. For Level 1, at least one week before the start date of the competition. For
Level 2, at least two weeks before the match. For level 3, at least three weeks before
the match.

2. All Match Officers who signified to serve in a match are expected to report for duty at
the time and date prescribed by the Match Administrator and Match Master. Failure to
report for duty and to give prior notice of at least 3 days to the Match Master and without
a valid reason will have the following penalties:
o 1st Offense : Warning
o 2nd Offense: Suspension for 6 months
o 3rd Offense : Suspension for one year
o 4th Offense: Expulsion

3. The maximum number of Match Officers allowed in a sanctioned match is as follows:


o Level 1(5 stages) = 20
o Level 2 (8 stages)= 27
o Level 3 (12 stages +) = The Match Administrator will set the limit

4. The Chief Score Processing Officer will provide the data that would be used by the Match
Master to prepare the match report to be submitted to the PSMOC/MOO office, which will
include the match results; incident report; summary of officiating points awarded to Match
Officers who served in the match, and sanctioning fees collected. Failure to submit the
Report will have the following penalties:

o 1st Offense : Warning


o 2nd Offense: Suspension for 6 months
o 3rd Offense : Suspension for one year
o 4th Offense: Expulsion

5. Match Officers who will officiate in matches not sanctioned by PSMOC and without an
approved Permit to Conduct Competition issued by the FEO or RCSU will have the following
penalties:

o 1st Offense : Warning


o 2nd Offense: Suspension for 6 months
o 3rd Offense : Suspension for one year
o 4th Offense: Expulsion

ETHICS COMMITTEE:

MOO shall have a National Ethics Committee, the official Investigating body, charged to
conduct investigations that involves Match Officers upon receipt of formal complaints or written
reports from an aggrieved party where provisions of this Guiding Principles have been found
or suspected to have been violated by members of the MOO.

Area Ethics Committees shall also be formed and composed of 5 members headed by
the MOO Deputy Executive Directors of either Luzon; Visayas or Mindanao depending on the
area where the violation was committed. Members shall be composed of the MOO District
Manager, MOO Section Manager, and senior Match Officers with impeccable track record.
Findings of the investigation and recommendation of an appropriate action shall be
submitted to the PSMOC Executive Committee. The MOO Executive Director will execute
recommended penalties thereof.

This approved revised guidelines shall take effect immediately and shall supersede all
previous guidelines/issuances.
