Sub:- Guidelines for implementation of Domestic Efficeient Lighting Programme(DELP)

programme.

Domestic Efficient Lighting Programme (DELP) is to be implemented in DGVCL. Brief


note of DELP is attached herewith.

For implementation DGVCL has to facilitate while EESL is executing this programme.

Distribution of LED bulbs will be carried out by EESL through distributors authorized
by EESL. DGVCL has to provide table space to EESL’s distributor at each sub-division
to set up a counter for distribution of LED bulbs.

Moreover, sub-division officer has to help EESL’s distributor to search a storage space
(10’ × 10’) within jurisdiction of sub-division.

DELP Programme Outline


As per the guidelines of Government of Gujarat, joint programme of Domestic
Efficient Lighting Programme (DELP) is being taken up by DGVCL, in association with
M/s Energy Effriciency Services Limited (EESL) which is a Joint Venture of four PSU’s
namely REC, PFC, NTPC & PGCL under the Ministry of Power, Government of India.

Under the program, the DGVCL along with the technical and financial support of M/s
Energy Efficiency Services Limited has envisaged to undertake the following:
1. EESL will undertake distribution of 9W LED bulbs to DGVCL’s all General
Lighting Purpose (GLP), Manufacturing and Service Industries (MSI) and
Residential Category Consumers.
2. Under the program, the Consumers can have options to buy LED Bulbs either on
a. On Bill Financing (OBF) option or
b. Upfront Payment option.

Under both the options, on behalf of Residential Category Consumers only, DGVCL
shall bear and make upfront payment of Rs. 10/- per LED bulb to Energy Efficiency
Services Limited maximum for 10 LED bulbs per consumer purchased by them, as a
financial support.
The financial support of Rs. 10/- per LED bulb shall be available to the consumers only
once i.e. for first purchase only.
In case of distribution of LED bulbs for uses in the Govt. buildings, the entire cost of
LED bulbs shall be borne and paid by DGVCL.

a. Upfront Payment Option:


 Under the upfront payment option, consumer can buy LED Bulbs as per their
requirement.
 DGVCL shall bear and make payment of Rs. 10/- per LED Bulb for maximum
upto 10 LED bulbs towards financial support for Residential Category Consumers
only and the Consumer shall make upfront payment of the balance cost per LED
Bulb. In case of residential consumer purchases LED bulbs in excess of 10 LED
bulbs, the financial support from DGVCL (Rs. 10/- per LED bulb) shall be limited
to only 10 LED bulbs per consumer and for purchase in excess of 10 LED bulbs,
the consumer shall make upfront payment of entire cost per LED bulb.
 No financial support shall be provided to the consumers other than residential
category. Consumers other than residential category shall make upfront
payment of entire cost per LED bulb purchased by them.
 In case of LED bulbs distributed for use in Government Buildings, the entire
cost per LED bulb will be borne by DGVCL.
 Consumers has to submit copy of last electricity bill along with ID proof Driving
license/Voterscard/Adharcard/Ration card/Passport etc.

b. OBF Option:
 Under OBF Option, DGVCL shall bear and make payment of Rs. 10/- per LED
Bulb for maximum upto 10 LED bulbs towards financial support for Residential
Category Consumers only and thereafter the balance program cost per LED bulb
shall be recovered from consumers through monthly electricity bill over 5 bi-
monthly installments.
 No financial support shall be provided to the consumers other than residential
category. Consumers other than residential category shall make upfront
payment of Rs. 10/- per LED Bulb for maximum upto 10 LED bulbs and
thereafter the balance program cost per LED bulb shall be recovered from
consumers through monthly electricity bill over 5 bi-monthly installments
(whose billing is bi-monthly) and 9 monthly installments in case of Industrial
consumers (whose billing is monthly).
 Under the OBF option, Consumer can avail up to 10 LED bulbs.
 Only those consumers who are not in arrears in last three consecutive billing
cycles will be eligible for availing the OBF option.
 The consumer has to submit copy of latest electricity bill with ID proof (Driving
license/Voterscard/Adharcard/Ration card/Passport) and consent deed
(generated by EESL) in case of OBF purchase of LED. However, for EMI purchase
option, address in bill and Id has to be same.

 NOTE:-
 DGVCL residential consumers, under DELP programme to be
launched on 26th May, will avail upto 10 LED bulbs on subsidized
rates of Rs. 80 in cash and Rs. 85 in OBF. DGVCL's other than
residential consumers will avail LED lamps rates of Rs. 90.60 in cash
only.
