Sir, A Central Plan Scheme Monitoring System (CPSMS) is being implemented by the Office of Controller General of Accounts (CGA). The system provides MIS reports indicating availability of funds in bank accounst at various tiers of programme implementation. Availability of this information with the programme managers results in better financial management and also actual financial requirement for programme implementation can be better assessed by Government of India. It has therefore been decided that the CPSMS should be fully implemented expeditiously for programmes with sizeable budgetary outlays. IAY has been identified as one of the programmes. Under IAY all State and District level agencies are already registered with CPSMS. Visibility of funds up to all State level implementing Agencies and DRDAs, registered on CPSMS is already available on the portal. In order to make the visibility of funds at the lower levels available , it has been decided that the lower level agencies should also be registered on CPSMS. On complete regi: Ministry, State level implementing agencies, DRDAs and Blocks ‘Would-be able te see the. availability of funds at all levels and monitor the trend of utilization, rend of lization, — As in the case of IAY, the implementing tier is PRI, it is requested that all States/UTs should register sub-District level agencies .
