REFERENCE:
1. Letter addressed to USEC Manuel Antonio Tamayo dated 02 July 2019.

BACKGROUND:
2. On 02 July 2019, a letter was forwarded by this Authority to Captain Manuel Antonio
Tamayo, Undersecretary for Aviation and Airports, Department of Transportation
(DOTr).

3. Guidance as to how to proceed with the applications of several private companies to


operate at Sangley Airport located in Cavite City was requested.

4. However, due to the number of interested applicants and to give guidance as to the
spaces available for concession in the said airport, a meeting was immediately
conducted last 23 July 2019 at the ODG Conference Room, Civil Aviation Authority
of the Philippines (CAAP).

5. This was attended by DOTr, CAAP officials and several stakeholders.

6. During the meeting, Asec. Lopez discussed details of the Sangley Airport Project.
Engr. Gill Pamatmat, Project Management Officer, DOTr also explained the layout of
the Sangley Airport Phase I.

7. Moreover, the undersigned informed the stakeholders the parameters to be used as
basis for the selection of applications:

Operational Requirements of a fully- functioning airport:

a. Airline;
b. Ground Handling;
c. Cargo;
d. Aviation Fuel;
e. Repair, Maintenance & Overhaul.

The requirements to be submitted were also provided:

a. Letter of Intent;
b. Business Plan;
c. SEC Certificate;
d. Articles of Incorporation and By-Laws;
e. Layout proposal.

8. Interested applicants were instructed to then submit the requirements until 25 July
2019.

9. Thus, after the deadline of submission, below is the list of applications with their
respective pertinent details received by this Authority for the Phase I of Sangley
Airport development project:

EVALUATION:

10. Considering the basic needs of the Sangley airport in order to be operational by the
target deadline, the BUSDEV narrowed down the applications to be approved based
on the nature of operations and the applicants’ capability to cater to the needs airport’s
initial operation. This coupled with the submission of complete requirements as
discussed during the stakeholders meeting. Thus, the applications were narrowed
down into:

11. Due to the limited space currently available, not all of the above applications can be
accommodated. Thus, the applications were further narrowed down based on the
operational requirements of each concession, taking into consideration their submitted
business plan and the physical space proposed. Thus, below are the shortlisted
applications:

A. GROUND HANDLING: Both applicants can be accommodated
considering that their required space for operations is merely office spaces
as the groundhandling equipment will be located outside airport premises:

a. Philippine Airport Ground Support (_____sq/m)


b. 1Aviation (________sq/m)

B. CARGO: Both applicants for Cargo handling can likewise be


accommodated by the available space:
a. Cebu Air, Inc. (Hangar for ATR parking / Cargo)
b. People’s Air Cargo & Warehousing Co. (Cargo Warehouse)

C. FUELING
a. Petron, Inc.

D. AIRCRAFT MAINTENANCE (JUSTIFICATION WHY INAEC

12. Other applications will be filed for further consideration upon implementation of the
Sangley Airport Phase II Project.

RECOMMENDATION/S:

13. Therefore, it is respectfully recommended that the above-mentioned applications be


shortlisted for the spaces available for lease in Sangley Airport.

14. For the implementation of the proposed allotment of area/space per hangar be as
follows:
