1- Introduction:
These specifications cover the bid minimum technical requirements for the design; manufacture,
supply, and testing of static meters to be used with single phase alternating current, in the
distribution system of the PEDE under the service conditions of Syria.

The bidder must carefully read this tender document because in case the submitted offer
or sample contained discrepancies with the detailed technical specifications the offer will
be rejected.
The bidder must completely fulfill the technical requirements and specifications listed in this
document and the offers that pass the technical check will be financially evaluated.

Test samples should be sent with the offer free of charge and will be considered as an integral part
of it.

If any bidder has any inquiry about any part of these tender documents, He should address his

2- DEFINITIONS:
PEDE shall mean Public Establishment for Distribution of Electricity.

PURCHASER shall mean PEDE.

OFFER shall mean all the documents submitted by (the bidder, supplier
and manufacturer).

BIDDER shall mean supplier, manufacturer or bidder

CONTRACTOR shall mean the Bidder, whose offer has been accepted by the
Purchaser, and with whom the contact will be signed.

IEC Documents shall means standards, reports and publications concerning static
meters and issued by International Electro technical
Commission

3. General Conditions:

3.1. The meters should be solid and intended for indoor installation.

3.2. The meters should serve for measuring electrical quantities of consumers and keep it
without deleted .

3.3. The meters must be multi-tariff (multi-function) with the low consumption LCD
registers, operated in acyclic mode.
3.4. At a time of delivery the meters must be set (programmed) to register and is play active
energy in one tariff only; but the necessary program must be delivered with the meters in
order to activate necessary number of tariffs (4) and to configure other multi-functional
meter functions and operations.
3.5. In order to maintain their multi-function performance ,the meters must be equipped with a
real time keeping function which include time and date (year , month , day) and serve the
event and all function, the meter must be equipped also with appropriate inter face for bi-
directional communication with the meter.
3.6. Environmental Conditions:

3.6.1. Altitude above sea level 1000m.

3.6.2. Maximum ambient temperature 55°C.

3.6.3 Minimum ambient temperature -10°C.

3.6.4 Average maximum temperature 35 °C.

3.6.5. Maximum temperature variation in one day 20°C.

3.6.6. Average maximum relative humidity up to 80 % at30°C.


3.7.In case of reverse energy (occurred by exchange of current leads) the meter must always account
energy as positive (in the register and in the display).

3.8.The meters should be double sensing , which means that it should be equipped with two
measuring instruments one on the phase and the other on the neutral, and both must be at the
same accuracy .These meters shall always register energy at the higher input .In case the
discrepancy between the phase and neutral lines exceeds 1 AMP and for more than 30
seconds by pass event should be recorded and an indicator should appear on the LCD and
disappear upon the end of event by pass ,The bypass value and duration should be
programmable via PC &HHU software.

4 STANDARDS:
The offered meters should be designed, manufactured and tested in conformity with the latest
applicable IEC (International Electro technical Commission, www.iec.ch).

The offered meters should be in compatibility with OBIS & DLMS/COEMS (www.DLMS.com)

All requirements and values, specified in these Technical Specifications, in addition to the reference
documents requirements are obligatory.
5 DOCUMENTS OF TECHNICAL OFFER:

- The offer, the enclosed documents and references should be submitted in English

- A complete technical offer should be include three copies of the following documents in
English :
5.1. The Bidder and manufacturer should fulfill the guarantee schedule sign and stamp it , the declaration
and confirmation of their approval and commitment to all of the guarantee schedule content.
5.2. provide complete sets of detailed dimensions, drawings and catalogues of the offer products.
5.3.Error curves for :

 Ambient temperature variation.


 Frequency variation.

 Voltage variation.

 Current variation with P.F. =1and P.F. =0.5ind.

5.4. Instruction book for installation, operation and maintenance.

5.5. Quality assurance certificate that is valid within the period of submitting the offer, issued by an
independent authority.
5.6. provide "DLMS/COSEM" certificate for the type of the submitted meters.

5.7. Type Test certificates for the offered meters issued by a famous and independent authority.

5.8. User Manual for Software of (PC and HHU).

5.9. Object list for all meter objects should be described according to OBIS and (DLMS\COSEM)
and must be manufactured and tested according to latest edition of IEC specifications.

6. SAMPLE FOR TESTING :

6.1. The bidder must submit with his offer TWO METER'S as sample's for testing,
which must have all requested specification in this document.

6.2. The meter's cover should be stuck firmly so that it can't be opened unless by
breaking it or by making trace apparently, in this case the battery of meter can be
replaced without need to open the meter cover, and has independently sealed.

6.3. The meter cover should have independent sealing.

6.4. The meter sample only should be submitted without sticking to enable opening the
meter cover and inspecting its components for the evaluation purpose.
6.5.The sample must be equipped with corresponding (infrared or optical) port to read
and program the meter by HHU and PC.
6.6.The sample must be equipped with serial port RS485.

6.7.The PC software on CD must be submitted with the sample's.

6.8.Test reports for at least the following tests according to IEC standards should be
submitted with the sample dully singed and stamped :
6.8.1. Limits of error due to variation of the current, Limits of error due to voltage
variation, the voltage variation range according to tender document are 0.7-1.15
of rated voltage(220 v) (The value less than 0.7 Vn).
6.8.2. Limits of error due to frequency variation.

6.8.3. Accuracy test in the presence of harmonics including DC immunity test.

6.8.4. Influence of self-heating.

6.8.5. AC voltage test.

6.8.6. Test of no-load condition.

6.8.7. Test of Starting current.

6.8.8. Meter constant test.

6.8.9. Spring hummer test.

6.8.10. Resistance to heat and fire.

6.8.11. Power consumption.

6.9.Test reports for at least the following tests and bid special requirement should be
submitted for each measuring instruments (on phase and on neutral separately)
with the sample dully singed and stamped:
6.9.1. Accuracy at reverse current occurred by exchange of current leads.
6.9.2. Test for meter body material showing that it is made of high quality reinforced
Polycarbonate.

6.9.3. Check test for double sensing feature described in item 3.8.

Notes :

1. PEDE will reserve the right to run tests in this tender documents or any other test described
in IEC Standards and technical specifications.
2. To pass the technical check the bidder should be :

a. Completely fulfills all the requirements and specifications of this tender document.

b. Confirm its commitment to the guarantee schedule content as explained in item 5-1.

c. Provide reports for successful testes described in item 6.6 & 6.7

d. Pass the tests made by the PEDE committee according to first note.

3. The Contractor (awarded offerer ) should be coordinate and Collaboration with PEDE
concerning the items no.(5.9)& (21) (such as :events , open cover….. etc.) during the period
of signing the contract.

PEDE has the right to modify the said item (5.9) according to PEDE requirements.
4. The bidder or his official technical representative should attend the testes conducted by PEDE
committee, and in case he did not attend the tests, The test results will be certified. The bidder
will be informed about tests date, time and place by (fax - phone – mobile) number mentioned
in the bidder offer.

7. Testing and inspection for shipments:

7.1. The offered products should be tested in accordance with the IEC standards and
specifications mentioned in this book.

7.2.The contractor should be make necessary tests at the manufacturer factory in its country;
provide all the testing facilities PEDE representatives within the range of requirements. All
the instruments to be used for testing should be calibrated by a recognized and approved
laboratory.

- The test certificates should be the details of calibration.

7.3.The meters should be in good appearance.

7.4.The visual inspection and routine tests should be carried outs on each dispatch of
meters.

7.5.In case of failure of random sample (s) in special or routine tests and quality of any
shipment of meters not meeting the requirements; the PEDE will reject his shipment of
meters.

7.6.Test certificates should be include in addition to test results:


7.6.1. The order number of the PEDE.
7.6.2. The logo /the name of the manufacturer of meters.
7.6.3. The date of testing.
7.6.4. The signature of the test supervisor.
7.7.The success of tests and inspections at the manufacturer country at the attendance of
PEDE representatives means that the contractor can ship the meters to Syria but does
not mean the provisional acceptance of meters, because the provisional acceptance tests
will be done in Syria.
7.8 participation in testing:

7.8.1. The PEDE delegate two representatives to the manufacturer country to participate in
the testing for one week.
7.8.2. The contractor should be bear all expenses of testing including accommodation,
travel from and to Damascus (round trip) by plane, and travel in the contract country, etc….

8. Guarantee Schedule:
(Must be filled, signed and stamped by the bidder and manufacturer)

Terminal block:

All parts of each terminal should be prevent and

16 Display:

Register type must be LCD with min 7 digits (one of

The meter shall have the following display modes:


- The LCD must show the instantaneous values of

observing during normal meter operation; the available
data to showing on LCD at least is:
1- Billing data.
2- Historical data.

5- Instantaneous values (current, voltage ,PF and
Active energy).

The LCD should contain three lists at least and the


LCD should be programmable according to:
1. The first list is for (Current active energy, reading
16-5 at starting of last two month for active energy
&Max Demand).
2. The second list is for (instantaneous values).
3. The third list is for remnant data.

Codes for values on display should comply with IEC

18 Functions:

The meter must be record Max Demand For Active

ASCII- coded data with optional baud rate switching
according to IEC.
A data readout includes serial number, date, time, active
energy, and maximum demand readings for all configured

Data readings should be provide with the OBIS.

The meter shall have Infrared Port or optical port.


- Function: for communication between Meter and (PC
and HHU) should be USB port from the computer side.
19-3 - Communication protocol: complied with (IEC and
DLMS\COSEM).

The meter must have electrically isolatedRS485

- Function: This port is used for Reading and

Meter Parameterization software:
 The software should have customizable printing
feature by coordinate and Collaboration with PEDE
(all data) .
 The software must be able to export the Reading to
Microsoft Excel &PDF and no permission for
written modification.
 The software should have two level of
permissions at least:
o Administrator level: the administrator can

o Operator level: the operator can do only
tasks that determine by administrator.
 The software must be enabled to install on any PC with
Microsoft Windows XP or higher operating system.

Contractor (awarded offerer ) shall

software on PC must be enabled in HHU software
with user permissions.

 Should be Ability to take reading from any meter


by HHU by entering No. of meter if user
permissions allowed.
 The software (PC and HHU) should be able to
save profile for meter setting.
 The software (PC and HHU) must be able to reset
events.
 The software (PC and HHU) must be unable to
reset register.
The software (PC and HHU) should able show us
the events sorting by date and time for mentioned
events in item(18-3)and item(18-4).

25 Packing:
 The type of packing should be suitable for
export and provide complete protection for
marine or track or rail transportation and for
loading, for example (Boxes, cases) should
be robust enough hand have suitable
dimensions and weights.
 The bidder should be take care on his own
account that the commodity will be packed
carefully in order to avoid damage of equipment
and to be accepted to the insurance company.
 Boxes, which should be handled with care
according to the content, must be marked
accordingly and clearly.
 Sufficient bands for boxes of sensitive
instruments and similar materials in accordance
with their weight and dimension are to be used,
and must be packed carefully to avoid exposure
of elements to rain, sun, etc... With the
appropriate packing or nylon bags oiled paper
and foam materials.
 Each meter should be packed separately and then
grouped into boxes.
 Each boxes should be label content (serial
number: from…to…sequence numbers, Ref ID
of contract, barcode for meters…)

26 METER GUARANTEE:
The bidder shall guarantee the meters against all defects
arising out of faulty design or workmanship, or
defective material for a period of two years from the
date of provisional acceptance (see legal conditions).

PEDE has (Hand Held Units) with the


following specifications:
 hand held unit with (Battery and data charger)
